L.19 (1)
It is noted the RFP requires referenced contracts be $2.5M per year or greater to be considered relevant. Would you consider revising this threshold to $1M per year to encourage competition among the small business primes?
No, the Government will not revise the threshold for relevancy. The amount is based on a determination by the Government that best represents the capabilities of potential Offerors to meet the needs of the Government for this contract effort.
N/A
2
Attachment L-1
The L-1 tabs show a SPO Captain at MAF. But there is no mention of this as an MAF position in Attachments J-4, J-7, J-8 or J-9.

Is there supposed to be a Captain at MAF?

A Security Police Officer Captain is not required at MAF. Attachment L-1, Tabs PB, PC and PH has been revised.

a) All Government directed travel and training for instructor refresher training and transitional training for Security Officer to Security Police Officer, shall be reflected in Attachment J-1, Performance Work Statement, Section 5.4. All employee qualification and refresher training and travel, other than for instructors, shall be included in Mission Services.

b) Incumbent trainers are NPSTA certified and authorized to instruct all NPSTA courses.

DRFP Q&A #18
Regarding Locksmith(s) Q&A 18 did not answer the original question: Are these services to be performed by full time locksmiths on the Contractors security contract staff or sub-contracted through a local vendor? Part of the answer to Q&A 18 states, "Attachment J-1, Performance Work Statement, Section 3.1.4.3 requires Locksmith services, however these services are not included in the WYE count but shall be provided in Mission Services price."

This will be very difficult to price without more information. A Locksmith position is not on Attch L-9.

a) Please explain how this is to be accomplished in Mission Services without locksmiths on staff or on the L-1 or in the WYE count.

b) Are the Physical Security Specialists to be locksmiths?

c) How are traditional locksmith services, that have to be performed by an actual locksmith, being provided currently?

d) If being done by security contractor staff, how many are required at each site?

e) How many locksmiths are currently on the incumbent staff at each site?

Answers (a) and (b): The Offeror shall determine how best to satisfy the locksmith requirement. Examples include, but are not limited to, a WYE, a subcontractor, or a vendor to provide this service. A physical security specialist WYE is not restricted from providing the locksmith service, but all mission service requirements must be completed.

Answers (c), (d), and (e): There is currently a locksmith on the security contractor staff, one at MAF and one at MSFC.

Provision L.17 (1), and Attachment J-1, Section 2.1.11 and 2.1.12
L.17 (1) references Attachment J-1, Performance Work Statement, Section 2.1.12: “Provide proof of possession of a final Top Secret Facility Security Clearance level as of the due date for receipt of proposals as required in Attachment J-1, Performance Work Statement, Section 2.1.12…”

Would the Government please confirm the PWS 2.1.12 reference, or clarify whether it should be 2.1.11? Both PWS sections refer to Personnel Security, but only 2.1.11 references Facility Security Clearance.

Section L.17 (1) should reference section 2.1.11. This section is changed to “…as required in Attachment J-1, Performance Work Statement, Section 2.1.11.”
3
7
Attachment L-1
Is the offeror permitted to add additional tabs to Attachment L-1 MMPS Price Related Worksheets.xls file to complete the pricing?
Additional tabs may be added; however all tabs provided must be completed.
N/A
8
Attachment L-1, Tab PA
Is the list of ‘Other Direct Costs’ (ODC) (rows 14-18) on the Attachment L-1 MMPS Price Related Worksheets.xls file, ‘Tab PA’, the only breakdown of ODCs required for the pricing template and the detailed breakdown for each ODC item in the pricing template would then be provided in the BOE for ODCs?
Yes.
N/A
9
Provision L.5 (4)(i)
The instructions in L.5 state “…Line spacing shall be no less than single space with double line spacing between paragraphs.”

The next sentence is “The line height for blank lines shall not be reduced below twelve (12)-point sizing.”

Is twelve (12)-point spacing (one blank line) between paragraphs acceptable?

