2. All other terms and conditions remain unchanged.

The following have been modified:

POINT OF CONTACT/NOTES:

Contracts Point of Contact:

Barbara J. Petrzilka Phone: 732-323-2067 Fax: 732-323-2359 Email: barbara.petrzilka@navy.mil

NOTES:

1. This solicitation is for an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract, for a maximum quantity of 672 Mobility Ready Storage Systems (MRSS). Two each First Article Units will be required as defined herein. The First Articles will be retained as manufacturing standards and will not be delivered as part of the production quantity. Due to the Government’s contract writing system limitations, the Contract Line Item Numbers (CLINs) are written with maximum quantities reflecting an anticipated procurement of units each year; however, the contract maximum quantity of MRSS is 672, which may be procured at any time through the duration of the contract.

2. The solicitation includes stepladder pricing on CLINs 0003 through 0006. Potential offerors are encouraged to notify the Contracting Officer prior to solicitation closing if price breaks occur at different quantities than those specified, and the solicitation may be modified to revise the stepladder structure to more accurately reflect appropriate price break quantities. Do not submit a proposal containing a different stepladder structure than reflected in the solicitation, however.

3. CLINs 0003 through 0006 are production quantities, which will be ordered after the completion and approval of the First Article Unit. Therefore, ordering under CLIN 0003 (year 1 pricing) will not begin until at least 180 days after award of the first delivery order. Pricing “per year” as required by CLINS 0003 through 0006 should be anticipated and priced accordingly.

4. The maximum quantity reflects requirements for the Navy and the Marine Corps. It is anticipated that separate orders will be placed for the Navy and Marine Corps requirements. In order to take advantage of quantity discounts, if two orders are placed within 30 days of each other that would, together, result in a discounted price, the aggregate quantity price will be used on both orders. For example, Order #1 is placed for a quantity of 40 each, and Order #2 is placed a week later for a quantity of 30 each. Order #2 will be issued using the price applicable to the quantity 51 – 100 each, and Order #1 will be modified to use the price applicable to the quantity 51 – 100. A second example is if Order #1 is placed for a quantity of 60 each, and order #2 is placed for a quantity of 30 each two weeks later. Order #2 will be issued using the price applicable to the quantity of 51-100.

5. This solicitation contains drawings and procedures subject to Export Control Laws. In order for a prospective offeror to receive a copy of the drawings, the offeror must have an approved, active DD Form 2345. Once the drawings are no longer required by the offeror (the prospective offeror chooses not to submit an offer, the offeror is not selected for award, or the offeror withdraws its offer) they shall either be returned to the soliciting Contracting Officer or destroyed and not retained by the offeror or transferred to another party.

6. Award of this solicitation will be made on the basis of Lowest Price, Technically Acceptable offer, as described in section M herein. Award is anticipated to be made on initial offers; however, if determined necessary, discussions may occur. Section L provides the proposal submission requirements.

7. The “F35 AME Mobility/Storage Rack Procedures (21 SEP 2016)” and “F35 AME Storage Fixture Procedures (21 Sep 2016)” attachments are provided as a supplement to the drawings to illustrate the procedures and provide lessons learned for assembly/disassembly.

3.2 Data (CLIN 0002) (NSP)

The contractor shall prepare a First Article Test Plan, (CLIN 0002, CDRL A001), including shipboard shock testing as detailed above, for Government approval prior to commencing with testing.

Upon completion of testing, the contractor shall submit a First Article Test Report (CLIN 0002, CDRL A002), including shipboard shock testing results, detailing First Article Test results for Government Approval.

If a failure occurs during any test a Failure Report shall be submitted IAW CDRL A003, Individual Failure Analysis Report. The final test report will be submitted only after documented failures (if any) have been corrected, and the applicable test(s) has been repeated, to verify adequacy of the correction(s).

The UID (including 2D Matrix) should be incorporated onto the data plate. If the 2D matrix can't be incorporated onto the data plate, a 2D matrix sticker can be applied onto the main data plate provided it can be done without covering any critical data. When the 2D Data Matrix is placed directly onto the data plate, the Part Number, Serial Number and CAGE human readable characters are not required. If the above cannot be accomplished, a separate data plate can be attached which contains the 2D Matrix plus the human readable characters for the Part Number, Serial Number and CAGE.
