ATTACHMENT A – CLARIFICATIONS TO ALL POTENTIAL OFFERORS
Index
Question
Response
1
Will the Government provide a three year history of base closures?
The RFP will not be updated.
2
May the Contractor invoice full FFP for closures where certain contractor employees are not allowed access to the Center?
See Clause H.3, Denied Access to NASA Facilities
3
Will there be a glossary for acronyms attached to the Statement of work once released? And will this glossary include the acronyms and possibly a brief explanation of items used in your pricing models?
See Attachment J-18, Acronym List. See Attachment L-1, Tab PA and Attachment L-2, Tab PI.
4
Will the Government clarify that the COR will have contractual authority to authorize changing service requirements?
The COR may make operational changes within the scope of the contract, not inconsistent with service requirements.
5
Verification that an interim eligibility (secret or top secret) will be sufficient to start work while investigation is ongoing
A final facility security clearance is required at time of receipt of proposal. Interim personnel clearance is sufficient to begin work.
6
Who is authorized to conduct the NASA Protective Services Training Academy (NPSTA) Refresher Course, the NPSTA Bridge Course, and the FAA Course?
See Attachment J-1, Performance Work Statement, Section 3.5.14 and Section 4.5.14, and Attachments J-9, Labor Category Descriptions, Training Specialist.
7
How much time does the contractor have to get all incumbent SOFCC certified Security Officers not FAA certified through the required Refresher and Bridge Courses, or a full FAA Course if required?
See Attachment J-9, Labor Category Descriptions, Security Police Officer. NOTE: NASA currently utilizes Security Officers (without Federal arrest authority) for posts and patrols at both MSFC and MAF. NASA is transitioning to the exclusive use of Security Police Officers (requiring Federal arrest authority). During the course of this transition, the Government will accept Security Officers (those that have completed the NASA Security Officer Fundamentals Certification Course) as meeting the requirements for Security Police Officer; however, all new hires by the Contractor shall be trained as Security Police Officers. Additionally, the Contractor shall ensure all Security Officers have transitioned to Security Police Officer no later than January 2019.
8
How many NASA Critical Infrastructure buildings require hourly interior and exterior patrols?
Existing WYE specified in Attachment J-7, Work Year Equivalent is sufficient to meet the requirements.
9
How many FSL Level II and Level III buildings is the Contractor required to patrol hourly?
See updated Attachment J-1, Performance Work Statement, Section 3.1.1.7 and 4.1.1.7.
10
How frequently are the checks required for NASA barges, and what is the average duration of each check to include travel to and from the barge site?
See updated Attachment J-1, Performance Work Statement, Section 3.1.1.15 and 4.1.1.15.
11
For clarification, is the requirement to train two persons per shift, or to ensure two trained persons are in service with a shoulder-fired weapon on all shifts?
See updated Attachment J-1, Performance Work Statement, Section 3.1.1.30 and 4.1.1.30.
12
How is this accomplished? Is there a vehicle required? There is a pickup truck on the vehicle sheet but it is to be used IAW Section 3.1.1.25, Preliminary Investigations.
a) Does the Government provide a vehicle?
b) If the Contractor is to provide a vehicle, what type is appropriate?
See updated Attachment J-14, number 1 in the table.
13
Is a hand-held radio sufficient to meet this requirement, or is a permanently installed vehicle radio required?
See updated Attachment J-14, Vehicle Standards and Requirements, number 2.
14
Are the WYE's specified in J-7 a requirement, or a government estimate?
Existing WYE specified in Attachment J-7, Work Year Equivalent is sufficient to meet the requirements.
15
Would the Government please clarify “in a timely manner?”
Must contractors meet all training requirements prior to standing post?
Removed "in a timely manner" and "and as required by the PWS" from Attachment J-1, Performance Work Statement, Section 2.1.3. However, Clause H.9, Mandatory and Required Training still requires timely completion of training as directed by the Government after contract award.
