Scopes of Work

ThisTaskOrder(TO)StatementofWork(SOW)definestherequirementsfortherecurringSCaN
Programnetworkactivitiesincludingreporting,sustainingengineering,operations,maintenance,
facilities,ITandsecurity,andintegration.ThisTOSOWalsodefinestherequirementsforthe
preparation,delivery,andmaintenanceofcontractlevelmanagementplansthatshallbeapplicableto
allTOsunlessspecificallyrequiredotherwiseintheTOSOW.

1 Management

1.1 TaskReporting
TheContractorshallcompileanddeliverweeklyreports[DRDMGT-04].TheContractorshallparticipate
inweeklymeetingswiththegovernmenttodiscussandclarifytheweeklyreports.

The Contractor shall prepare, present, and deliver monthly status reviews [DRD MGT-04].

TheContractorshallprepare,present,anddeliverquarterlytechnicalreviews[DRDMGT-04].These
quarterlytechnicalreviewsshallbesupplementedwithsplintermeetingstodiscussspecifictechnical
topicsandmaytakeplaceatlocationsotherthanGSFC,forexample,WhiteSandsComplexandWallops
FlightFacility.

The Contractor shall prepare, present, and deliver monthly contract financial reports [DRD MGT-07].

TheContractorshallincludeschedulesasappropriateinmanagementreportsandreviews[DRDMGT-
04].TheContractorshallestablish,maintain,anddeliver,atop-levelschedulethatcapturestasks,
milestones,andeventsthatareinterdependentand/orinter-relatedacrossESCtasksandactivities[DRD

MGT-03].

TheContractorshallprovideeventreports[DRDMGT-04]tonotifythegovernmentofsignificantevents
suchasserviceoutage,mishaps,closecalls,successfullaunches,etc.

The Contractor shall generate and deliver Safety Summary Reports [DRD MGT-04].

The Contractor shall develop, maintain, and deliver security reports and records [DRD SEC-03].

2.1 EngineeringSupport
2.1.1 GroundSegmentSustainingEngineering
TheContractorshallevaluate,plan,design,andimplementnetworksystemchangesnecessaryto
continuetomeetPSLA/NRDandSARDrequirements,tomeetorexceedserviceprovisionperformance
requirementsdocumentedinAppendixA,andtominimizenetworklifecyclecosts.TheContractorshall
coordinatewithpotentialnewcustomermissionstoevaluatethepotentialneedforandimpactof
networksystem,interface,and/orconfigurationchanges.
TheContractorshallimplement,maintain,anddeliverupdatestotheReliability,Maintainability,and
SustainingPlan[DRDSUS-01].
TheContractorshallimplementadiscrepancyreportingprocesswhichshallprioritizeanddescribe
operational,hardware,softwareandfirmwareproblemsalongwithproblemresolutionhistory
descriptions,toidentifyanddiagnosetrendsandsystemicproblems.TheContractorshallprovidethe
Governmentelectronicaccesstothediscrepancyreportingprocess.
TheContractorshalldevelopanddeliveraTechnicalRefreshPlanforNENandnetworkintegrations
systems[DRDSUS-02].Thegovernmentmayprovideseparatetaskingforimplementationoftechnical

refreshes.

2.1.2 TDRSSustainingEngineering
TheContractorshallevaluatetelemetrytoassessandreportthehealth,safety,andpayload
performancestatusoftheTDRSspacecraft.TheContractorshallrecommendoperationalinitiativesto
extendtheusefullifeoftheTDRSs.
TheContractorshallidentify,prioritize,investigateanddispositionunexpectedspacecrafttelemetry
parametertrends.TheContractorshalldevelopanddeliveraTDRSspacecraftperformancetrending
plan[DRDSUS-03]andTDRSspacecrafttrendingreports[DRDSUS-04].TheContractorshalldevelop
anddeliverconstellationspacecraftreliabilityreports[DRDSUS-05].TheContractorshalldevelop,
deliver,andmaintainaTDRSconstellationmanagementplan[DRDSUS-06].
TheContractorshallprovideTDRSsustainingengineeringsupporttospacecraftanomalyresponses.The
Contractorshallgenerateanddeliverspacecrafton-orbitanomalyreports[DRDSUS-07]inresponseto
TDRSanomalies.
TheContractorshallrefineexistingsimulationscenariosanddevelopnewnominalandanomalous
conditionsimulationscenariosinsupportofmaintenanceanddevelopment.TheContractorshall
conducttabletopreviewsandexecuterecoveryrehearsalsonaspacecraftsimulatorthatidentifies,
replicates,andrecoversfromspacecraftanomalies.
TheContractorshalldevelop,maintain,anddeliverendofmissionplansforeachoftheTDRS[DRDSUS-
08].TheContractorshalldevelop,maintain,andrehearseTDRSdeorbitprocedures.

