2 GENERAL REQUIREMENTS

2.1 Identification Passes Application for and use of badges will be as directed.

Obtain access to the installation by participating in the Defense Biometric Identification System (DBIDS), or by obtaining passes from the Base Pass and Identification Office.

30-day passes and DBIDS passes are both issued without charge. Immediately report instances of lost or stolen badges to the Contracting Officer.

a. DBIDS: DBIDS is a program in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to one year, or the length of the contract, whichever is less. The Government performs background screening and credentialing. Throughout the year the Contractor employee must continue to meet background screening standards. Under the DBIDS program, no commercial vehicle inspection is required, although vehicles may be subject to random inspection. There is no cost to obtain DBIDS credentials.

b. Base Passes: Participation in the DBIDS is not mandatory. However, if the Contractor chooses to not participate, the Contractor's personnel will have to obtain a 30-day pass, be subject to daily mandatory vehicle inspection, and may have limited access to the installation.

c. ALL occupants of a vehicle must have either a base pass or a DBIDS pass.

The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.

2.2 Safety and Environmental Plans The Contractor shall comply with Federal, State, local and base regulations pertaining to the environment, including but not limited to, water, air, solid waste, and noise pollution. Contractor shall comply with the current version of the US Army Corps of Engineers Safety and Health Requirements Manual

2.4 Asbestos and Lead There is NO known asbestos containing material (ACM) on project site and no lead based paint on this project. If materials are encountered which may contain ACM and/or lead, DO NOT TOUCH THE MATERIAL. IMMEDIATELY NOTIFY THE CONTRACTING OFFICER IN WRITING. Within a reasonable time, the Government will perform tests to determine if asbestos or lead is present. If the materials

01010 - 15 are determined not to contain ACM or lead, the Contractor shall proceed without change.

If it is determined that ACM and/lead are present and must be disturbed, the Contracting Officer may direct a change accordingly.

2.5 Hazardous Waste All Hazardous waste shall be collected, manifested, and disposed of in accordance with the requirements of the Public Works Environmental Department. Coordinate with the Public Works Environmental Director (850-623-7017) for proper disposal of hazardous waste.

2.6 Sanitation and Cleanliness The Contractor shall maintain all of its assigned work areas in a neat, clean, orderly, and sanitary condition. The premises shall be kept free at all times from the accumulation of waste material and/or rubbish resulting from the work.

These precautions shall include closing all openings, removing all loose materials, tools and equipment from exposed locations, and removing or securing scaffolds and other temporary work.

2.8 Removal of Materials All materials deemed hazardous by OSHA that are encountered during Contractor modifications shall be identified and referred to the FEAD POC. All other materials removed during Contractor modifications shall be removed from the work area daily by the Contractor and disposed of in accordance with Federal, state, and local regulations. All costs and liability associated with the disposal of materials shall be borne by the Contractor. The recycling of construction and demolition debris is encouraged when feasible.

2.9 Solid Waste Tracking All contractors shall provide tracking for all solid waste and/or recycling material generated on base. The Contractor shall submit tracking documentation prior to project completion. A sample form is attached below that will meet all documentation requirements of the Contractor. The documentation shall be submitted to the Public Works Department (PWD) Environmental Division.

2.10 Permits and Outages Any man-made cut, cavity, trench or depression in the earth’s surface formed by earth removal requires an excavation permit. In addition, the Contractor shall provide a third party utility location. Any utility or HVAC outage affecting inhabited work space, inhabited living space, or exit from an inhabited work space/living space requires an Outage Permit. Any “Hot Work” (welding, cutting, soldering/brazing, blow torches, etc.) requires a “Hot Work” permit issued to the Contractor by the Fire Prevention office (850-623-7856). Permission to interrupt any utility, communication, operational or traffic service or pattern shall be requested in writing at least 10 working

2.12 Utility Location and Damage Avoidance The contractor shall physically verify underground utility locations, including utility depth, by hand digging using wood or fiberglass handled tools when any adjacent construction work is expected to come within 3 feet of the underground system.

Contractor shall enlist a third party, independent, private utility locating company to confirm the non-existence of subsurface utilities in all excavation areas. Contractors are reminded that Sunshine 811 or equivalent utility coordinator services do not meet the intent of enlisting a third party utility locating company.

Whenever contract work involves chipping, saw cutting, or core drilling through concrete, bituminous asphalt or other impervious surfaces, the existing utility location must be coordinated with station utility departments in addition to location and depth verification by a third party, independent, private locating company. The third party, independent, private locating company must locate utility depth by use of Ground Penetrating Radar (GPR), X-ray, bore scope, or ultrasound prior to the start of demolition and construction in areas with impervious surfaces. Outages to isolate utility systems must be used in circumstances where utilities are unable to be positively identified. The use of historical drawings does not alleviate the Contractor from meeting this requirement.

Contractor shall maintain survey-verified markings throughout the duration of the project. RETURN AREAS DAMAGED AS A RESULT OF CONSTRUCTION UNDER

THIS CONTRACT TO THEIR ORIGINAL CONDITION.
