STATEMENT OF WORK (SOW)

for

SPACE EXPLORATION NETWORK SERVICES AND EVOLUTION

(SENSE)

April 2017

INTRODUCTION

TheExplorationandSpaceCommunicationsProjectsDivision(ESC)isanationalresourcelocatedat
GoddardSpaceFlightCenter(GSFC)whichenablesscientificdiscoveryandspaceexplorationbyproviding
innovativeandmission-effectivespacecommunicationsandnavigationsolutionstoalargecommunityof
diversecustomers.ESCmanagesoperationalgeostationarycommunicationsrelaysatellitesandground
systemsfortheSpaceCommunicationsandNavigation(SCaN)ProgramatNASAHeadquarters.Today,SCaN
networksystemsconsistoftheSpaceNetwork(SN),theNearEarthNetwork(NEN),andtheDeepSpace
Network(DSN).Theday-to-daymanagementofthesethreenetworksiscurrentlynotfullyconsistent.Itis
theintentionoftheGovernmenttounifytheSNandNENwherepracticableunderthiscontractusing
integrated,commonmanagementpracticesandnetworksolutions.
ESCcustomersincludeotherNASA,othergovernmentagency,commercial,andforeignpartnermissions.
ESCnetworksoperate24hoursaday,365daysayear(24X7X365),providingTelemetry,Tracking,and
Commanding(TT&C),highratedatadownlink,andradiometrictrackingservices.Morethan30terabytesof
dataflowoverESCnetworksonadailybasis.
TheESCanditspredecessororganizationshavealonghistoryofprovidingexcellentcommunicationsand
trackingsolutionstocustomermissions.TheSENSEContactorshallcontinuetoprovidereliableandhighly
availablecommunicationsandtrackingserviceswhilesimultaneouslyimplementingefficienciesastheESC
movesforwardtodevelopthenextgenerationofspacecommunicationsandnavigationservices.

Background

TheSNconsistsofafleetofTrackingandDataRelaySatellites(TDRS)andassociatedgroundsystemsthat
providerelaytelecommunicationsandtrackingservicestocustomermissions.TheSNisoperated24x7x365
atGovernment-owned,Contractor-operatedfacilities.TheSNnominallyoperatesinanautomatedfashionin
responsetoschedulerequests,servicechangerequests,andstatevectors.Contingencyoperationsmay
requiremanualintervention.
TheSNoperationalTDRSspacecraftarestationedatthreeorbitallocations:thePacificOceanRegion(POR),
theAtlanticOceanRegion(AOR),andtheIndianOceanRegion(IOR).AdditionalTDRSspacecraftarestored
atotherorbitallocations.TheTDRSconstellationiscomposedofthreegenerationsofspacecraft:
• 1stgeneration-Flight3(F3),F5,F6,andF7
• 2ndgeneration-F8,F9,andF10
• 3rdgeneration-F11,F12,andTDRSM(tobelaunchedin2017)
SNactivitiesincludemaintenanceandoperationoffourgroundstationsandseveralauxiliarysupportsites.
RealtimesystemoperationsaremanagedfromtheSecondTDRSGroundTerminal(STGT).Administrative
managementisperformedatGSFC.ThefourSNgroundstationsarelocatedat:
• WhiteSandsComplex(WSC)(2stations,STGTandWhiteSandsGroundTerminal(WSGT))-Las
Cruces,NM
• GuamRemoteStation(GRS)-Guam
• BlossomPointRemoteStation(BPRS)-LaPlata,MD
TheNearEarthNetwork(NEN)isadirect-to-earthcommunicationsandtrackingnetworkthatprovides
TT&C,highratedataacquisitiondownlink,andradiometrictrackingservices.TheNENoperatesand
maintainsantennasystemslocatedat:
• WallopsGroundStation-WallopsIsland,VA
• McMurdoGroundStation–McMurdo,Antarctica
• WS1-LasCruces,NM
• KennedyUplinkStation–KSC,FL
• PoncedeLeonstation-PonceInlet,FL

NEN-contracted commercial services provide almost half of the approximately 150 daily NEN passes.