The Contractor shall operate and maintain the spacecraft simulators at WSC.

2.2 SystemConfigurationManagement
TheContractorshallcontrolanddocumenttheconfigurationofalloperationalsystemsinaccordance
withtheSENSECMP(MGT-09).Totheextentpossible,theconfigurationofunderlyinglayersof
hardware,operatingsystem,applications,scripts,settings,andtailoringshallbesimilaracrosssystems
tofacilitatereuseandeliminateduplication.TheContractorshallgenerateanddeliverconfiguration
changesummaryreports[MGT-04].
TheContractorshallestablishandmaintainConfigurationItem(CI)databasethatidentifiesthe
relationshipbetweenhardware,software,andscaninventories,aswellasbetweenmissionsforshared
hardware/software.TheContractorshallgenerateanddeliverCIdatabasereports[DRDSUS-09].
TheContractorshalldevelopandsubmitConfigurationControlBoard(CCB)changepackages[DRDMGT-
10]forchangesthataffectnetworkcapabilitiesandexternalinterfaces.GovernmentCCBapprovalis
requiredforchangesthataffectnetworkcapabilitiesandexternalinterfaces.
2.3 IntegrationandTransitionEngineeringSupport
TheContractorshallintegrate,test,verify,validate,andtransitionsystemandconfigurationchangesto
operationsinaccordancewiththeSEMP(MGT-12).TheContractorshalldeveloptestplans,conduct
tests,andanalyzetestresults.TheContractorshallmakethetestplansandtestresultsavailabletothe
Government.TheContractorshalldevelopand/ormodify,verifyandvalidateoperationsand
maintenanceprocedures.TheContractorshalltrainoperationsandmaintenancepersonnelonsystem
andconfigurationchanges.TheContractorshallassistcustomerswiththeverificationandvalidationof
modificationsandupgradestotheintegratednetworksforon-orbitcustomers.

3.1 Management

TheContractorshallmanagenetworkoperationsinaccordancewiththeIMP(DRDMGT-01).The
Contractorshallgenerateandsubmitadailyoperationssummaryreport[DRDMGT-04].
TheContractorshallestablishacertification/qualificationprogramforcriticaloperationsandoperations
supportstaff.TheContractorshallprovidetraining,taskrecertificationtraining,newsystemstraining,
andannualrecertificationforcertifiedoperators.TheContactorshallprovidetrainingforbothroutine
andcontingencyoperations.
TheContractorshallprovideadministrativeservicessuchascalendarmanagement,document
formattingandreproduction,filing,officesupplyorderingandreceiving,packageshippingandreceiving,
andvisitorreceivingandescorting.TheContractorshallprovideadministrativesupportatthefollowing
locations:WSGT,STGT,BPRS,GRS,GSFCB13(securefacility),andGSFCB25.
TheContractorshalledit,catalog,control,preserve,and,asappropriate,duplicateanddistribute,
documentsintheSNtechnicallibrariesatSTGTandWSGT.
3.2 SpacecraftOperations
TheContractorshalloperatetheTDRSconstellationinaccordancewithSNLocalOperatingProcedures
(LOP)Volume5,TDRSSpecialInstructions(TSI)asidentifiedinTOCCSpecialInstructions,andAlert
NoticesasidentifiedinAlert_No.pdf.TheContractorshallmaintainanddelivertheSNspacesegment
LOPs,TSIs,andAlertNotices[DRDOPS-01].
TheContractorshallprovideround-the-clock(24x7)TDRSconsoleoperationsconsistingofmonitoring
TDRStelemetryonTOCCworkstationdisplaysandrespondingtoout-of-limitsconditions,sending
commandsforroutineandnon-routinespacecraftoperations,performinggroundantennahandovers
andfrequencyswitches,preventing,ifpossible,andrecoveringfromEmergencyTimeOuts(ETOs)and
lossesofattitudecontrol,andschedulingTDRStrackingtoprovidetheFlightDynamicsFacility(FDF)
withdatatouseforTDRSorbitdetermination.
TheContractorshallprovideTDRSspacecraftengineeringsupportconsistingofgeneratingcommand
plansforroutinespacecraftbusoperations,maintainingtelemetrylimitdatabases,generatingcommand
plansfornon-routinespacecraftoperations,monitoringTDRSperformancevialongtermtelemetry
trendingandperiodicpayloadperformancetesting,anddirectingETOrecovery,attituderecovery,and
othernon-routineoperations.
TheContractorshallreviewconjunctionassessmentriskanalysisreportsprovidedbytheGovernment
and,whennecessary,proposeconjunctionavoidancemaneuvers.TheContractorshallexecute
conjunctionavoidancemaneuversuponNASAconcurrence.
3.3 GroundSystemsOperations
TheContractorshalloperateSNandNENgroundsegmentsystemstoprovideuplink(akaforward),
downlink(akareturn),tracking,andrangingservicestomissionsinaccordancewiththecurrently
existingLOPs:
• SNLocalOperatingProceduresIndexVolumesIthroughXVII
• NENLocalOperatingProceduresforgroundsystems

