Initial Post: January 14, 2016 Amendment 01: January 21, 2016
1. The Government is seeking to establish a Blanket Purchase Agreement (BPA) to support the National Aeronautics and Space Administration (NASA) at Kennedy Space Center, Florida. The BPA requirement is for the skilled labor, equipment, tools, materials, transportation, supervision, travel, and other functions necessary to accomplish a variety of move operations as directed and scheduled by NASA from KSC, Cape Canaveral Air Force Station (CCAFS), and Patrick Air Force Base (PAFB) in Florida.
The specifics are as follows:

2. Offerors are requested to submit a written technical and price proposal in response to the attached Statement of Work (SOW) (Attachment 1). Further information on submission of technical and price proposals is provided throughout this document.
This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 238390, Other Building Finishing Contractors, with a size standard of $15 million.
3. Evaluation Factors and Basis for Award Determination:
a. Award will be made to the offeror whose proposal is determined to represent the overall best value to the Government using a lowest price technically acceptable (LPTA) evaluation process. Proposals will be evaluated with regard to how they respond to the requirements of the SOW and on price submissions. The technical proposal should include all information the offeror wants the Government to consider and evaluate regarding its company’s ability to perform all required tasks and conform to all required terms and conditions. In order to be eligible for award, the contractor’s proposal must sufficiently address all aspects of the SOW.
With regard to the best value analysis for the award decision, the below evaluation factors and subfactors will be used in the determination of technical acceptability.
Formatted: Right, Right: 0.5", Tab stops: 5.98", Right
+ Not at 6.3"
b. After receipt of proposals, the Government will first evaluate the lowest price proposal. If the lowest price proposal is determined to be technically acceptable and otherwise properly awardable, no further evaluations will be conducted, and award will be made. If, however, the lowest price proposal is determined to be technically unacceptable and/or otherwise not properly awardable, evaluations of the next lowest proposal will be evaluated as stated above.
c. The standards for determining technical acceptability are below, as well as information concerning price proposals. Page limitations are identified below under each evaluation factor and will be treated as maximums. If exceeded, excess pages will not be read or considered in evaluation of the proposal. The following items will not be considered when calculating page limits: cover page, table of contents, glossary, and/or executive summary, as applicable. In the event any evaluation notices are issued, page limitations may also be placed on those. The technical portion of the proposal is to be submitted as a Microsoft (MS) Word 2013 or PDF document. The page format shall have a 1 inch margin using no smaller than an 11 point Ariel, Times New Roman, or Courier New font for all text to include any text contained in a table. The price proposal spreadsheet shall be a separate document from the technical proposal and shall be submitted in MSExcel 2013 format. All formulas shall remain present in the spreadsheet for verification. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of a proposal. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this RFP.
(1) Technical/Management Approach Factor: The Technical Subfactors will be evaluated and rated either Acceptable or Unacceptable. In order for a proposal to be rated overall Technically Acceptable, each of the following subfactors must be rated Acceptable.
Technical proposals should not exceed 2 pages.
(a) Subfactor 1: Management Approach In order for this subfactor to be rated Acceptable the offeror shall provide a detailed staffing approach that describes the proposed skill-mix, qualifications and number of employees required to meet the requirements of the Statement of Work, Attachment 1.
The Government reserves the right, but is not obligated, to conduct a realism analysis.
Lack of realism will reduce the Government’s confidence in the offeror’s ability to successfully perform the requirements of the attached Statement of Work.
The offeror shall identify the organizational and geographical location of all proposed labor categories and provide a detailed description of the internal and external lines of communication and authority.
(b) Subfactor 2: Requirements Approach In order for this subfactor to be rated Acceptable a detailed description of the offeror’s methodology, processes, procedures, and tools required to accomplish each of the contractor’s responsibilities as outlined in the Statement of Work, Attachment 1.
(2) Price Factor:
(a) Price proposals will be evaluated to determine if they are reasonable and complete.
The offeror shall ensure that the price proposal is consistent with the technical proposal in all respects since the price proposal may be used as an aid to determine the offeror’s understanding of the technical requirements. Discrepancies may be viewed as a lack of understanding. The offeror shall submit pricing for the base period and all option periods.
(b) Offerors should ensure price proposals include detailed information regarding the resources required to accomplish the task (e.g., labor categories, labor hours, number of employees for each labor category, rates, overtime rates, incidental equipment, etc.). Again, the price proposal spreadsheet shall be a separate document from the technical proposal.