Yes, all training requirements shall be met prior to standing post. See Attachment J-1, Performance Work Statement and Attachment J-9, Labor Category Descriptions.
16
In regard to PWS section 3.1.2.2, please state the number of training hours required for a new dispatcher to stand post.
Training requirements are identified in Attachment J-1, Performance Work Statement and Attachment J-9, Labor Category Descriptions.
17
The Government performance requirement listed is "within one minute after the call is received" 100% of the time. This contradicts the Fire Protection Agency (NFPA) standard to answer and dispatch within one minute 95% and answered and dispatched within 90 seconds 99%. Please clarify that NASA's requirement exceeds the NFPA standard which is a NASA training certification requirement.
Yes, NASA’s requirement exceeds the NFPA standard.
18
PWS 3.1.4.3 requires Locksmith services but they are to be priced IDIQ. From the provided historical data, the Locksmiths appear to be very busy but are not called out by "locksmith" in Attachment L-1. Are these services to be performed by full time locksmiths on the Contractors payroll or sub-contracted through a local vendor?
Attachment J-1, Performance Work Statement identifies the requirement for both a Locksmith and “lock and key” services, which are provided in Mission Services.
Attachment J-1, Performance Work Statement, Section 3.1.4.3 requires Locksmith services, however these services are not included in the WYE count but shall be provided in Mission Services price.
Locksmith services for initial installation and major renovation are identified in IDIQ Section 5.2 of the PWS.
Section 3.1.4.2 requires lock and key services which are provided in Mission Services by the Physical Security Specialist WYE.
19
Attachment J-7 lists no Personnel Security Manager. Since the knowledge and experience of the software systems, procedures and processes is specialized and unique, how did the Government intend for the training to be accomplished?
The Government will provide training as necessary for Government-provided proprietary software systems, procedures, and processes.
20
Requirement is for a capacity to shred 8,000 pounds per month. How may the Contractor expect payment for shredding that exceeds 8,000 pounds in a month?
See Attachment J-1, Performance Work Statement Section 3.3.7 which has been restated to an annualized requirement. Amounts in excess of this will be accounted for via Indefinite-Delivery Indefinite-Quantity support services.
21
How frequently may the Contractor expect designated building locations to change; e.g., weekly, monthly, quarterly, or rarely if ever?
Infrequently, but will not exceed 7 locations on MSFC.
22
Other than firearms, there is not much information about training in the PWS. Will the Government provide a breakdown of initial and annual/refresher SPO training requirements – by subject and hours required – and any training materials or equipment to be provided by the Contractor?
Security police officer training requirements are identified in NPR 1600.1, Appendix G. See Attachment J-1, Performance Work Statement, Section 3.5.14 and Attachment J-9, Labor Category Descriptions.
23
Will the Government provide the workload associated with the MSFC Security Education and Awareness Program in hours per year?
Existing WYE specified in Attachment J-7, Work Year Equivalent is sufficient to meet the requirements.
24
Attachment J-7 lists only one EM Specialist at the MAF. Is it required to backfill this position when the one EM Specialist takes personal time off?
Backfill is not necessary as long as the performance requirements are satisfied.
25
Since the Government is requesting a BOE in Section L-18 for Section 3 of the Price Volume II, is the contractor free to justify a different staffing level to meet the performance requirements?
Yes, as long as the WYE count of each Labor Category is not below the WYE specified in Attachment J-7, Work Year Equivalent. Also see question 26 below.
26
In Attachment J-7 the Government lists a specific number of Work Year Equivalents (WYEs) required for each position listed. Are the WYE's listed at minimum or maximum staffing levels for each position?
Existing WYE specified in Attachment J-7, Work Year Equivalent represents the minimum requirements.
27
The Government lists 9.5 WYEs for PWS 4.1.2. Dispatcher. Are those armed or unarmed positions?
Dispatchers are an unarmed labor category. See Attachment J-9, Labor Category Descriptions.