The Contractor shall maintain and deliver the ground system LOPs [DRD OPS-01].

Scheduling

TheContractorshallschedulenetworksystemsandservicesusingtheSNandNENplanningand
schedulingsystemsatSTGT.
CustomermissionswillsubmitservicesrequestinaccordancewithICDs.TheContractorshallinclude
networkmaintenance,engineering,andtestactivitiesnetworkschedules.TheContractorshallinclude
TDRSrangingcontacts/passestoprovidetheFDFwithtrackingdatatouseforTDRSorbitdetermination
andgroundstationcalibrationinSNschedules.
TheContractorshallgenerateconflictfreenetworkschedules,includingcustomerservicesandnetwork
activities,inaccordancewiththefollowing:
• 450-PG-13010.1.3C:SpaceandNearEarthNetworksPriorityListProcess
• 450.1-LIST-SN/Priority:SpaceNetworkPriorityList
• 450.1-LIST-NEN/Priority:NearEarthNetwork(NEN)PriorityList
• PSLAs/NRDsandSARDs
TheContractorshallresolvescheduleconflictstooptimallymeetcustomerrequirements,balance
networkloading,andminimizecost.TheContractorshallworkwithcustomermissionstoidentify
alternativestoservicerequeststhatwerenotscheduledduetoprioritization.
TheContractorshalldisseminateserviceschedulestocustomermissions,networkelements,andother
supportelementsinaccordancewithICDs.
TheContractorshallensurethatexternally-providedpointingvectorsaredisseminatedtoandreceived
bynetworkelements.

Service Provision

Undernominalconditions,groundsegmentsystemsareconfiguredautomaticallytoprovide
communicationsandtrackingservicespernetworkschedules.TheContractorshallimplement
contingencyoperationsinresponsetoautomationdiscrepanciesinaccordancewithapplicablelocal
operatingprocedures.
TheContractorshallmonitornetworksystemsandexternalinterfaces,anddetect,isolate,resolve,and
trackdiscrepanciesinordertomeetorexceedtheserviceprovisionperformancerequirementsdefined
inappendixA.TheContractorshallcoordinatediscrepanciesresponseswithcustomersasappropriate.
TheContractorshallcoordinatewithcustomermissionstoidentifycriticalsupportperiodssuchas
launchandearlyorbit,criticalmaneuversorflightactivities,andspacecraftemergenciesor
contingencies.TheContractorshallrespondimmediatelytodiscrepanciesduringcriticalsupport
periodstocoordinatewithcustomermissionpersonnelandminimizecustomermissionimpact.

The Contractor shall operate User Local Equipment (ULE) in accordance with PSLAs/NRDs and SARDs.

McMurdo Ground Station Operations

TheContractorshallstaffMGSduringa9x6shiftwithtwophysicallyqualifiedoperationsand
maintenancepersonnel.MGSpersonnelshallrespondtocriticalanomaliesduringoffshiftperiodsas
needed.TheContractorshallmaintainaminimumoftwophysicallyqualifiedalternatesreadytobe
deployedtoMGS.

The Contractor shall conduct MGS activities in accordance with the following:

• NSF08-47:UnitedStatesAntarcticProgramParticipantGuide,2016-2018Edition
• TL-MAN-0002:UnitedStatesAntarcticProgram-PackingandShippingInstructions
• NSF01-151:AntarcticConservationActof1978(PublicLaw95-541)

The MGS Antarctic Program event number is T-927-M, NASA / McMurdo Ground Station (MG1).

