Question #1 Is French fluency required? Will another official language of African countries suffice (e.g., Portuguese, Spanish)?

Government response:

Yes, French fluency is required. No other language will suffice in place of French.

Question #2:

What are specific examples of risks that will be assessed with regards to "the vendor’s technical capabilities to disrupt schedule, increase cost or degrade performance"?

Government response:

Schedule, cost and performance are the risk categories associated with the requirements in the SOW. The technical capabilities presented in a potential contractor’s technical volume will be assessed in terms of the probability of the contractor increasing (either directly or indirectly) the cost of OPIC’s projects and activities, affecting OPIC’s program/project schedule(s) and OPIC’s ability to execute its projects. Specific examples cannot be given at this time because the factors that would increase or decrease the probability of such risks manifesting would be unique to each potential contractor’s proposal.

Question #3:

Is OPIC expecting bids from companies that will include associated overhead costs of appointing a single FTE to complete the SOW, or from individuals directly without a parent company?

Government response:

Either will be accepted. OPIC has no specific expectations regarding the proposals it will receive except for the expectation that a proposal shall meet all requirements specified in the RFP and quote content and format attachment. However, if an individual is proposing as an independent contractor, then that individual must be incorporated and registered in SAM.gov.

Question #4:

I echo the previous similar question about allowing small teams with complementary experience to bid. It seems that is not the intent, but can you confirm, is it acceptable for a single individual to be named who only works at 50% LOE?

Government response:

OPIC’s preference is for only one person for 1 FTE to be proposed to perform the work. That said, potential contractors are free to propose whatever solution they feel best addresses OPIC’s needs, and that proposal will be evaluated in accordance with the evaluation criteria listed in the RFP.