Networkintegrationactivitiessupporttheestablishmentofcommunicationandnavigationservicesacross
allstagesofthemissionlifecycleincludingpre-formulation,formulation,implementation,integration&test,
pre-launchandlaunch,andoperationsthroughendofmission.Activitiesincludecollaboratingwithpre-
operationalcustomermissionstoestablishanddocumentrequirements,communicationslinkanalysis,
interfacedefinition,andcoordinationofsystemchanges.Networkintegrationactivitiesalsoincludemission
integrationtesting,pre-launchtesting,simulations,andcompatibilitytesting.Compatibilitytestresources
includecompatibilitytestsetsthatemulatetherelayanddirect-to-earthnetworks,portabletestsetsforuse
atcustomersites,andacompatibilitytestlabthatprovidesanisolatedenvironmentfortesting.
ElectromagneticSpectrumManagement(ESM)isaGSFCcenter-levelactivitymanagedbyESCandoffersan
essentialservicetostakeholderswithinandexternaltoNASA.TheprimaryESMfunctionsareSpectrum
ManagementandCommunicationsLinkAnalysis.ThegoalsofSpectrumManagementaretocomplywith
spectrumpolicyandtoshapenationalandinternationalpolicywiththegoalofprotectingNASAandESC
spectrumusage.CommunicationsLinkAnalysisandCommunicationsSystemsEngineeringdefine
communicationslinkinterfacesandend-to-enddatadeliverypathstoensuremissionsarecompatiblewith
SCaNassets,andareintegralfunctionsofESC.
InadditiontomanagingtheSCaN,NEN,SN,andnetworkintegrationfunctions,ESCalsosupportsthe
SatelliteLaserRanging(SLR)Network,theVeryLongBaselineInterferometry(VLBI)Networkandthe
ElectronicSystemsTestLaboratory(ESTL).

Vision

Whilecontinuingoursuperbcustomersupport,ESCwillevolvetowardcapabilitiesandcapacitiesthatmeet
theneedsoffuturecustomers,includingprovidinghigherbandwidthswhilesimplifyingthecustomer
interfaceandexperiencesuchthatthecustomerisunawareoftheindividualelementsanddifferences
amonginternalESCsolutions.Throughuseofnewareasoftheelectromagneticspectrumandinnovative
spaceandgroundarchitectures,ESCwillextendcommunicationsservicestomeetthedemandsofnew,
innovativemissionapproachesandamuchlargerconcurrentcustomersetinafullvarietyofmissionphases.
AkeyelementoftheESCvisionfortheSENSEcontractistheintegrationoftechnicalsolutionsand
managementfunctionsacrossthecontracttoachieveefficiencies.WhileESCmanagesmultiplefunctional
andindependentareas,theGovernmentvisionfortheContractoristoachievecostreductionsandtoobtain
executionefficienciesandoptimizationthroughtheemploymentofcontractor-implementedcross-
organizationalinvolvement,engagement,execution,andmanagementarrangementswhilemeetingor
exceedingtechnicalrequirements.Additionally,ESCmaintainsthepathforwardtomeettheSCaNlong-term
architecturalvision.Tothisend,architectureplanning,managementanddevelopmentareincludedinthe
SENSEcontractscopeofwork.

