3.2 Review the three Government Furnished Materials (GFM) lists for the three F-18 tool sets; Physically inspect the GFM, and prepare a report of any and all anomalies and discrepancies with the GFM (broken or out-of-specification tools); Contractor return ship anomalous tools to the government (if required); Government ship replacement tools (if required).

To complete this action, the contractor shall thoroughly review the GFM lists for the P/N 3919AS100-1 EA-18G Aircraft Wiring System Repair Tool Set and the P/N 4205AS0100-1, EA-18G Supplemental Aircraft Wiring System Repair Tool Set. Upon receipt of the GFM from the government, the contractor shall conduct a thorough inspection of each tool that comprises the GFM. The contractor shall prepare, and submit to the government a GFM Defective Items List Report listing the condition of all anomalous items including all broken, missing or incorrect (part number) tools that may be part of the GFM. Any remaining questions regarding the GFM condition report shall be discussed at the Post Award Review teleconference. If broken or incorrect tools are found in the GFM, then the contractor shall return ship only the broken or incorrect items to the government, by traceable means, not later that (NLT) 45 days after contract award. The government shall ship replacement tools, to the contractor, NLT 45 days after receipt of the anomalous tools from the contractor.

3.3 Post Award Review (PAR) Teleconference

The contractor shall host the government for a PAR teleconference NLT 21 days after contract award. During the PAR teleconference all of the terms of this contractual effort shall be reviewed. Any remaining areas of misunderstanding or concern shall also be addressed. The PAR shall be planned for one day. The meeting may be conducted by telephone only or video teleconference.

3.4 Order the Bill of Materials (BOM)

The contractor shall order the BOMs for all of the tool sets to be manufactured under the terms of this contract. The BOMs shall be ordered immediately after the Post Award Review teleconference is declared as “passed” by the government. The contractor shall subtract the GFM tools from the total BOM that is ordered (the contractor shall not purchase any tools that are included in the GFM since they are already provided by the government).

3.5 Fabricate First Article Tool Sets and conduct First Article Inspection (FAI) The contractor shall fabricate one first article for each of the six tool sets (a total of six separate first articles). The contractor shall host the government, at their facility, for a first article inspection of all six first article tool sets, NLT 150 days after contract award. The first article inspection shall be planned for two working days.

3.6 Tool Set Production

The contractor shall begin manufacturing of production quantities of each of the tool sets after each particular tool set is declared by the government to have passed first article inspection (the contractor is not required to wait for all six tool sets to pass the first article inspection to begin production of any particular tool set). The contractor shall deliver all of the tool sets, under the basic contract, to the government NLT 210 days after contract award. After production of the tool sets the contractor shall ship the tool sets to the government in accordance with the terms of the contract.

3.7 Design Change Notices (DCN), Request for Variance and response to government Quality Deficiency Reports (QDR) The contractor throughout the course of this contractual effort is authorized to submit a DCN or Request for Variance, to the government. Typically, these documents will be submitted to correct a drawing error or a part obsolescence issue, or as part of a Value Engineering Change Proposal. When submitting a DCN or Request for Variance the contractor shall clearly state the problem and the recommended solution. The government shall approve or disapprove the DCN or Request for Variance within ten working days. If the government fails to approve or disapprove the DCN or Request for Variance within ten days, then the tool set delivery dates shall slip one day for each day of delay until the DCN or Request for Variance is approved or disapproved. Also, the contractor shall respond to government QDRs after production delivery of the tool sets during the duration of this contract. The contractor shall respond to the QDR within ten days of receipt. The government shall approve or disapprove the contractor’s response within 7 days. MIL-HNDBK-61A Military Handbook: Configuration Management Guidance, may be used as guidance for these configuration control documents.
