About this file
This document comprises the Supplemental Technical Specifications (IFB Documents) for the Northeast Water Reclamation Facility (NE WRF) Influent Building Floor Repairs project prepared by Ardurra Group, Inc. for the City of Clearwater Engineering Department in Clearwater, Florida. The project (No. 25-0004-UT) involves the demolition of existing grating over channels in the influent headworks building through the splitter box and the installation of new grating systems. The contractor must furnish all labor, materials, equipment, tools, and services necessary to complete the work in a complete, in-place, and serviceable condition, including repairs, testing, permits, cleanup, replacements, and restoration of any damage caused during construction. The scope encompasses five primary construction phases: removal and replacement of grating at the influent box; mechanical screen influent channels; grit vortex system influent channels; odor control system flanges and piping; and covered FRP grating and aluminum beams between the influent building and splitter box. The project must maintain continuous plant operation with existing utilities remaining in service until new utilities are tested and accepted, requiring the contractor to provide temporary utilities, pumping, and coordination with Owner maintenance activities. The contract duration is 365 days, and the contractor must submit a Construction Phasing Plan and Maintenance of Plant Operations Plan prior to commencing work.
The bid comprises twelve base items and three additive alternate items, with pricing structured as lump sum amounts for mobilization, demolition and disposal, 316 stainless steel structural framing, plank FRP grating, aluminum access hatches, molded FRP grating, miscellaneous aluminum framing, aluminum railings, odor control modifications, and concrete coating repairs, plus unit pricing for effluent channel epoxy coating (per square foot) and concrete repairs (per square foot). Additive alternates include replacement of aluminum beams at the downstream channel (per each), retrofit beam support brackets (per each), and covered FRP grating at the downstream channel (per square foot). The contractor must obtain all required permits, provide insurance and bonds, submit a color video of existing site conditions, furnish sanitary facilities, and include all costs in bid prices. Payment is made monthly based on percentage of completion for lump sum items and per unit for measured items, with mobilization payment disbursed incrementally as work progresses. All materials must be new and unused from reputable manufacturers, with a one-year warranty period commencing upon substantial completion, and the contractor bears all costs for water usage, temporary facilities, equipment relocation, weather protection, and restoration of damaged property adjacent to the work site.