Yes, 12-point spacing between paragraphs is the requirement.
N/A
10
SF33
The SF33 in the current solicitation was inserted within the one inch margins, reducing the size of the form and thus making the boxes (for example 15) difficult to fill out. Will the Government release a full sized SF33?
The Standard Form 33 (SF33) has been enlarged.
N/A
11
Table L.5-1 and Provision L.5 (b)(1)
Table L.5-1 Volume IV in the “Number of Hard Copies” column shows “Two original hand-signed SF33.” Section L.5 (b)(1) says that proposals shall be submitted in four volumes. Will the Government confirm that only one hard copy binder is required for Volume IV?
One hard copy is required for Volume IV – Complete Model Contract and two original hand-signed SF33’s are required.
N/A
12
Table L.5-1 and Provision L.19
Table L.5-1 Volume III has an asterisk next to the page limit that explains that the Offeror shall provide Attachment L-3 Past Performance Questionnaire (PPQ) Form, in accordance with Provision L.19 and that the forms are excluded from the page limit. Section L.19 does not instruct Offerors to include the PPQs in the volume itself. Will the Government clarify whether Offerors are to include the PPQs, with Section I filled out, in our volumes?
See Table L.5-1 asterisk: “The completed Past Performance Questionnaire Forms shall be submitted directly to the Government CO by the Offeror’s references. These forms, submitted directly by the Offeror’s references, are not part of Volume III and are therefore excluded from the page limits for Volume III, Past Performance.”

Also, see Provision L.19 Volume III – Past Performance paragraph (d): “The Offeror shall include a summary of all representative customers to whom it has provided Past Performance Questionnaire Forms. This summary shall match the five (5) responses identified in (a) of this provision.”

N/A

13
Provision L.5 (b)(1) and Provision L.5 (b)(3)
The Technical volume has a 12 page limit and Past Performance 14. A table of contents (TOC) is mandatory (L.5(b)(1)), and included in the page count (L.5(b)(3)). A TOC will take up at minimum one page. Therefore, the requirement for a TOC is cutting our Technical to 11 pages and Past Performance to 13. Will the Government consider adding a page to each page limit?
The table of contents is included in the page count for Volume I and III. The Government will not change the page count requirement.

N/A

14
Attachment A, Question 7
Will the Government provide the number of incumbent personnel who are NOT currently FAA certified?

No. Composite rate is required.
N/A
17
Attachment L-1, Tab PF

Part B states that the information is per year. Are Offerors to add additional tables for Years 2 thru 5?

This form and all parts applies to all employees.

Offeror submissions contain confidential and proprietary information, including pricing strategies, which is competition sensitive. Using nondisclosure statements is how we lower risks and protect our property. Will the Government please reconsider allowing a short nondisclosure statement in our margins? For example:

Tables L-4-8 and L-4-9 provide the historical seniority information for each of the 5 CBAs. It details the % of employees who have 0-1 year, 1-4 years, or 5+ years of seniority. In reviewing the CBAs, these ranges to not allow for offerors to adequately price vacation estimates or wages. The vacation accruals at MSFC increase after 6 months of services, 3 years of service, and 5 years of service and the vacation accruals at MAF increase after 6 months, 3 years, and 6 years. Also, wages for PSOs at both locations increase after 12 months of service and after 24 months of service.

In order for offerors to adequately estimate vacation accruals and wage rates, will the Government provide a more detailed seniority roster that provides the number or % of employees with each year of service (i.e. 20% < 1 year, 5% 1 year, 2% 2 years, 2% 3 years, etc.)?

See Attachment L-4, Background and Historical Data, paragraph (i).

Clause B.2, Clause B.3, and Clause F.3
The period of performance listed for the option to extend services is 05/1/22-11/30/22. This is a 7 month period rather than the normal extension period of 6 months.

Would the Government confirm the POP for the option to extend services period?

The correct Option to Extend Services should be a 6 month period. A global change will be made to the Option to Extend Services period of performance to reflect 05/01/2022 – 10/31/2022.

Does this mean that all of the other volumes (Volume I, Volume II, and Volume III) must be printed double sided? If so, the offeror may need to add section breaks to ensure that all major headings begin on the right-hand side of the page. With this in mind, will pages marked with “This page intentionally left blank” count toward that volume’s page limitation?

See Provision L.5 (b)(3) and Provision L.5 (b)(5).
