For purposes of this document, "time" is defined as follows: Time, if stated as a number of days, is calculated using calendar days, unless otherwise specified. It includes Saturdays, Sundays, and legal federal holidays. If, however, the last day falls on a Saturday, Sunday, or legal federal holiday, then the period shall include the next business day.

The Contractor shall file and submit the required report electronically via the NASA Mishap Information System (NMIS).
NMIS shall be used to report a mishap, close call, hazard, or employee safety concern. It is also used to report an injury, sudden illness, or exposure. (Formerly reported via NASA Form 1627 or Incident Reporting).
A NASA Mishap Report is required one working day after the occurrence of any mishap. The Mishap Report must be entered into the NMIS at https://nmis.sma.nasa.gov/

The Contractor shall submit a monthly progress report no later than the 8th working day after the completion of each month of service.
The monthly progress report should discuss Phase-In, CORE Contract Management, CORE Technical Services and business, management and technical aspects for each Task Order. The report shall contain at least the following: (1) a brief status summary in narrative form; (2) any current or anticipated issues or problems which may impede performance, and recommended actions to resolve these for both the Government and the Contractor; (3) staffing data and (4) discussion of achieving deliverables and milestone schedules. The Contractor shall submit New Technology Reports or reportable items in accordance with NFS 1852.227-70, New Technology and NFS clause 1852.227- 72, Designation of New Technology Representative and Patent Representative.
Electronic submission via NASA’s Electronic New Technology Reporting (eNTRe) web system at http://invention.nsa.gov/ is encouraged. Interim reports shall be submitted annually. If there are no reportable items, a negative report is required.
In addition to interim reports, Contractor is required to submit a report within 3 months of completion of work under the contract in accordance with NFS 1852.227-70 (e)(4).
The Contractor shall submit written Subject Invention Reports identifying the inventor(s) and shall be sufficiently complete in technical detail to convey a clear understanding of the subject invention in accordance with new paragraph (c)(1),

If non consumable purchases exceed $5K, the Contractor shall submit, a DD Form 1149, DoD Requisition and Invoice/Shipping Document, to the Property Management Office marked “for N-PROP” in order to report: 1) Contract Acquired Property to which the Government has title; and 2) Government Furnished Property that is no longer required for or actively being used in pursuit of this contract. Reportable data shall be forwarded through the Contracting Officers within 15 working days after the event that created the need for their preparation of a DD Form 1149.

The Contractor shall provide a variance analysis for significant differentials in the elements of cost between the actual and plan for the current month.
Additionally, when a differential of 5 percent or more occurs between the actual and planned total costs, the Contractor will submit a variance analysis. The Contractor shall provide a breakout of the labor hours and labor costs for the current month for each Task Order. This breakout will segregate the hours and costs amongst the prime and its subcontractors. The Contractor shall provide the actual costs for the month and the cumulative cost to date of each Task Assignments against its associated Task Order. The total actual cost for each month and the cumulative costs to date shall be summed for each Task Order.

All contractor personnel shall be required to sign non-disclosure agreements prior to starting work and may be required to sign Center, contact, and/or contractor non-disclosure agreements as part of the closing of certain specific contractual agreements.

The Contractor shall submit to the COs and the CORs a schedule containing the employee names, home telephone numbers, and pager numbers of all personnel with on-call support responsibilities, along with their dates of assignment.

The roster shall be submitted not later than the 5th working day of the month and within 1 working day after any subsequent changes.
The Contractor shall provide a roster for its on-site 2nd and 3rd shifts to the CO and the COR. The roster shall contain the employee names, locations, and scheduled working periods.
Should this roster be revised at any time, whether due to changes in personnel or hours scheduled, the Contractor shall submit a revision.

The Contractor shall prepare and submit a Phase-In Plan which shall detail the proposed implementation processes and strategies for effecting a smooth transition. The plan shall contain, at a minimum, detailed rationale, schedule and specific approach to successfully complete each item described below.
a. The 30-day phase-in period shall not affect the performance of the current contract. Describe in detail the plan for maintaining continuous and efficient operations at NAS/ARC and NCCS/GSFC. Describe how you will work with incumbent contractors and NASA, including resources and interfaces expected from each to ensure an effective transition and continuous service.
b. Phase-in schedule to accomplish all proposed phase-in steps/milestones. Describe your approach for how you will implement the schedule. Include a plan to support the proposal to, and negotiation of, the first task order to be placed in the contract.
c. Details for initial staffing and training of personnel. Discuss proposed key personnel and demonstrated that they are committed to employment prior to start of contract.
d. Approach to understanding specific customer requirements prior to contract start.
e. Approach for ensuring completion of badging requirements and personnel security clearances to ensure employees are cleared for access to ARC and GSFC and its associated facilities, as required, prior to start of the contract.

A plan is due within 10 days after award.
The Contractor shall prepare and submit, for NASA approval, a Safety and Health Plan addressing issues pertinent to safe operation in all areas of responsibility under the contract for review by the ARC Occupational Safety, Health and Medical Services Division. The plan shall include health and environmental compliance regulations applicable to this contract.

The Organizational Conflicts of Interest Avoidance Plan shall be provided by the contractor with submission of the proposal. This plan shall incorporate any previous studies performed, shall thoroughly analyze all organizational conflicts of interest that might arise because the service provider has access to companies’ sensitive information and shall establish specific methods to control, mitigate, or eliminate all problems identified. The plan shall address all the requirements identified in Section H, paragraph H.4, NFS 1852.209-71, Limitation on Future Contracting and Section I, paragraph I.1, NFS 1852.237-72, Access to Sensitive. The plan is required upon submission of proposal. The contractor shall update the Plan to address any new potential organizational conflicts of interests identified by the Contractor during contract performance and how the Contractor will mitigate or eliminate the new potential conflict of interests.

Upon decision, but no later than two years after disclosure of a subject invention, the Contractor shall submit any election decision in accordance with paragraph (c)(2) of FAR Clause 52.227-11, Patent Rights-Ownership by the Contractor, as modified by NFS Clause 1852.227-11. After passage of the Leahy-Smith America Invents Act of 2011, for convenience, NASA provides a form for Contractor to use for submission of its election decision asking that Contractor notify NASA early of any non-election decision to provide sufficient time for NASA evaluation of the subject invention before patent rights are lost to third parties who independently conceive and file for protection on the same or similar invention.
