1 8/28/2020 What was the method of establishing Value for the Merchantable Timber? 1/10 acre fixed radius plots and 10 BAF prism cruise EV 2 8/28/2020 What was the date of the timber valuation? June/July 2020 EV
3 8/28/2020 Will the government reduce the value required for merchantable mber if the market value is decreased at the time of harvest? Many factors affect timber values such as time of year, weather, storm damage, timeliness of contract options exercised, etc.?
No, this was the fair market value of the timber at the time of the estimate.
Any risk associated with market fluctuations are shifted to the contractor.
There is always the possibility markets may fall, conversely they may also rise, to benefit of the contractor.
Timber prices do not fluctuate to a great extent from one quarter to the next. There are no negotiations on timber values under the timber payback clause. The contractor should bid accordingly. EV

Burning is acceptable provided an air curtain is used to control smoke obscuration of flight operations EV
5 8/28/2020 What security protocols are required for base access for delivery of heavy equipment, log truck access, service vendors, etc.?
There are no specific security requirements applied to heavy equipment and logging service vendors. All contractors are treated the same. Presently, there is an access list requirement that requires Employer, Employee's name, dates of access, Type of pass requested (90 day or DBIDS Card), and origination if beyond 100 miles from NASWF. FMD/PMEB
6 8/28/2020 Can the government clarify whether processed materials(chips, grinding, logs, etc.) can be stockpiled in the work area?
SOW 1.2.a.01 states in part, "Note, if contractor elects to chip/mulch debris on site, discarded debris shall not be stockpiled above 12” in height, nor can any mulch/debris be discarded within 500’ of the runway centerline or within the type 1 clear zone for Runway FOD avoidance. Note, the Type 1 clear zone is defined as 1000’ x 1000’ box starting at the end of each runway IAW UFC 3-260-01." Debris can be stockpiled during chipping operation further than 500' of RW centerline, and not within Type 1 CZ, but must be spread to no more than 12" high at project completion FMD/Tim
7 8/28/2020 Can contractors equipment be le inside the work areas for the dura on of the work?
Equipment can remain the designated area for clearing while work is ongoing in that area. When not in use, all booms, elevated rigs, and arms must be in the lowered position. FMD/PMEB
8 8/28/2020 Have the government acquired all the necessary environmental permits for the project? The contractor shall obtain all permits required for the project EV
9 8/28/2020 Will the government require the NPDES CGP to be obtained prior to NTP?
The contractor shall obtain a FDEP NPDES CGP for any clear cutting site greater than one acre in size. The government will not obtain the permits for the contractor. EV
10 8/28/2020 Can the contractor store bulk fuel in the work area, if so what specifica ons need to be met for quan ty and containment?
Yes, provided a secondary containment is utilized. Secondary containment needs to hold 110% of the volume of the largest container. Double-walled tanks can also be used. FMD/PMEB

Solicitation N69450-20-R-1527 ADCS Tree Clearing, NAS Whiting Field PPI # Date Submitted Question Government Response Response Provided By
15 8/28/2020 Is the contractor required to reimburse the private property owner for the value of the mber removed?
The right to revove/mitigate timber on private property has already been secured through Navy "restrictive easement" purchase. There is no expectation to reimburse the private property owner for the value of the timber removed. FMD/CPLO
16 8/28/2020 Section 1.2.b.4 - Hydroseed it states, NO WATER IS AVAILABLE ON SITE. Is this true and contractor is suppose to leave base for each load of water required to Hydroseed? This will be a substantial increase in pricing due to
40.18 acres requiring Hydroseeding.
Contractor is authorized to tie in to nearby hydrant, provided contracting officer or representative is notified. All connections require a backflow preventer at all times. FMD
17 8/28/2020 Section 1.2.b.4 - Hydroseed. Is there a water body (lake/pond) on base that the contractor will be allowed to pump water out of using a trash pump to fill Hydroseed machine?
Contractor is authorized to tie in to nearby hydrant, provided contracting officer or representative is notified. All connections require a backflow preventer at all times. FMD
18 8/28/2020 Attachment 4.2 (Non-Navy Owned Property) - Will contractor be responsible to reimburse private landowners timber removal fees for the material removed from private property. As we understand this timber was not part of the Navy reimbursement funds.
The right to revove/mitigate timber on private property was secured through Navy "restrictive easement" purchase. There is no expectation to reimburse the private property owner for the value of the timber removed.
As stated during walk-through, reimbursement for timber removal was not part of the Navy reimbursement funds (Natural Resources - POC). FMD/CPLO
19 8/28/2020 Can contractor receive Whiting Field Flighline operations schedule? Will contractor be allowed to work areas close in proximity to airfield operations during non-operations hours? This would allow completion of work in those areas much faster.
Airfield hours change seasonally depending on daylight hours. Presently, North Field is open 0645-2245, with partial opening on Sat 0900-1830 and Sun 0700-1530. South Field is open 0800-0100 M-R, 0800-2345 Friday, and partial opening on Saturday 0900-1830. Contractor may be provided closer access to runways if provided advanced approval from contracting officer, and generally during airfield closure periods. Note, all existing turfed areas must be protected or returned to original state before airfield re-opens.
Contractors are not authorized to use airfield pavement surfaces regardless of airfield opening status. FMD/AFM
20 8/28/2020 1.2.c.04- Timber Payback Clause states, Payment shall be made within 30 days of the Notice to proceed. May this be extended until later in contract once progress payments are established? 60 days from NTP??
No, we must adhere to the Timber payback Clause. No timber can be removed until the timber reimbursement payment for the full amount has been delivered to the Navy. Once payment is received by the Government, the timber becomes the property of the contractor to dispose of as they see fit. ACQ