Objectives The objectives for this contract are:

• ProgramManagementobjectives:
o Manageresourcestodeliverservicesthatenablethemissionssupportedtoachievetheir

objectives

o Safelyandsecurelysupportthemissionsandprotectthenetworkassets
o Servethemissionsthroughoutthemissionlifecyclewithhighlyresponsiveandinformative

o Deliverservicesandproductsthatmeetorexceedtechnicalperformancerequirements

o Reducethevolumeofcontracttransactionsbyminimizingthenumberoftaskorders
o Reducethecostofdeliveringservicesthroughintegration,automation,opportunitiesfor
efficiency,andreductionofredundancies
o Enableevolutionoftheservicesandsystems
o ProtectnationalsecurityandfurtherU.S.foreignpolicyobjectives
o WorkcooperativelytoachieveobjectivesacrossNASAorganizations,externalstakeholders,

contractors,programsupportcontractors,andO&M/Sustainingcontractors
o Identifyandimplementrisks/mitigationsandissues/resolutions

o Identifyareasforprocessanddesignimprovementforgainsinconsistencyandefficiency
acrossnetworksandfunctions
o Ensuresolidbaselinesofrequirements,specifications,processes,andproceduresareinplace
andareconsistentlyappliedtosupportalllifecyclephasesincludingsystemstransitioning
intooperations,day-to-daymissionsuccess,andfutureevolutionaryplanning

o ProvidenewandinnovativeproductsandservicesforESCcustomers
o Achievetechnicalrequirementswithincostandschedulecommitments
• Operations,MaintenanceandSustainmentobjectives:
o Ensurethereliability,availability,andmaintainabilityofallfacetsofoperationsandmission
datadelivery
o Providetimelyresponsetoinquiriesrequestingsupportorstatusupdatesonspecific
missions,productsorservices
o Identifyopportunitiesformigratingtointegrated,commonservicesforresource

optimization

o Maintainaccurateaccountabilityofgovernmentproperty
o Ensurecontinuedservicedeliveryatrequiredperformancelevelsandatreasonableretention

of government property value

• Facilities:

o Safely and efficiently design, build, maintain and operate facilities

Scope

ThisStatementofWork(SOW)identifiesworkrequiredtosupportcontinuousoperations,maintenance,and
sustainmentoftherelayanddirect-to-earthnetworksandtheirevolutiontowardafuturearchitectural

vision.

Governmentissuedtaskorderswillspecifythespecificworktobeperformed,includingtherequirementsto
bemet,thestandards(s)ofperformance,requireddeliverablesoroutput,governmentfurnishedpropertyor
information,andapplicabledocumentswithinthisbroadercontractscope.

Unless specifically stated in each individual task order, the requirements listed in section 1.0 shall apply to all tasks issued under the contract. The IDIQ requirements are outlined in the remaining SOW Sections.

1 Contract Management

TheContractorshallperformallnecessarymanagementfunctions(plan,execute,track,reportprogress,etc.)
inordertomeetorexceedcontractualrequirements.TheContractorshallimplementanintegratedprogram
managementapproachwhichconsolidatescommonmanagementpracticesandtechnicalsolutionsinorder
togainefficienciesacrosstasks,customers,andmissions.TheContractorshallidentifyopportunitiesfor
efficiencies,includingbutnotlimitedto,innovativeapproaches,costandschedulesavings,andprocess

improvements.

TheContractorshallmaintainaqualifiedworkforceasdemonstratedbytrainingandskillscertification,
engineeringandoperationsworkforceexperience,educationalattainmentsandsecurityclearances.The
Contractorshallmaintaintrainingandcertificationrecords,asappropriate,foreachemployee.The
Contractorshallmaintaintrainingandcertificationplansfordesignatedcriticalpositions.
TheContractorshalldevelopandsubmitTaskImplementationPlans(TIP),includingcostproposals[DRD
MGT-02]inresponsetotaskordersissuedbythegovernment.TheGovernmentmayprovidethetaskWork
BreakdownStructure(WBS)orrequirethetaskWBS[DRDMGT-06]beincludedintheTIP.Taskorderswill
beissuedbytheGovernmentthroughtheTaskOrderManagementSystem(TOMS).
TheContractorshallsubmitreports,conductreviews,andparticipateinmeetingstokeeptheGovernment
informedofstatus,risks,andissues.
TheContractorshallplan,track,accumulate,andreportcontractcosts.TheContractorshallmaintaina
financialmanagementsystemcapableofaccommodatingWBSchangeswithminimaldisruption.All
ContractorfinancialsystemsshallsupportNASA’sagency-wideIntegratedEnterpriseManagementSystem
inaccordancewithNPR9130.1.
TheContractorshallidentifyandmanagecontractandtasklevelrisksassociatedwithsafety,cost,schedule,
andtechnicalperformance.

