Melissa Bucci Contract Specialist Highway 547, Bldg 562-3 Lakehurst, NJ 08733 732-323-1578 Melissa.Bucci@navy.mil

The purpose of this solicitation is for the intended single award of a Fixed Price, Five (5) Year Indefinite Delivery Indefinite Quantity (IDIQ) type contract for Jet Blast Deflectors (JBD’s) for the F-35 (Joint Strike Fighter) aircraft in support of the Aircraft Launch and Recovery Equipment (ALRE) Launcher Program.

The maximum quantities detailed on the individual CLINs in Section B do not represent an absolute quantity of each CLIN. These values are listed as a result of system constraints. The estimated quantities set forth below are illustrative only and do not represent firm quantities. The minimum and maximum amounts of this solicitation can be found in clause 5252.216-9506 “Minimum and Maximum Quantities.” All quantities to be ordered shall be in accordance with each delivery order.

In support of this contract for this Aircraft Launch and Recovery Equipment (ALRE) item, TDR 16-19017 and 16-19018 were used. The material covered in this contract will be used in a crucial shipboard system supporting the launch and/or recovery of the aircraft. The use of incorrect or defective material would create a high probability of failure resulting in a serious personnel injury, loss of life, loss of vital shipboard systems, or loss of aircraft. Therefore, the material has been designated as critical application item (CAI) material and special control procedures are invoked to ensure receipt of correct material.

All records pertaining to ALRE CSI/CAI manufacture and inspection/test shall be provided to the ALRE cognizant Technical Authority. All records shall be maintained by Lakehurst Quality Assurance (QA) and by the manufacturer for a period of seven (7) years.

STATEMENT OF WORK

The US Navy needs to modify all the Jet Blast Deflectors (JBDs) aboard all CVN’s to support the deployment of the Joint Strike Fighter. Due to increased exhaust plume temperatures and velocities created by the F-35C Joint Strike Fighter (JSF) a hardware change to modify the JBDs saltwater cooling capacity. Cooling improvements will be created by adding Sideplate Cooled (SPC) JBD panels in locations that currently use non-SPC modules. In addition to increase the cooling capacity of SPC panels the JBD Manifolds will modify water distribution orifice configuration to stay within the limitation of ship’s seawater supply system. This contract also contains currently deployed JBD parts that may need to be replaced in order to get the JBDs up to full operating capacity.

Manufacture of SPC and NON-SPC panels shall be in accordance with the drawings listed below in the following two tables and approved Technical Data Requirements (TDRs) 16-19017 and 16-19018.
