Question #1 Is a security clearance required for the contractor?

Government response:

Yes, public trust

Question #2 The solicitation mentions travel to Africa will be expected for field visits; is this travel to be included in the cost of the contract, or handled separately by OPIC? If it is to be included, is there an estimate of the yearly number of trips (and average duration) that could help inform budget estimates?

Government response:

No. OPIC will handle travel costs separately, and the contractor will coordinate travel arrangements and reimbursements through the OPIC travel POC on a case-by-case basis.

Question #3 Will OPIC consider several individuals with complementary expertise whose inputs total one full-time equivalent?

Government response:

No. OPIC wishes the full FTE to be provided by a single person.

Question #4 Will the consultant(s) work from the OPIC office or from their own facilities? If working from OPIC offices, will support costs such as IT service, printing and copying etc. be covered by OPIC or the contractor?

Government response:

At the OPIC office. OPIC will provide office and IT support.

Question #5 Is the contractor expected to work on an as-needed basis, with time reimbursed through the contract, or is this to be a full-time position including provision for annual leave, sick leave, etc.?

Government response:

Full-time position. OPIC will not provide fringe benefits (leave, parking or public transport subsidies, etc.) though. Those are to be provided by the contractor and included in the proposed labor rate.