(c) Materials, equipment, and other miscellaneous non-labor costs that are required for performance of the orders shall be included in the price proposal. Materials, equipment, and other miscellaneous non-labor costs will be added to orders based on a firm fixed price unit of issue.
(d) In order to determine the total evaluated price a sample task has been provided in Attachment 2. The Government will use the price proposal for this sample task to determine the offeror’s total evaluated price. Offerors shall provide their proposed prices in Tables 1-3 4 (separated by Tabs) on the ‘Pricing Tables’ tab of Attachment 2. The ‘Price Evaluation’ tab will automatically calculate based on the proposed prices entered into the ‘Pricing Tables’ tabTables 1-4. The sample task is provided for price evaluation purposes only; the Government will not obligate funding for this sample task at the time of award.
(e) The proposed rates, for service contract positions, shall be in compliance with the most prevailing wage determination for the respective contractor location(s). The contractor shall include a copy of the most prevailing wage determination with their pricing proposal, for their proposed service contract positions, at their respective proposed contractor location(s). Offerors may obtain the most prevailing wage determination using the WDOL website: www.wdol.gov.
This wage determination will be incorporated in the resultant BPA.
4. Ordering Procedures
(a) Only the Contracting Officer may issue orders to the contractor, providing specific authorization or direction to perform work within the scope of the BPA.
(b) Prior to issuing an order, the Contracting Officer shall provide the contractor with the following data:
(1) A functional description of the work identifying the objectives or results desired from the contemplated order.
(2) Proposed performance standards to be used as criteria for determining whether the work requirements have been met.
(3) A request for a proposal from the contractor to include the technical approach, period of performance, appropriate price information, and any other information required to determine the reasonableness of the Contractor's proposal.
(c) The contractor must be able to provide quotes within 48 hours of the Government’s request.
(d) The proposed price for orders must include delivery, pick-up, labels, and transportation of personnel boxes and furniture. The Government will not authorize additional costs due to weather or other delivery delays. The total price will be tax exempt due to it being a Government agreement.
(e) Overtime rates may be authorized by the Contracting Officer when a task exceeds 8 hours in a single work day or if weekend work is authorized. Overtime shall not be worked unless approved in advance by the Contracting Officer.
(ef) After review and any necessary discussions, the Contracting Officer may issue a call order to the contractor containing, as a minimum, the following:
(1) Date of the order.
(2) BPA number and order number.
(3) Functional description of the work identifying the objectives or results desired from the task order, including special instructions or other information necessary for performance of the task.
(4) Performance standards, and where appropriate, quality assurance standards.
(5) Maximum dollar amount authorized (firm-fixed price).
(6) Any other resources (travel, materials, equipment, facilities, etc.) authorized.
(7) Delivery/performance schedule including start and end dates.
(8) If contract funding is by individual task order, accounting and appropriation data.
(fg) The Contractor shall provide acknowledgment of receipt to the Contracting Officer within 1 calendar days after receipt of the order.
(gh) If time constraints do not permit issuance of a fully defined task order in accordance with the procedures described in paragraphs (a) through (d), a task order which includes a ceiling price may be issued.
(hi) The Contracting Officer may amend tasks in the same manner in which they were issued.
(ij) In the event of a conflict between the requirements of the call order and the contractor's proposal, the call order shall prevail.
5. The Government intends to evaluate proposals and award a BPA without discussions with offerors. However, the Government reserves the right to conduct discussions or seek clarifications if the Contracting Officer (CO) determines they are necessary. In the event issues pertaining to a proposed task cannot be resolved to the CO’s satisfaction, the Government reserves the right to withdraw and cancel the proposed BPA. In such an event, offerors will be notified in writing.
6. Attachment 4 contains provisions that apply to this solicitation and clauses that will be applicable to the resulting award. Some of the provisions require a response from the offeror and will need to be submitted along with your proposal.
7. In response to this RFP, no terms, conditions, or assumptions will be entertained. If terms, conditions, or assumptions are included in a proposal, the proposal may be excluded on grounds that it failed to comply with the RFP’s instructions.
8. An offeror agrees that if its offer is accepted within 60 calendar days from the date of receipt of proposals (unless a different period is stated in the proposal), it will furnish the items and/or services identified in its proposal at the price offered to the designated point(s) within the time specified in the contract.
9. Questions should be addressed to amber.d.lampe@nasa.gov. Telephone questions will not be accepted. Please provide any questions, in writing, no later than January 21 at 2:00 PM (ET).
The Government reserves the right to not answer questions submitted after this time. Reference number NNK16571085 should be included in the subject line.
