About this file

This document is an Amendment of Solicitation for the Department of Veterans Affairs National Cemetery Administration, specifically for Great Lakes National Cemetery (GLNC) groundskeeping services. The solicitation (36C78626Q50011) is a renewal of the previous contract 36C78621D0080 and will be awarded on a Lump Sum pricing basis. Key details include:

Services include comprehensive groundskeeping tasks such as shrub management, leaf removal, herbicide/fertilizer application, mulching, and sod installation/preparation. The contract involves approximately 20,452 square feet of landscaping work, with two large annual sod installation events and 4-8 smaller sod installations. Contractors can use utility vehicles like Gators/Mules, are authorized to use weed killer and spot spraying, and can place a job trailer in a designated contractor area. The site visit was conducted on 12/15/2025, and the contract will be subject to the Service Contract Act. Waste disposal can be done in the cemetery's spoils yard, and the government will not provide utilities, though contractors can bring their own power source.

The purpose of this amendment is to:

(1) Answer Solicitation questions and provide deadline for questions of 1/2/2026.

April Graves

Contracting Officer

1. Can you confirm whether there is an official site visit scheduled, or if vendors may conduct a self-guided review of the grounds?

1. The site visit noted in the solicitation was 12/15/2025. Vendors are welcome to pay their respects during regular cemetery hours of operation.

2. Is any historical information available regarding mowing frequencies, acreage details, or prior levels of effort that would assist in accurate pricing?

1. See the statement of work for descriptions of what is required.

3. Should all services be fully priced within the CLIN structure as currently listed, or should we expect any additional instructions/clarifications?

1. All pricing should be incorporated into the CLIN structure.

4. 1. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?

1. 36C78621D0080

5. Specifically, we are requesting that the deadline be extended from Friday, December 19 to

Friday, January 2, end of business.

• How frequently certified payroll or other prevailing wage documentation is required to be submitted.

• What specific reporting format or platform (if any) is required

• Whether reporting is expected weekly, bi-weekly, monthly, or at another interval

1. Review of the department of labor site is advisable. Note that this contract will be subject to Service contract act, not Davis Bacon.

https://www.dol.gov/general/topic/wages/govtcontracts

-Who is the incumbent and what is the total awarded amount?

The current contract number is 36C78621D0080 which is searchable on FPDS.gov

-Are there any work requirements different from the current contract and the new bid contract?

1. See the statement of work for descriptions of what is required.

-Any issues with the incumbent?

No

-May a copy of the site visit sign-in sheet be provided?

Attached to solicitation.

-Weed Removal – Would we be able to spray the beds for Weed Killer and preventative, and pull any other weeds that make their way through?

Yes.

-Is there a map of shrub beds included in the contract? Is the map available now?

https://www.dol.gov/general/topic/wages/govtcontracts

No map. All areas are clearly referenced in SOW.

-Who is responsible for managing or removing the fill pile when it is full?

If this question refers to excess dirt, topsoil, or suitable fill, GLNC employees will manage the spoils area. Contractor will not be required to remove excess fill from the property.

-Will pricing be evaluated as a lump sum, unit pricing, or a combination?

Lump Sum.

A.1.1 Shrub Management: Please verify the government will replace shrubs that have been removed during pruning? Shrubs are not to be removed unless directed by the COR. Or is it the expectation the contractor procures and replaces shrubs when needed? It is not expected for the contractor to procure or replace shrubs.

A.1.2 Leaf Removal: Are there any equipment restrictions for leaf blowing and collection (wheeled blowers, vacuums, tractor attachments)? There are not any specific equipment restrictions, however, all work must be performed in accordance with the statement of work. Can leaves be dumped in the Great

Lakes National Cemetery compost pile or is the expectation for the contractor to recycle them offsite?

Leaves are authorized to be dumped into a compost pile located within the designated spoils area.

A.1.3 Broadleaf Herbicide Application: The contractor shall be responsible for spot spraying any additional weeds in between Broadleaf applications if weeds were to appear at no additional cost to the government. Is there any institutional knowledge that can be supplied concerning the level of spot spray required annually with the two applications of Trimec in Spring and Fall?

- There are many factors that go into effect, most of them deal with the weather and the effectiveness of the pre and post emergent that was applied.

A.1.5 Granular Fertilizer Application: Will the government entertain a weed and feed application regime where one treatment supplies both fertilizer and pre/post emergent? Yes, if the product meets the requirements in the SOW and with the COR’s approval.

A.1.6 Mulching (Trees and Planting Beds) (Approx 20,452 SF): Please confirm that the expectation is to remove old mulch prior to new applications?

- Removing all old mulch is not expected before the new application. Mulch is only required to be removed in locations where it is piled up, this could be that it is spilling over the curbs or the tree rings are starting to turn into “tree volcanos”. The amount of mulch that needs to be removed can vary from year to year.

A.10 Sod Preparation/Sod Installation: We understand from the site visit there will be two large sod installation events per year with a few small events (1500 to 3000 ft2) several times a year, not to exceed

100,000 ft2. Correct? Yes. Typically, there will be 2 larger amounts requested, one in the early spring/before Memorial Day and one in the late fall/before Veterans Day. From the start of the sod growing season until the end, the cemetery will need approximately 4 to 8 smaller amounts installed.

Please confirm what the level of sod bed preparation by the contractor is required. At the site visit, it was discussed that the sod beds would be left low and of clay, to receive topsoil and sod, in the PWS it states the contractor is to properly prepare each gravesite? The PWS is correct. The site visit discussion was to give contractors a historical norm relating to the work involved, however the PWS is the contract requirement.

Will the use of rubber tire utility vehicles like Gators/Mules be approved for sod work in the turf area?

Yes.

General: Please confirm general rubbish like fertilizer/chemical bags, general trash, and waste generated during this work can be placed in the dumpster in the spoils yard along with the waste collected from waste receptacles? Correct.

General: Will the successful contractor be allowed to place a job trailer in the contractor’s yard and hook power to it? A job trailer can be placed in the designated contractor area. Utilities are not provided by the government however the contractor is authorized to provide their own power source.