1.2.a & b. - Work Required- It is understood in the SOW, Conversion to Turf areas, that all stumps, trunks, roots or root systems are to be removed to a depth of 12" below existing ground surface. The SOW does not state the same for Clear Cut areas. At site visit it was stated that all stumps, trunks, roots or root systems are to be removed to a depth of 12" below grade for Clear Cut areas and Conversion to Turf areas. Please verify.
Clear Cut Areas: SOW 1.2.a.01: "Remove and dispose of trees, snags, stumps, shrubs, brush, limbs and other vegetative growth to the MAXIMUM height of 12 inches above ground level." Stumps and debris are allowable up to 12" in total height above ground surface. There is no grubbing requirement in clear cut areas. Conversion to Turf Areas: SOW 1.2.b.02: Remove and dispose of wood or root matter including stumps, trunks, roots or root systems greater than one inch in diameter or thickness to a depth of 12 inches below the ground surface. FMD
23 8/28/20200 1.2.a Clear Cut - Site visit it was stated that all stumps were to be left at 12" in height. If possible, can stumps be cut flush with existing grade? Please verify harvesting restrictions in this area.

25 8/28/2020 In the Timber to Turf areas, the mulch is to left at no more than 12" thick. Hydroseeding will be sprayed on top of the mulch, correct?
Negative. SOW 1.2.b.03 applies: "Remove all cleared and grubbed material from the worksite. Dispose of material in accordance with local laws, codes, and ordinances. The area cleared will be left in a graded condition that can be mowed once grass is established FMD
26 8/28/2020
Collateral damage to landowner properties. Is the contractor responsible for damage to landowner property or has the base secured a "performance deposit" for this. This is an unusual requirement for a military facility. We have worked for numerous private owners and some are un-reasonable. When removing timber, mulching, etc... rutting and other minor items are going to take place. We are just concerned that no communication between private landowners and contractor (pre-bid) will take place.
The protection of existing features clause (SOW section 1.9) remains in force for private property as well. "The Contractor shall provide adequate protection of existing features from damage. Work damaged by the Contractor shall be repaired to original condition at no additional cost to the Government." FMD/CPLO
27 8/28/2020
Clear Zone Area- Clean-up in these areas from Single tree removal will require additional hydroseeding or seeding. Removal of single trees located in clear zones will disturb the ground once clean-up of all debris has taken place. If "minor" ground disturbance takes place, will this be required to correct? Please clarify SOW in this scenario.
Within clear zone, a finished turf surface is required. Please include hydroseeding or other repairs as needed to ensure a compatible end product is achieved in relation to surrounding clear zone areas. FMD
28 8/28/2020 CLIN 0004, Special Note states, "NF32 buffer requirements are in place for stormwater systems". Please clarify requirements, ex. Minimal distance, special precautions, etc.…
SOW 1.2.a.02 applies: "Herbicide Application note: Contractor shall maintain a 50’ buffer from all exposed stormwater conveyance systems, and shall take precautions to prevent intake of herbicide into stormwater system. (Account for slope, wind, existing surface water runoff, etc.)" The minimal distance is 50' and contractor shall take reasonable precautions to prevent inflow of herbicide to stormwater systems such as the examples listed above FMD/EV

Offerors may obtain a letter from the SBA; however, it is not required by the solicitation and in doing so does not supersede the requirements identified in the solicitation. ACQ
30 8/31/2020 What if market conditions (market flooded with timber) do not provide any or very low pricing from the sale of timber?
See Item 3
EV
31 8/31/2020 During the site visit, the KO indicated there would be no progress payments. It is the intent to only pay for work that is 100% complete? If so, is this 100% complete by CLIN or by work area?
The comment regarding progress payments is hereby rescinded. Payments will be made in accordance with FAR 52.212-4, FAR 52.232-33, DFARS 252.232-7003, and DFARS 252.232-7006. ACQ
32 8/31/2020 Will progress payments be considered? If so where in the contract should that be requested? If two bids are equal but one was requesting progress payments and one was not would the tie breaker go to the one without the request for progress payments.
Payments will be made in accordance with FAR 52.212-4, FAR 52.232-33, DFARS 252.232-7003, and DFARS 252.232-7006. Progress payments are not an evaluation factor on the Solicitation and have no impact on Award outcome. Award will be made in accordance with the evaluation criteria specifically detailed in the Solicitation. ACQ
33 8/31/2020 Can the contractor install a water well onsite to facilitate the project and abandon it once complete with work?
No. There are numerous IR sites within the base, and new wells are not authorized. FMD
34 8/31/2020 Are there any areas where aircutain burning would be permitted on this project?
Burning is acceptable provided an air curtain is used to control smoke obscuration of flight operations FMD/EV
35 8/31/2020 Can the smaller underbrush in the clearcut areas be hydroaxed/mulched and if so what size wood chips could be left on the ground in those areas.
Hydroaxing/mulching is acceptable provided the maximum debris height of 12" is maintained and no sticks or branches greater than 1" remain.
FMD
36 8/31/2020 Were the hardwoods part of the valuation of the timber? Yes EV
37 8/31/2020 Can you provide the tonage from the valuation of the timber?
No, the source for the prices for the timber products was disclosed (Timber Mart South) so we will not disclose the volumes for each. The Government estimate was provided by individual sections as well. However, the contractor is welcome to examine the timber. EV
