About this file
This document is an Amendment of Solicitation/Modification of Contract from the Department of Veterans Affairs (VA) National Cemetery Administration. The amendment is for solicitation number 36C78626Q50011 and serves to answer additional solicitation questions regarding a landscaping and grounds maintenance contract. Key details include clarification on application quantities for herbicides, fertilizers, and insecticides, which are measured per acre with multiple applications per year (e.g., 330 acres of fertilizer applications across 3 treatments, 220 acres of herbicide applications across 2 treatments).
The new contract is anticipated to be awarded in February 2026 with a performance period starting on 4/1/2026. The solicitation includes specifications for various landscape maintenance services, with the government expecting vendors to thoroughly review the Performance Work Statement (PWS) and Operational Standards and Measures. The amendment provides additional context about application quantities, invoicing procedures, and sets expectations for work requirements, including guidelines for inclement weather. The contracting officer, April Graves, issued this amendment to provide detailed responses to potential bidders' questions about the scope and implementation of the landscaping services contract.

(1) Answer Solicitation additional solicitation questions.
April Graves
Contracting Officer
1. 1. In the Est. Quantities section for the Herbicides, fertilizer, and insecticide applications, is this measured per acre, or how are these qualified? Per acre.
2. In the Work Statement, pg 4, the fertilizer application mentioned is 110 acres, but for pricing, line item 005 is estimated. Qty is 330 acres. Could you please clarify/expand what areas to include for the 330 acres? (EXAMPLE) 110 acres x 3 applications per year = 330. Invoice after each fertilizer application of 110 acres. 1st application of 110, 2nd application of 110 and final application which would exhaust the total of 330. The 330 or 220 is a maximum amount.
3. For Herbicide applications, listed in line items 003 and 004, have est. quantities of 220 acres.
Could you please clarify/expand what areas to include for the 330 acres? 110 acres x 2 applications per year = 220. Same process as fertilizer application except one less.
4. Would there be a phase-in or phase-out period between the current and the new contract? If yes, how many weeks? The new contract is anticipated to be awarded in February with a period of performance starting on 4/1/2026.
5. Does the current contract have any different service requirements in comparison to the new contract, for example, tree services, sod installations, etc? Potentially. GLNC expects each vendor to read and understand the PWS associated with this solicitation.
6. Any sod issues in recent years? Not specific enough to answer.
7. Is a clearer version of map B available? No.
8. What are the work/service requirements during inclement weather? All work requirements are contained within the PWS and the Operational Standards and Measures contained within the solicitation.
