SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been added by full text:
AMENDMENT 0003
The purpose of this amendment is to provide questions and answers, as follows:
Q1) Have there been any Deviation / Waiver requests by previous manufactures for methods of manufacturing? If so, have those changes been incorporated into the current design package?
A) Yes, and all have been incorporated.
Q2) Packaging requirements – Are there specific packaging requirements for shipping to include covering for concealment from the public since these are DoD or DoD contractor distribution only for Critical Technology products?
A) No.
Q3) Do the products need to be individually packaged or can they be grouped together?
A) Per the drawing package and technical data requirements they need to be individually packaged.
Q4) Do you have requirements for shipping quantities incrementally for each of the CLINs or can all quantities be delivered by the expected duration set forth in the solicitation.
A) Per Section D of the Solicitation “Delivery Additional Info” All quantities to be ordered shall be in accordance with each delivery order. Panels are not required to be shipped incrementally, however early delivery is acceptable.
Q5) Material for production – The cost of production of 24 units in 36 months is dependent on questions #4 and #5 above, if production is required to start immediately after First Article, does the contract allow for lead time for procurement of material for the production Item 0002 article before the 36 month duration begins?
A) Production of CLIN 0002 would be required at the time of Delivery Order award to fund this CLIN, which would happen after FAT approval. Delivery of the units (Maximum quantity of 24 each) would be required 36 months after the date of delivery order award. The lead time for procurement of material required for the production of CLIN 0002 would be included in the 36 month timeframe.
Q6) Test procedure for First Article – Are there any specifics on inspection of the First article? Is the First Article inspection strictly a dimensional and tolerance check IAW drawings?
A) FAT unit will be checked against what is called out in the drawing package and technical data requirements (such as dimensional, material specs, welder qualifications, welding, paint and finish, hydrostatic tests, etc) see drawing package for this information.
Q7) DCMA inspection - how many levels of DCMA inspection can we expect. This drives cost of manpower and space for inspection procedures.
A) This would be dependent on local DCMA, however per Section E of the Solicitation, DCMA inspection would be in accordance with the drawing package and technical data requirements associated with this procurement.