The Contractor shall conduct formal document configuration management.

TheContractorshallsupportNASAmandatedaudits,suchasInspectorGeneral,ITsecurity,physical
security,healthandsafety,InternationalOrganizationforStandardization(ISO),andproperty.
TheContractorshalldevelopandimplementaphase-outplansasrequiredbytaskorderstoensurean
orderlytransitionofwork,includingengineeringknowledge,processes,procedures,documentation,and
tools,totheGovernmentortoasuccessorcontractor.
TheContractorshallcomplywithapplicableinternational,Federal,state,andlocalenvironmental
requirements,environmentalExecutiveOrders,NASAproceduralrequirementsanddirectives,andGSFC
environmentaldirectives,procedures,andpolicies.TheContractorshallimplementandmaintainan
EnvironmentalManagementSystem(EMS),orincludeSENSEfacilitiesinanexistingcorporateEMSthat
conformstoNPR8553.1B:NASAEnvironmentalManagementSystem.
TheContractorshalluseNASAOperationalMessagingandDirectoryService(NOMAD)servicesforallNASA
business.TheGovernmentwillfurnishNOMADaccounts.

The Contractor shall provide the government on-line access to documentation developed under the contract.

The Contractor shall control system and data access in accordance with:

• NPR2841.1:Identity,Credential,andAccessManagement(ICAM)
• NASAIT-HBK-2841-002:Identity,Credential,andAccessManagement(ICAM)Services

The Contractor shall adhere to NIST SP 800-44: Guidelines on Securing Public Web Servers.

The Contractor shall comply with Federal and NASA export control regulations including:

• Title22CFR120-130:InternationalTrafficinArmsRegulations(ITAR)
• Title15CodeofFederalRegulations(CFR)Parts730-774:ExportAdministrationRegulations(EAR)
• NPD2190.1B:NASAExportControlProgram
• NPR2190.1B:NASAExportControlProgram
TheContractorshallmarkdocumentsdeliveredtotheGovernmentinaccordancewiththeaboveexport
controlregulations.

The Contractor shall control Sensitive But Unclassified (SBU) information in accordance with:

• NPR1600.1A:NASASecurityProgramProceduralRequirements
• NID1600.55:SensitiveButUnclassified(SBU)ControlledInformation
Thecontractorshallperformallsoftwareapplicationdevelopment,includingthedevelopmentofcode,in
compliancewith:
• R.A.of1973,Sec508:FinalFARRuleForImplementingSection508oftheRehabActElectronicand
InformationTechnologyAccessibilityforPersonswithDisabilities
CFR-2011-36-V3-1194:ElectronicandInformationTechnologyAccessibilityStandards;FinalRule,to
include1194.21SoftwareapplicationsandoperatingsystemsTheContractorshallcomplywithNPR
8800.15C:RealEstateManagementProgramanyNASArealpropertytransactions(anyuseoflandor
buildings).TheContractorshallcompleteabasicASTME1527-13PhaseIEnvironmentalSiteAssessmentto
meettherequirementsofNPR8800.15CforanEnvironmentalBaselineSurvey(EBS)forNASArealproperty

transactions.

