Questions and Answers
Q.1: Are there additional access points other than the elevator?
A.1: Yes, there is an access point on the roof on the flight line side of the building.
Q.2: Will staging area be in proximity to access points?
A.2: Staging area will be located inside the fenced area by the substation.
Q.3: What is the measurement between the blue pipe and the room?
A.3: 34 inches.
Q.4: Is there a special permit required to access flight line?
A.4: Yes.
Q.5: What is the elevator capacity?
A.5: 3,500 pounds.
Q.6: Battery runtime requirement @ 125KVA?
A.6: Full load at 30 minutes.
Q.7: Remote monitor required?
A.7: No.
Q.8: Automatic transfer switch replacement?
A.8: No.
Q.9: Can we re-use existing power cables and conduits?
A.9: Yes.
Q.10: What are the small ¼ and ½” conduits to UPS for?
A.10: The conduits are for the UPS Monitoring Circuitry.
Q.11: Do you have a generator on site? What kw?
A.11: No.
Q.12: Are there any as-built drawings available? Electrical, structural, architectural? If so, would it be possible to get a copy?
A.12: Electrical drawing EM163736 is attached. See Node-10, UPS is fed from the main panel PP1-B6 inside of the hangar. Also see External Wrap Around Maintenance Bypass Circuit and 4820-3rd Roof Mech drawings.
Q.13: Are there any known hazardous materials such as asbestos, lead based paint? Is there a hazardous materials report?
A.13: No. No hazardous material report exists.
Q.14: Will the contractor be able to use the elevator located near the entrance of the project area?
A.14: Yes.
Q.15: Will a lay down area and parking be available near the entrance of the project area?
A.15: Yes.
Q.16: Will the contractor be able to use the exiting restrooms or are we to include a portable restroom?
A.16: Contractor will need to provide a portable restroom.
Q.17: How long can the power be down, when changing out the UPS?
A.17: The power can be down for a maximum of 72 hours.
Q.18: It is not clear to me what bid documents you want to see in our proposal. I’m assuming you want the 1442, page 1 and 2, a bid bond and section K certifications. Is there anything else?
A.18: The offeror is required to submit an original and a copy of a completed Standard Form 1442, page 1 and 2, and an original bid guarantee.
Q.19: Was the External Maintenance Bypass also damaged?
A.19: No.
Q.20: Is the UPS system operating at half or ¾ capacity?
A.20: The UPS system operates at full capacity.
Q.21: Do you have a dedicated Generator and Automatic Transfer Switch for the UPS on site?
A.21: No.
Q.22: Do you have a Single Line Electrical Drawings where the UPS is located?
A.22: See response to Question 12, and attached drawings.
Q.23: Are you close to building 1441 MCC, or can we drive through hwy 58?
A.23: Building 1441 MCC is an Edwards AFB structure that is several miles from the NASA Armstrong Flight Research Center (AFRC) site. There are three points of access to the Edwards AFB. One point of access is off CA Hwy 58.
Q.24: When a contractor is awarded a project and is the first time performing work on EAFB.
What are the requirements for base access?
A.24: The Contractor will need to submit an AFRC form 10735, Visit Request – U.S. Citizens for EAFB access.
Q.25: Is Rapid Gate required?
A.25: No.
Q.26: State of Ca. Public Works projects required that Contractor and Subcontractors are register with the DIR obtain a DIR # of each contractor/ subcontractor with the proposal and report Certified Payroll on DIR website.
On page 27, L.15 52.222-23 Notice of Requirements for Affirmative Action paragraph (d), please confirm if this is what the paragraph refers to.
A.26: Paragraph L.15 is not referring to the State of CA Public Works Register.
Q.27: Can we use the elevator to move materials/equipment from 1st to 2nd floor?
A.27: Yes.
Q.28: If so, What is the capacity of the elevator?
Q.28: See response to Question 5.
Q.29: Does the UPS panels have to remain energized during replacement on commercial power?
Q.29: Yes.
Q.30: The UPS system is comprised of electronic components, with low to medium voltage internal elements, therefore can we eliminate the acquisition of high voltage test equipment, which is no applicable for installation or start up/test of this project?
A.30: The acquisition of high voltage test equipment is a vendor’s decision. The awardee is responsible to successfully perform the work.
Q.31: What type of batteries (model, size, run time) does existing UPS utilize?
A.31: The batteries are manufactured by Johnson Control and the model number is UPS 12- 270FR. The batteries’ size is unknown, and the run time is fully loaded at 30 minutes.
Q.32: Does an external “wrap around” maintenance bypass exist (totally isolates UPS, this is not the internal bypass) and if so, what is the input voltage and output voltage?
A.32: No.
Q.33: Please verify the UPS voltage input and output, is it 480V input with 480V output or 480V input with 208V output?
A.33: 480V input/ 208V output.
Q.34: Will there be a designated “maintenance window timeframe” for cutover from existing UPS to new UPS?
A.34: Yes.
Q.35: Since the project is like for like, can the existing conduit & cable be utilized?
A.35: See response to Question 9.
Q.36: Can we ship material directly to the site with an area to stage equipment prior to installation?
A.36: Yes.
Q.37: Are bid/performance/payment bonds still required if the bid price is below the set range limit?
A.37: If the bid price is less than $150,000.00, the performance and payment bonds may be waived. However, the bidder shall be required to provide payment protections. Per FAR Part 28.102-1(b)(1), the acceptable payment protections are a payment bond and an Irrevocable Letter of Credit (ILC). See Amendment 3 which includes FAR 52.228-13, Alternative Payment Protections.
Q.38: What is the selection process based upon?
A.38: See solicitation paragraph M.2 and FAR 52.214-19.
Q.39: How long can the facility be off-line from the 125 UPS for the removal, replace and testing of the New 125 KVA UPS? Can this work be done during Normal Duty Hours Spec 01
14 00 1.2.2? Will temporary power and controls be required during the removal, replace and test of the New 125 KVA UPS?
A.39: The facility can be off-line for a maximum of 72 hours. All work must be done during the normal duty hours except for any approved outages. The temporary power and controls will be required during the removal, replace and test of the new UPS system.
Q.40: Is special access required to the flight line for roof access if required?
A.40: See response to Question 4.
Q.41: Will additional access or escorting be required to work in the UPS Maintenance 3rd floor area?
A.41: No.
Q.42: After removal of the old UPS does NASA want the unit and batteries turned over to NASA at a location to be determined or removed from the site and disposed of?
A.42: Turned over to NASA at a location to be determined.
Q.43: Can we get the dimensions and weight allowances for the buildings service elevator and will contractor be able to utilize elevator for purpose of getting new UPS to second floor?
A.43: The elevator dimensions are H 46” x W 60” x D 70”, and the weight allowance is 3,500 pounds, and the Contractor will be able to use the elevator.