28
In Attachment J-7 the Government lists specific labor categories along with a specified number of Work Year Equivalents (WYEs) required for each position to meet relevant PWS requirements. Is the 129.5 WYE's a required Level of Effort and skill mix or a Government estimate?
See question 26 above.
29
So that we may provide a price for positions other than SPO/dispatcher such as Personnel & Physical Security staff, will the Government issue a post exhibit for these positions similar to Attachment J-8?
Hours of operation are provided in accordance with Attachment J-1, Performance Work Statement.
30
J-8 level of effort exceeds the J-7 Work Year Equivalent table. Please clarify this mismatch.
Existing WYE specified in Attachment J-7, Work Year Equivalent is sufficient to meet the requirements.
31
a) Please confirm that bidders are to price all items stated to be
Contractor provided in this PWS.
b) Or if not so, clarify which items are to be provided by the Contractor.
c) Also, please identify any training equipment to be bid or confirm that this type of equipment is purchased by Task Order.
a) Offerors are to price all items in the PWS.
b) See answer ‘a’ above.
c) Training equipment shall be proposed as ODCs in Mission Services.
32
Can the Government provide a quantity of issue for the police style uniform for each officer?
Uniform quantities are to be proposed by the Offeror at a level necessary to satisfy the Performance Work Statement requirements.
33
Will the Government provide the DD254?
DD254 will be issued by the Government at contract award.
34
Per L-5, "For Volume I, Technical Considerations, and Volume III, Past Performance, all supplemental content, including but not limited to, title pages, tables of contents, sectional divider pages (pages for division of proposal parts with no narrative text), acronym lists, and blank pages are included in the page limitation. Any materials contained in the front or back binder inside pockets will not be evaluated. Each side of a sheet, table, or divider, regardless of whether it contains proposal material or left blank will be counted as a page." Given the strict page limits for Volumes I and III, can the proposal be submitted without an acronym list and sectional divider pages?
Yes, however, acronyms not otherwise listed in Attachment J-18, Acronyms shall be defined upon first use.
35
Per L-5, "The Offeror's name, RFP number, date, and page number is the only information permitted to appear within each page's one-inch margin." Is the Offeror permitted to include their logo in the header?
No, Offerors must comply with Provision L.5 (b)(3)(iii) to submit acceptable proposals.
36
Per L-5, "The Offeror's name, RFP number, date, and page number is the only information permitted to appear within each page's one-inch margin." Is the Offeror permitted to include the standard nondisclosure statement in the footer?
No, Offerors must comply with Provision L.5 (b)(3)(iii) to submit acceptable proposals.
37
The Offeror's name, RFP number, date, and page number is the only information permitted to appear within each page's one-inch margin." Is the Offeror permitted to include volume number identification information in the header or footer?
See updated Provision L.18 (b)(3).
38
RFP Section L.6 (a) - (h) requests information from the offeror regarding Government Property Management. Where in the proposal should this information be provided?
See Provision L.21, Government Property.
39
The Price Volume Instructions in Section L.18 of the DRFP state that part I of the price volume should be presented in 3 sections (Cover Page and Table of Contents, Pricing Information, and Basis of Estimate Summary). The instructions for the 3rd Section, the Basis of Estimate, state the Offeror and proposed subcontractors shall provide a pricing narrative BOE for all price elements as specified by the breakouts in Attachment L-1, MMPS Price Related Worksheets, which explains in detail all pricing and estimating techniques. After reviewing Attachment L-1, the only reference to a BOE is regarding ODCs on Tab PA.
a) Will the Government confirm that the only BOE required is regarding the calculation of ODC estimates?
b) Will the Government provide specific instructions regarding the information required in the BOE?
c) If a BOE is required for any staffing levels, will the Government clarify what information is needed since Attachment J-7 provides the Required Work Year Equivalents (WYE) and Attachment J-8 provides a list of Posts and Patrols?
a) See updated Provision L.18, Volume II – Price (b)(3).
b) See updated Provision L.18, Volume II – Price (b)(3).
