About this file
This document is a Request for Response (RFR) issued by the Commonwealth of Massachusetts Operational Services Division (OSD) for a Statewide Contract covering Print, Copy, Mail Services, and Printed Promotional Products. The solicitation (Bid #BD-22-1080-OSD03-SRC3-68463) is designed to establish a contract vehicle for Executive Agencies of Massachusetts and other eligible entities, including cities, towns, districts, counties, public libraries, school districts, public hospitals, higher education institutions, and non-profit organizations doing business with the Commonwealth.
The contract will replace the previous SWC#OFF44 and seeks to award multiple contracts to Commercial Printers, Copying Centers, Mailing Houses, and Printed Promotional Products Distributors across four categories: Printing Services, Copying Services, Mailing Services, and Printed Promotional Products. The initial contract term is five years with an option to renew for up to two additional years, for a maximum duration of seven years. The estimated contract value is approximately $20 million, with a target of awarding up to 30 contractors. The solicitation emphasizes sustainable products and increased use of recycled content, requiring contractors to offer environmentally preferable options and meet specific environmental specifications. Pricing will be based on percentage discounts off manufacturers' suggested retail prices, with contractors allowed to update prices annually while maintaining their percentage discount.