TheContractorshallprocurealltechnologiesaccordancewithCNSSPNo.11,"NationalPolicyGoverningthe
AcquisitionofInformationAssuranceandIA-EnabledInformationTechnologyProducts."TheContractor
shallprocureonlytechnologiesthathavebeenvalidatedbyCommonCriteriaTestingLabs,inaccordance
withtheNationalInformationAssurancePartnership(NIAP)ProtectionProfiles(PPs).WhereaPPexists
butthedesiredproducthasnotbeenvalidatedagainstit,theContractorshallvalidatetheirproductagainst
theappropriate,correspondingPP.TheContractorshallusetechnologiesfromtheCommercialSolutionsfor
Classified(CSfC)ComponentsList,inaccordancewithNSA'spublishedCSfCCapabilityPackages
(CommercialSolutionsforClassified(CSfC)CustomerHandbook)forsystemscontainingclassifieddata.
TheContractorshallproduce,control,andmaintaincontractdocumentationinaccordancewiththeData
RequirementsDescriptions(DRDs)andtheDataRequirementsList(DRL).Alldatashallbeprepared,
maintained,anddeliveredtoNationalAeronauticsandSpaceAdministration(NASA)inaccordancewiththe
requirementsofthetaskorderSOWsandCDRL.

2 Security

TheContractorshallperformphysical,personnel,operations,communications,information,andinformation
technologysecurityfunctionsforspaceandgroundsystemsinaccordanceapplicableFederal,NASAand
GSFCregulations,policies,procedures,standards,andguidelinesandtheContractSecurityClassification
Specification(AttachmentM,FormDD254).
Onacontingencybasis,theContractorshallprovidephysicalsecurityservicesthatrequirepersonnel
certifiedasSecurityPoliceOfficerswithFederalArrestAuthority.
3 SystemsArchitectureandEngineering
TheContractorshallperformsystemarchitectureandengineeringforspaceandgroundsystems.The
Contractorshallanalyze,develop,document,andmaintainsystemarchitecturesincludingconcepts,
architecturedomainsandviews,roadmapsandplansformodernization,enhancement,evolution,and
sustainmentofnewandexistingsystemsthatsupportcurrentandfuturearchitectures.Thissystems
architectureworkshallincludetheidentificationandevaluationoftechnologies,standards,andconcepts
whichmaybeincorporatedintothenetworksystemstoenhancenetworkperformanceandprovide
additionalcapabilities.
TheContractorshallperformworkinvolvingallphasesofthesystemengineeringlifecycleincludingstudies,
technologyevaluations,prototyping,customerplanning,conceptdevelopment,requirementsdefinition,
design,verification,validation,andtransitiontooperations.
TheContractorshallperformcommunicationandnavigationengineeringanalyses,andshallperform
networkloadinganalyses.
TheContractorshallperformElectromagneticSpectrumManagement(ESM)engineeringanalysesand
providetechnicalrecommendationsanddocumentationforGSFC,national,andinternationalspectrum

matters.

TheContractorshallmanageallaspectsofgovernment-providedITsystemsincludingplanning,acquisition,
integration,security,maintenance,sustainment,andremediation.

The Contractor shall conduct formal system configuration management.

4 Development

TheContactorshalldevelopnewgroundsystemcapabilitiesandcapacity.Requirementsincludethe
following:analyzeandassessneeds,conducttradestudies,developoperationalconcepts,deriveandcontrol
requirements,developpreliminaryanddetaileddesigns,implementand/orprocurehardware,software,and
firmwarecomponents,integratesubsystemsandelements,conducttestsandinspections,verifyandvalidate
requirements,generateoperationalandmaintenancedocumentation,andtransitionsystemstooperations.
5 IntegrationandTest
TheContractorshallintegratenetworkservicesincludingthoseprovidedbycommercialserviceproviders,
partnerserviceproviders,andtheContractor,usingelementsfurnishedbytheGovernment,toprovidethe
completesetofcommunicationsandtrackingservicesrequiredbycustomermissions.
TheContractorshallassessanddocumentnewmissionsupportrequirementsandidentifynewormission-
uniqueservicecapabilitiesorconfigurations.
TheContractorshallconductinterfacecompatibilityanalysisandtestingtoverifyandvalidatethatcustomer
missioninterfacesarecompatiblewithnetworkinterfaces.TheContractorshallconductintegrated
networkstestingtovalidateandverifynewcustomerrequirementsforservicesfromtheintegrated

networks.

