Questions and Answers

Q.1: § 26 33 53.00 20 Uninterruptible Power Supply (UPS) ¶ 3.2.3.1 requires performance tests of the UPS unit. Are these tests to be conducted by the installing contractor or by a representative of the manufacturer?

A.1: The personnel that will be conducting the testing is at the discretion of the Contractor. The awardee must ensure the testing is performed under the supervision of the UPS technical representative per the specification.

Q.2: In reference to Q&A No. A.37, it states that if the bid price is less than $150,000, the performance and payment bonds may be waived, therefore, and further states, acceptable payment protections required, payment bond and irrevocable letter of credit per FAR Part 28.102, is only applicable should the bid amount exceed $150,000.00, correct?

A.2: No. Payment bond and Irrevocable Letter of Credit (ILC) are payment protections for bid price less than $150,000.00. If the bid price exceeds $150,000.00, performance and payment bonds will be required.

Q.3: § 01 35 14.11 40 several times mentions the “Contractor's Site Safety Officer”. Can this position be filled by the Project Superintendent?

A.3: The Site Safety Officer and the Project Superintendent may be the same person, but the Site Safety Officer must meet all certifications and requirements in the Statement of Work and Specifications.

Q.4: What is the length for the temporary power feeder? Will you also provide a drawing showing the proposed route for the temporary power?

A.4: The length of the feeder is approximately sixty feet (60ft) from visual observation.

However, site conditions may change the length of the feeder. All drawings of temporary power have been provided, no further drawings will be included.

Q5: According to Amendment #3 Q&A single-line pages 6, 7 and 8, MCC PP3-D5.6 is 400-amp rated and feeds MCCPP3-D4.3 with 100-amp rated wire (100A was determined by the wire feeder size shown on the single line drawings). The revised SOW calls for a fuse disconnect or circuit breaker rated 200 amps. MCC PP3-D4.3 appears to be too small to support the 480V-200 amp Temporary External Wrap Around Maintenance Bypass Circuit.

A5: Reference Statement of Work Revision 2, dated 4//28/2016, paragraph 1.d, is revised to state “The temporary power shall be fed from MCC PP3-D5.6 located on the third floor equipment room near the UPS room. The contractor shall use a spare cubicle or tap MCC PP3- D5.6 and install an isolation protection device on the side of the MCC, fuse disconnect or a circuit breaker rated 200 amps, and the contractor shall provide a temporary 150KVA, 3 phase, 4 wire transformer unit, primary 480/277, 208/120 secondary, and the contractor shall provide a temporary 400 amp, 208/120 breaker in an enclosure, which shall be connected to the crucial building feeds. Q.6: What do we need to do to get on base if we plan to hand deliver the proposal? Where do we deliver the proposal to for the bid opening?

A.6: The offeror will need to submit an AFRC Form 10735, Visit Request – U.S. Citizens to obtain base access to hand deliver the bid. The bid is to be delivered to NASA AFRC, Building 4825, Integrated Support Facility (ISF).
