The Navy seeks four display systems for a fast jet simulator at Nellis Air Force Base, with an option for four additional systems. The systems must project threat images on the dome screen and include a separate HUD projector. Pricing is required for the initial order of four installed units in CLIN 0001, and four additional units if the option in CLIN 0002 is exercised. Responses are due within 60 days but extensions are possible. The Simplified Acquisition Threshold is $750,000. Payment will be through the Procurement Integrated Enterprise Environment.

Q: What is the weight limit for transporting System parts like the screen on the false floor if moved in one modular piece (Through the hall and into final sim lab location)?
A: The floor tiles are rated for approximately 1000-1200 lbs. Heavy machinery – such as a forklift – shall not be used for installation.
Q: What type of moving equipment can be used if a fork lift can not be, pallet jacks, hand trucks that can move up and down (Manual fork lift)?
A: Use of pallet Jacks/hand-trucks to install other equipment in the room is acceptable. Light weight manual lifts/cranes are also acceptable as long as the rating of the floor tiles are not exceeded.
Q: On Pg. 5 VTTC Display SOW For RFP - Blue Tooth Transmission in Facility, will this be a problem if a device has this capability but will not be used to comply with requirement?
A: RF transmission (including Blue-Tooth, WiFi, and cellular) is not permitted in the facility, even during installation. The system components shall not include this capability. Even if the equipment did have to this capability and it is disabled/removed it is still not allowed
Q: Will there be a greater interest in achieving the install through acceptance less then 12 weeks? Will this be viewed as more favorable to the winning solution?
A: As noted in FAR 52.211-8 on Page 5 of the RFP, “The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above.”
Q: We noticed the delivery dates on pg.5 says November 30, 2020, this is a typo and should be corrected or just assume 2021?
A: The Required Complete Installed Delivery Date contained in FAR 52.211-8 on page 5 is hereby corrected to 30 November 2021.
Q: The 3D model file of the cockpit, can we have this file to include in our design as noted on Pg. 6, 4.2.1 under Crew Station?
A: Yes. See Attached File
Q: Would you be able to share a potential award date based on current schedule?
A: The Government intends to award within the 60 day minimum proposal validity on page 2, however, the Government will seek extensions as necessary.
Q: Pg. 16 and 17 of the Released RFP, do we need to complete these questions?
A: These are not questions, Items marked with an X apply to this procurement.
Q: Pg. 21 of the Released RFP, do we need to complete these questions?
A: FAR 52.219-28 applies after contract award.
Q: Pg. 46 of the Released RFP, what is meant by Cost portion of the proposal? Will our proposal response require a technical version and commercial/cost version or does the cost only get stated according to Pg. 42 under additional Proposal Submission, “No cost or price information shall be included anywhere in the proposal except for in Section B of the complete RFP”.
A: Cost portion refers to the proposed prices. Prices shall only be filled in in Section B and shall not be contained in any other part of your proposal.
Q: Pg. 17 section (d) under 52.226.2 indicates FAR 2.101 – Simplified Acquisition threshold, can you confirm if this falls between what I found online between $750k and $1.5m?
A: The Simplified Acquisition Threshold for his procurement is $750K.
Q: Pg. 7 indicates using the WAWF site for payment requests, but this directs you to a different site called Procurement Integrated Enterprise Environment (PIEE). Does this need to be updated in the RFP or can we assume this in the new representative site for the same actions?
A. PIEE is the gateway to WAWF. If you have not already done so, you will need to establish a PIEE account and then a WAWF account.
Q: Section 1.0 Introduction states. ‘’A heads-Up-Display (HUD) image is to be projected on the screen for situations where the HMD is not used’’. We assume that with above statement that the HUD can be projected on the visual DOME screen and not another square screen acting as a HUD in front of the pilot.
A: The HUD image is to be projected onto the out-the-window (dome) screen. It will be a separate video signal requiring a separate projector and some geometry correction.
Q: Regarding the Aechelon IGs, how many IG channels are available for the projection system?
A. We currently have five video channels installed in the IG for the out-the-window display, however, there is a sixth channel we could re-designate if required.
Q: Also having some difficulty understanding the pricing requirement of a single unit price vs. an extended pricing of 4 total units. Will the government procure 4 systems guaranteed or will this contract award be subject to the government choosing a lower quantity as little as only 1?
A: The initial order will be four installed units. The option contained in CLIN 0002 will be for four installed units if exercised.
Q: Do we have to fill in all of the representations?
A: Except for FAR 52.219-28, representations shall be either filled in in the completed proposal, or in the System for Award Management. FAR 52.212-3 ALT1 is being added to the RFP and if you are relying on your representations in SAM, please mark that in this newly added provision.
Q: What should unit prices I include for CLINs 0001 and 0002 include?
A: They shall include your proposed price for installed units. That is the only payment you will receive for those units if you are awarded the contract.
