For

Remove and Replacement UPS at Substation-3

1. SUMMARY OF WORK

Provide all infrastructure, materials, labor, equipment and supervision to complete the following:

a. The contractor shall replace the existing 125KVA, 480 volt 3 phase UPS which has been damaged due to the existing utility transformer voltage tap being set to the wrong tap changer, utility transformer will be replaced per FY15 COF Substation-3 project.

b. The contractor shall purchase new electrical testing equipment as specified by NASA for the required start up test’s and UPS cable replacement.

c. The installation of the replacement UPS for B4824 shall require the contractor to install a temporary feed to provide power to critical building loads. The critical building loads are rated at 400 amp 208/120, 3 Phase 4-wire system. The temporary installation shall comply with all local and federal codes.

d. The temporary power shall be fed from MCC PP3-D4.3 located on the third floor equipment room near the UPS room. The contractor shall tap/connect to the MCC PP3- D4.3 and install an isolation protection device on the side of the MCC. The contractor shall provide a fuse disconnect or a circuit breaker rated 200 amps, and the contractor shall provide a temporary 150KVA, 3 phase, 4 wire transformer unit, primary 480/277, 208/120 secondary, and the contractor shall provide a temporary 400 amp, 208/120 breaker in an enclosure, which shall be connected to the crucial building feeds. See Example of External Wrap Around Maintenance Bypass Circuit for reference.

e. Once the new/replacement UPS has been installed, tested, and commissioned the contractor shall disconnect the building critical loads from the temporary power system and connect them to the building new UPS. The contractor shall test the building critical building loads for voltage and phase rotation. The contractor shall remove all the temporary electrical equipment and repair any damage to the existing electrical equipment, (cut to fit, paint to match) return to original condition.

Submittals for government review:

New UPS equipment.

1.1 Background:

The existing 125KVA UPS is antiquated and was installed in 2002 and is in poor operating condition, has 2-years remaining on its battery life, and has problems synchronizing with utility power following power interruptions, and the unit has been rebuilt several times via Center Maintenance Operations (CMO) funds. The existing system manufacturer is MGE UPS systems.

2. APPLICABLE DOCUMENTS

2.1 Specifications:

The contractor shall use (1) Division 1 specifications, (2) Specifications 26 33 53.00 20 Uninterruptible Power Supply (UPS), (3) 20 05 48 00 10 Seismic, (4) 26 00 00.00 2 Basic Electrical material and methods, (5) 26 05 00 00 40 Common work results for electrical, (6) 26 08 00 Apparatus and Testing, for the base work. Drawings provided for reference.

3. REQUIREMENTS

3.1 Period of Performance:

The contractor shall have 120 days from the Notice to Proceed (NTP) to complete this task.

3.2 Administrative:

3.2.1 Safety

Accidental Prevention Plan including a Hazard Analysis shall be submitted to government for review.

3.2.2 Contractor Quality Control

Contractor shall submit quality control plan. The government reserves the right to witness the manufacture test. Notify the government 30 days prior to the testing.

3.2.3 Pre-Construction Submittals

Provide a detailed cost proposal showing all costs broken out for the work described herein or made a part of this statement of work. In your proposal, include all labor, equipment, and materials to modify project. Also provide material data submittals for Invitation for Bid (IFB) prior to ordering any type of material.

3.3 Description of Tasks:

3.3.1 The contractor shall replace the existing 125 KVA UPS and battery cabinets in

Building 4820 with the same manufacture and the same size, and same battery capacity. The new UPS shall fit in the existing space/location.

3.3.2 The contractor shall purchase required equipment listed to be used in support of this project, and turn over to NASA upon completion of the project in good working order.

The equipment is critical to the ability to complete this project safely and within the quality specifications required.

9. 1 ea. 3-phase shielded test lead set, X and H windings, 30 ft (9 m)
