About this file

This is a Question and Inquiry Form for Negotiated Bid 26-87805 issued by the Indiana Department of Administration (IDOA) for trash and recycling services. The procurement covers seven locations across Indianapolis, including the Governors Mansion, Washington Garage, Senate Garage, Ohio Street Upper and Lower Dock, Logistics Warehouse, State Surplus Property, and Indiana State Museum. Services include pickup and maintenance of dumpsters, compactors, and recycling containers ranging from 4-yard to 42-yard capacities. The question submission deadline was July 10, 2026, with responses posted by July 17, 2026, and proposals were due July 29, 2026 at 3:00 p.m. Eastern Time. The contract term is four years from execution with one optional two-year renewal period, with award recommendation targeted for August 2026.

The pricing must be submitted on an all-inclusive, F.O.B. destination basis without format manipulation and must remain firm for a minimum of 180 days from award. The form clarifies that all units at most locations are serviced three times weekly (typically Monday, Wednesday, and Friday), with the exception of the 40-yard trailer which is scheduled as needed. The IDOA leases all compactors and specifies that all compactor units are self-contained, current feed, fully enclosed units with drive-on access available at all locations. Subcontracting is permitted provided the costs are reflected in the proposal pricing. The procurement applies subcontracting goals of 8% Minority Business Enterprise, 11% Women Business Enterprise, and 3% Indiana Veteran Owned Small Business, though failure to meet these goals does not impact proposal evaluation. The State indicated it does not currently have a landfill diversion or waste-to-energy program, and award will be made to the lowest evaluated bidder or one or more vendors based on lowest evaluated annual estimated cost.

If compactors, is the IDOA looking to lease these as well.40 yard trailer is a roll off, 42 yard trash exchange is a compactor, 30 yard trash is a compactor, IDOA is looking to lease all these as well.

10Attachment H3.2 / Att D InstructionsSpecification RequirementsAttachment D, Cost Proposal, Instructions tab references a "Specification Requirements document (Attachment H)" that respondents must review and certify compliance with. The Attachment H posted with this solicitation is titled "Affidavit of Eligibility" and does not contain specification requirements. Can the State please post the correct Specification Requirements document, or clarify where these requirements can be found? This was an oversight in posting. The form referred to on Attachment D is for our RFP documents, not a Negotiated Bid as this project is. Please disregard the reference to Attachment H listed there as it is a different form in the Negotiated Bid documents. If Attachment H as posted in the bid documents is relevant to your business, please fill it out.
11Attachment D Bid CostExtended PriceShould not the Price Per Pick Up be a function of Service Frequency to calculate the Extended PriceThe state is attempting to create a simple price comparison between vendors since pick up frequency changes from container to container and from vessel to vessel. If you are not able to accurately express your price because it will change with frequency of pickup, please provide additional pricing information so the state can determine the best rate.
12OtherPartial usage of SubContractorsConfirming usage of sub contractors is allowed?Yes, you are allowed to use subcontractors as long as it is reflected in the price you provide.