TheContractorshallparticipateinapproximatelyoneinternationalmeetingregardingtheuseofMGS
conductedinEurope.

Launch Communications Services Sites

TheContractorshalloperatethePDLandKUSsitesremotelyforroutineandproficiencyactivities.The
ContractorshallstaffPDLandKUSsitesforcriticalevents,consistingofapproximatelythreepre-launch
testeventsandonelaunchevent,withtwooperatorspersiteandasharedmechanicaltechnician.The
ContractorshallremotelyoperatethelaunchcommunicationsservicesequipmentattheBermuda
trackingstation.

Operational Performance

TheContractorshalloperatenetworksystemstomeetorexceedtheserviceprovisionperformance
requirementsdefinedinAppendixA.
TheContractorshallmonitorITSystemparametersfordetermininghealthandperformanceofIT
Systems.Thesecouldincludedataaccess,connectivity,CPUandmemoryutilization,numberof
processesrunning,anddiskstoragecapacity.TheContractorshallusemonitoringinformationto
generateanddelivermetricspertainingtothehealthandperformanceoftheITsystemsforusein
capacityplanning,remediationofproblems,andusernotifications.

Continuity of Operations Planning

TheContractorshallmanagenetworksystemsandfacilitiestoensurecontinuityofoperationsin
accordancewith:
• NPD1040.4B:NASAContinuityofOperations(RevalidatedwithChange1,March31,2015)
• NPR1040.1w/Chg3:NASAContinuityofOperations(COOP)PlanningProceduralRequirements

(Restricted)(revalidated on 9/13/2012)

TheContractorshallimplement,maintain,anddeliverupdatestothecontinuityofoperationsplans
[DRDOPS-02].
TheContractorshallimplement,maintain,anddeliverupdatestotheEmergencyPreparednessand
DisasterRecoveryPlans[DRDSMA-04].TheContractor’sshallsupportanyrequiredresolutionof
unusualoremergencysituations.TheContractormayberequiredtoassistNASAinpreparationfor,or

inresponsetoemergencies.Obligationsunderthisrequirementshallonlyarisewhenoneormoreof
thecriteriaatFAR18.001,enablingNASAtoutilize“EmergencyAcquisitionFlexibilities”,aremet.

Service Accounting

TheContractorshallgenerateanddeliveruserserviceaccountingandresourceutilizationreports[DRD
MGT-04]forthepurposesofcustomerbilling,auditandinvestigation,trending,andcostreporting.
3.4 CommercialServiceProviders
TheContractorshallestablishandmaintainsubcontractsforcommunicationsandtrackingservicesfrom
commercialserviceproviders.TheContractorshallaugmentgovernmentnetworkserviceswith
commercialservicesasnecessarytoachievePSLA/NRDandSARDrequirementswhileminimizingcosts.
TheContractorshallprovideapproximatelythefollowingnumberofpassesfromthecommercialservice

providers:

• KSAT

o 1pass/day-Singapore
o 1pass/day-“ForceMajeure”

Commercialservicesshallmeetorexceedtheserviceprovisionperformancerequirementsdefinedin
appendixA.TheContractorshallschedulecommercialservice.TheContractorshallprovidemission
certificationpassesaftercommercialserviceprovidersimplementsignificantsystemand/or
configurationchanges.
3.5 LogisticsandPropertyControl

specificallyConfigurableAnalysisGraphicalEnvironment(CAGE),inperformanceofcommunications
analysissupportactivities.TheContractorshalladdscenariosoradaptingexistingtoolstoaddress
uniqueanalysisneeds.

TheContractorshallconductanddeliverapproximately5architecturestudies[DRDSE-01]tosupport
Governmentplanning.TheContractorshallcoordinatewiththegovernmentonthetopicandcontent
ofarchitecturestudies.Thesestudiesmayinvolvequantitativeandqualitativeempiricaldatagathering,
modeldevelopment,simulationandvalidationactivities,systemperformanceandcapacityassessments,
cost-as-an-independent-variableanalyses,andthedevelopmentandevaluationofalternativecoursesof
actionacrossthedimensionsoflifecyclecost,schedule,performanceandrisk.

The Contractor shall document architectural information using an object-oriented description language.

architecturalmodelovertime.
