About this file

This Addendum #1 to Invitation to Bid OMB26051-STATEWIDE, issued by the State of Delaware Department of OMB/Division of Facilities Management on May 29, 2026, provides clarifications to the Request for Proposals for Statewide Commissioning Services. The solicitation seeks comprehensive professional commissioning services across state buildings, with primary emphasis on HVAC systems and controls, Building Automation Systems (BAS) master planning for approximately 40 to 50 buildings, HVAC controls design services, maintenance and updates to HVAC controls design standards, trend analysis utilizing BAS data, and re-commissioning services targeting energy efficiency improvements. The question deadline was May 22, 2026, with responses posted on May 29, 2026. Proposals are due June 5, 2026, at 4:00 PM via the Bonfire portal. The estimated award notification date is June 26, 2026. The contract will be awarded for an initial term of one year with three optional one-year extensions.

Key clarifications in the Addendum address submission requirements, noting that no bid bond is required despite the online portal requesting one, and that proposals should follow the organizational structure outlined in Section III of the RFP with pricing provided as hourly rates for key positions. Vendors must obtain Delaware business licenses by contract award, and any MWBE or disadvantaged subconsultants must also be registered to do business in Delaware. The addendum confirms that diverse business subconsultant requirements cannot be waived despite specialized Building Automation Systems needs. Design professional services will be contracted directly by the state if needed, so vendors are not required to retain Delaware-licensed design firms. All other terms and conditions of the original RFP remain unchanged.

TO: ALL OFFERERS

FROM: Edwin Robles, P.E.

Chief of Engineering and Operations

SUBJECT: ADDENDUM TO INVITATION TO BID

CONTRACT OMB26051-STATEWIDE

Statewide Commissioning Services

ADDENDUM #1 Q & A

Q#1) In the online submission, there are two items required to upload: Bid Form and Bid Bond. In the RFP, Section V. Contract Terms and Condition, Letter J, it states that “There is no Bid Bond Requirement”. Will this be removed from the online submission? Is the Bid Form referring to where we should upload our proposal?

A#1) RFP response should be provided in the bid form section in Bonfire. A bid bond is not required for this RFP.

Q#2) We are in the process of obtaining the required business licenses for this – is that acceptable?

A#2) This is acceptable, as long as the Delaware License is in hand by the time the contract is awarded.

Q#3) If we use MWBE or other disadvantaged subconsultants do they also need to be registered to do business in the State of Delaware?

A#3) Yes

Q#4) Please confirm whether you would like proposals organized into Sections 1–4 using the same numbering shown Section III of the RFP, with the General Evaluation Requirements included under Section 2.

A#4) Yes, please follow the order listed in Section III of the proposal.

Q#5) In Appendix A – MINIMUM MANDATORY SUBMISSION REQUIREMENTS, #3, you ask for “pricing as identified in the solicitation.” Please confirm how you would like to see pricing.

A#5) Please provide hourly rates for key positions in your firm.

Q#6) The Note referencing Executive Order 49 prior to Attachment 1 on page 28 of the

RFP talks about MBE, WBE and other disadvantaged entities. The Scope of Work as outlined in Appendix B calls for very specific needs around Building Automation Systems. Many of these requirements require specialized knowledge and experience, and so can the diverse business subconsultant requirement be waived in this case?

A#6) No.

Q#7) Some of the scopes of work included in Appendix B fall under work performed by

Design Professionals, not Commissioning Providers. Depending on the specific needs of DFM, will we need to retain a Delaware licensed Design firm to perform these services?

A#7) No. If a design professional is needed, DFM will contract with one directly.

All other terms and conditions remain the same.