TheContractorshallintegrate,test,verify,validate,andtransitiontooperationsconfigurationchanges,
upgrades,enhancements,interfacechanges,andnewcustomerdataflows.

6 Operations The Contractor shall operate space and ground systems.

TheContractorshallsafelyoperatetheTDRSspacecraftandnetworkgroundsystemstoprovide

The Contractor shall conduct continuity of operations preparedness planning and rehearsals.

The Contractor shall manage government property and provide logistical services.

The Contractor shall provide desktop computing, local area network, administrative, and library services.

7 Maintenance The Contractor shall maintain space and ground systems.

TheContractorshallmaintaincustomandCommercialOff-The-Shelf(COTS)software,firmware,hardware,
andmechanicalcomponents.TheContractorshallperformpreventativeandcorrectivemaintenanceto
meetcontractperformancerequirementsandretaingovernmentpropertyvalue.TheContractorshall
calibratetestequipment.
8 SustainingEngineering
TheContractorshallperformsustainingengineeringforspaceandgroundsystemsinordertomeet
customerneeds,achievecontractperformancerequirements,andminimizelifecyclecosts.
TheContractorshallperformspacecraftsustainingengineeringincludingmonitoringspacecrafttelemetry,
trackingparametertrends,assessingthehealthofspacecraftsystems,supportinganomalyresolution,
planningconstellationconfigurations,andplanningendofmissionactivities.
TheContractorshallperformgroundsystemsustainingengineeringincludingidentifying,evaluating,
planning,designing,andimplementingsystemandconfigurationchangesneededtosustainsystem
operations.TheContractorshallimplementadiscrepancyreportingandtrackingprocessandsystems
configurationmanagementprocess.

9 Facilities

TheContractorshalloperateand/ormaintaingroundsystemfacilitiesincludingbuildings,grounds,
antennas,heating,ventilation,andairconditioning(HVAC)systems,electricalpowerplants,uninterruptable
powersystems,vehicles,mechanicalsystems,locks,plumbing,environmentalsystems,lightingsystems,
supervisorycontrolanddataacquisitionsystems,securitysystems,andfireprotectionsystems.

The Contractor shall provide custodial services and utilities at ground system sites.

TheContractorshallprovideArchitect-Engineer(A&E)servicesinsupportofConstructionofFacilities
projectsincludingpreliminaryengineeringreports,designpackages,minorandmajorconstruction,
modification/rehabilitationconstruction,andrepairconstruction.Theseservicesshallincludesafety,
reliability,andmaintainabilitystudies,engineering,projectmanagement,construction,supervision,
inspection,documentation,commissioning,training,activation,andvalidation.

The contractor shall conduct Environmental Baseline Survey.

TheContractorshalloutfitfacilitieswithworkstations,equipment,signage,andmaterialsrequiredforthe
facilitytobefullyfunctionalinsupportofpersonnelandequipment.

10 Appendices Appendix A. Definitions

The following terms and definitions are used throughout this contract.

Theterm“ESCSystems”includesthetotalscopeofthecommunicationsandradiometrictracking
architecture(includingnetworks)andfunctionalityidentifiedinthisSOWandAppendices.
Systemsincludeground-basedsatelliteoperations,groundbasednetworkoperations,their
distributionelementsanduseraccessandsupportsystems.Themainfunctionalelementsinclude
MissionManagement,EnterpriseManagement,DataandInformationManagementand
Distribution,andInfrastructure.
Theterm“InformationSystem”referstoadiscretesetofinformationresourcesorganizedforthe
collection,processing,maintenance,use,sharing,dissemination,ordispositionofinformation.
