TASK STATEMENT OF REQUIREMENTS (SOR)
Task Number: NACS-B Date: January 1, 2017
Task Title: NACS Operations
Period of Performance: March 1, 2018 through February 28, 2019
Description of Work
To operate and maintain the operational environments for both the HECC at Ames Research
Center (ARC) and NCCS at Goddard Space Flight Center (GSFC), the contractor shall operate as the procurement agent for both new functionality and operational costs. This task supports both the NAS and the NCCS in procuring essential hardware, software, maintenance, and support services to enable scientific discover and engineering excellence throughout the Agency.
The contractor team will support the task of procuring systems on behalf of the Government in a timely and cost effective manner through the use of well-defined processes and the utilization of existing procurement resources and tools. The contractor will work closely with the Government to develop requirements, solicit quotes or proposals, evaluate the proposals, negotiate terms, conditions, and costs with vendors. In responding to this task, the contractor shall describe how their processes provide a better value to the Government on procurements when compared against using existing Government Wide Acquisitions Contracts (GWAC), such as SEWP V.
The contractor shall provide an adequate basis of estimate and full estimated cost to complete all procurements for the contract year based on the budget provided below. Costs must be provided with sufficient detail to delineate between NAS and NCCS, as well as large purchases over
$1,000,000 and purchases under $1,000,000.
The following table provides the procurement task budget for both new technology enhancements and operational costs to the NAS and NCCS environments for this contract year.

The typical compute and storage expansion for both NAS and NCCS are single large purchases each year to a single vendor, which may or may not be the same vendor used for both compute and storage. For operations and maintenance each center makes numerous purchases throughout the year. At the beginning of each fiscal year, a budget is developed at each center delineating the planned procurements. The expenditures must fit into the respective budgets and will be coordinated with the contractor team.
Per year, both HECC and the NCCS will make approximately 60 or 70 individual purchases each, ranging from very small purchases of cables that might cost $10’s to $100’s to larger purchases of that may be up to $1M. Typically, there will be more than 1 and less than 6 procurements that exceed $1,000,000 each contract year at each site. Other purchases each year include, but are not limited to, the following types of items:
Servers, workstations, disks
Software licenses
Support and maintenance contracts
Networking equipment, switches, cables, etc.
Tape drives, media
Books, supplies
Other assumptions for this task order include the following:
All procurements will require approvals prior to the issuance of a purchase order. The approval chains may be unique to both NAS and NCCS and may include the COR and
CO.
No significant risks are associated with this task.
Deliverables and Milestones
The contractor will meet the following milestones and deliver to the Government the following according to the schedule below.

Labor Profile
No labor resources are expected for this task. All labor resources necessary to carry out this procurement task are covered in other task orders.
Documentation and Reporting Requirements
In addition to all contract reporting and documentation requirements, the contractor shall:
Provide requirements documents, as needed.
Provide vendor quotes and/or proposals.
Provide evaluations of vendor quotes and/or proposals and recommendations for procurement.
Document approvals for all expenditures.
Provide tracking from purchase to appropriate budget line item.
Provide 533 data to Area Level monthly.
Travel Requirements
No travel is required under this task.
Government Property
The Government will furnish equipment (workstations, offices) as required for the successful completion of the task’s requirements. All requests for new equipment will go through the appropriate POC.
Security Requirements
Work on this task shall comply with the following, as required:
NCCS IT Security Plan
GSFC Code 600 IT Security Plan, as applicable.
NAS Security Model
All applicable U.S. Federal Government and NASA Policies and Regulations, in particular, work on this task shall comply with NPG 2810.1A and OMB Circular A-130.
IT Purchasing Requirements
Acquisition of IT products and services required for this task shall comply with applicable NASA
IT procurement policies including the ARC or GSFC CIO’s IT purchase approval process (when required), Internet Protocol version 6 (IPv6) compliance policy and other requirements stipulated in NASA Form NF 1707.
