Government Response
1
Would the USN please specify the approaches/runways being equipped in order to correctly provision the localizer antenna systems (medium aperture single frequency, narrow aperture, etc.)?
The Government has added Sub Line Items within the Localizer Antenna CLINs (0002, 1002, 2002, 3002, 4002 and 5002) to include the 14 and 20 array sizes.
2
Is the use of frangible glideslope towers required for CE, SBR, and NR glideslope systems that are not installed in the runway safety area (Statement of Work (SOW) paragraph 3.1)?

Yes. The Government wishes to maintain as much configuration similarity to the greatest extent possible so antennas of a similar type shall be the same configuration.

3
Will the site preparation work completed by the Government prior to installation be In Accordance With (IAW) FAA Order 6750.16E (SOW paragraph 3.2.1.2.2)?

Yes, site preparation work is being performed by the Government IAW FAA Order 6750.16E.

4
The SOW states that “The contractor shall provide engineering and logistic support necessary to ensure a successful installation” (SOW paragraph 3.2.1.2.2). Please describe “engineering and logistic support”

The Government will install the system. The Contractor shall provide a field engineer to provide installation guidance and assist with any technical problems that may occur during installation. The Contractor will also provide spares for any parts that fail during installation and prior to FAA certification.

5
Does CLIN 0001 include a localizer and glide slope antenna? If so, which glideslope antenna configuration will be tested as part of FAT (Section 52.209-3 of N68335-16-R-0023 (a))?
The required configuration for the First Article Unit requires a Dual Frequency 14 Element Localizer Antenna and a Capture Effect Glideslope Antenna. The First Article Unit will be installed on Runway 06 at Patuxent River NAS.
6
CLIN 0001 lists FOB for the FAT equipment as destination whereas the SOW says the FAT will occur at the contractor’s facility. Please clarify.

FAT equipment is the First Article Test Unit hardware and IAW SOW 3.2.1.2.1, the contractor shall conduct and document the results of the Government witnessed, Contractor Conducted FAT at the Contractor’s Facility. Also IAW 3.2.1.2.1, final acceptance of the FAT unit will occur at the completion of successful installation on Runway 06 at Patuxent River NAS.

7
The Contractor shall develop an Information Assurance (IA) Test plan (SOW paragraph 3.2.2.1.9) in accordance with CDRL A003, Information Assurance (IA) Test Plan to assess security controls as shown in Appendix 1. Appendix 1 OT-16-20078 was not provided.

OT-16-20078 is provided under Section J “Exhibits and Attachments” as Attachment 04 to Amendment 02

8
The specification indicates “The UPS will be located within the ILS shelter”. However, although the SOW lumps all components under the “System” moniker, in actuality the ILS components are spread out into multiple shelters (Localizer, Glideslope/DME) plus a Remote Control location. Is an UPS expected at all locations (Specification paragraph 3.2.1.2)?
The location and quantity of UPS required for a Contractor’s system is up to the Contractor. UPS capability shall be required per Performance Specification 3.2.1.2. Any UPS whether one or several, shall be located in the same spaces as the ILS components.
9
Section 52.209-3 of N68335-16-R-0023 states “(h) The Government may waive the requirement for first article approval test where supplies identical or similar to those called for in the schedule have been previously furnished by the offeror/contractor and have been accepted by the Government. The offeror/contractor may request a waiver”. What is the mechanism for requesting this waiver?

First Article Approval Test shall be required. FAR Clause 52.209-3(h) is standard boilerplate language. No waiver will be approved.

10
Train the Trainer is shown in year 3 and the SOW 3.2.4.1.1 says no later than 90 days after delivery of the first production unit. Please clarify the timing of this CLIN (N68335-16-R-0023 CLIN 2008).

IAW FAR Clause 52.211-8, Time of Delivery, the First Article Unit is to be completed no later than 12 months after date of delivery order award (Year 1).

The first production unit shall be delivered no later than 12 months after receipt of delivery order (Year 2).

The Train the Trainer is required no later than 90 days after accepted delivery of first production unit (Year 3)

11
In N68335-16-R-0023, the CLIN quantities in Section SF 1449, 52.209-3 Time of Delivery (a) required delivery schedule, and the sum of the CLINs for pricing evaluation purposes are inconsistent.

Please clarify. Also, given that a single glideslope antenna will be provided with an ILS system, what quantity of each configuration will be used in the Pricing Evaluation?

A total of 31 ILS systems will be purchased under this contract. Only one localizer and one glideslope antenna will be purchased for each system. The CLINs are structured to allow the Government to purchase antennas early in order to install as part of site preparation.

IAW FAR 52.212-2, Evaluation – Commercial Items, the evaluation of price shall be the sum of the CLINs as stated in the PRICE section located on pages 37-38.

12
Changes to the antenna system to meet siting requirements will necessitate changes to the electronics configurations which conflicts with SOW paragraph 3.1 which states, “The ILS Localizer, Glideslope, Remote Control Status Unit, shelters and DME shall be a single configuration for all installations”.

The Government wishes to maintain common system configuration to the greatest extent possible. SOW 3.1 has been modified to delete the requirements for a single configuration.

13
Is it the intention of the Government to perform the flight certification associated with First Article Testing at ISEA NAS Patuxent River as identified by (First Article) in SOW Table 1? If so, will the Government be responsible for having the site preparation work completed prior to installation? Can you clarify which Glideslope configuration(s) will be tested during the FAT?

See revised SOW 3.2.1.2.1., which has removed the requirement for FAA certification as part of FAT. This unit will now be installed at an operational site and will require FAA certification upon installation. Therefore, the Government will be responsible for all FAA flight costs.

The Government will be responsible for site preparation prior to installation.

The required configuration for the First Article Unit requires a Dual Frequency 14 Element Localizer Antenna and a Capture Effect Glideslope Antenna. The First Article Unit will be installed on Runway 06 at Patuxent River NAS.

14
The SOW (SOW paragraph 3.2.1.2.2) defines the responsible party for delivery (Contractor), site preparation (Government), flight certification coordination and facilitation (Government), and engineering and logistic support to ensure a successful installation (Contractor) but does not specify who will install the equipment including the civil work to include trenching, cabling, etc. Please clarify. Also the requirement for site surveys to determine selected site suitability/location and Localizer and Glideslope configuration are not specified.
Site surveys are separately contracted through Ohio University. Civil work associated with site preparation is the responsibility of the Government.
15
Will the Navy allow to contractor to perform the First Article FAA flight certification at a designated Navy airfield?

The requirement for FAT Unit FAA flight certification will now be conducted as part of system installation at Runway 06 at Patuxent River NAS. The SOW 3.2.1.2.1 has been modified to reflect this change. IAW SOW 3.2.1.2.1, final acceptance of the FAT unit will occur at the completion of a successful installation at Runway 06 at Patuxent River NAS

16
There are CLINS for an ILS system (1001, 2001, 3001…). Please confirm these CLINs include the ILS transmitters.

Yes, these CLINs shall include the ILS transmitters.

17
ILS transmitters would be paired with the selected localizer or glideslope antenna for each site. Depending on the localizer or glideslope antenna selected, extra components may be required in the transmitter. Please confirm how the need for different transmitter configurations for the different antennas should be handled.
The Government wishes to maintain common system configuration to the greatest extent possible. SOW 3.1 has been modified.
18
What type of localizer antenna is defined in CLIN 0002, 2002, 3002, 4002, 5002? Common array sizes include 8 and 14 element. The 14 element antenna can be single frequency or capture effect. A 20 element array is also available that provides for a narrow course angle and helps with installation that have lateral obstructions.
The Government has added Sub Line Items within the Localizer Antenna CLINs (0002, 1002, 2002, 3002, 4002 and 5002) to include the 14 and 20 array sizes.
19
Please confirm the Government will handle civil work (foundations, cable burial, etc.) as part of the site preparation defined as Government responsibility in SOW paragraph 3.2.1.2.2.

IAW SOW 3.2.1.2.2, the Government shall be responsible for having the site preparation work completed prior to installation. This includes all necessary civil work.

20
Please confirm if it is desired the contractor provide all cabling and hardware needed for installation. For localizer systems, the distance from the equipment shelter and the antenna often varies. Please clarify what value should be used for this distance?

The Government will install and provide all necessary cabling as determined by the site survey and Contractor’s Facilities Requirement Document.

21
Paragraph 3.2.1 of the Performance Specification indicates the ILS shall be capable of operating from commercial power and an uninterruptable power supply. Does the government require the contractor to supply an uninterruptable power supply?

IAW paragraph 3.2.1.2 of the performance specification, the Government requires the contractor to supply an Uninterruptable Power Supply.

22
ILS equipment often includes batteries that allow systems to operate for a short time in the event of a power outage. Are these integral batteries required?

Yes, the batteries are required. IAW Performance Specification paragraph 3.2.1.2, the UPS shall be capable of powering the ILS for at least 10 minutes and allow for an orderly shutdown.

23
When transitioning from page 7 to page 8 of the performance specification the paragraph numbers jump from 3.6.1 to 3.6.4. Please confirm that no intended requirements are missing.

There are no requirements missing. Typographical error in paragraph numbering. There are no paragraphs 3.6.2 or 3.6.3 in the performance specification.

24
Regarding CLIN 0001 through 0006. CLIN 0001 is for an instrument landing system. This is specified to be quantity one. CLINs 0002 through 0006 seem to allow the government to select antennas to be supplied with CLIN 0001 to form a complete system. These are allowed to be for up to 6 systems. Should CLINs 0002 through 0006 be for only one system? Please clarify if the test program to qualify the system purchased in CLIN 0001 is intended to include testing with more than one Glideslope Antenna.
Testing is to be conducted with a single antenna. CLIN 0002 through 0006 allows the Government to advance purchase antenna configurations to be installed prior to ILS installation, if necessary.
25
Please provide detail on what activities are expected from the contractor in installing the 1st article system and the production systems. For example would the government’s site preparation include all foundations work required, installing all buried cables, interface utility power to the shelters?

In addition to the information contained in SOW 3.2.1.2.1., the Government shall be responsible for all foundations and site preparation work. The contractor is to provide field engineering support for any issues that may arise during installation of the ILS.

26
Please confirm if the cable from the ILS shelters to the Remote Control and Status Units is the responsibility of the government or the contractor.

The cable from the ILS shelter to the RCSU is the responsibility of the Government.

27
CLIN 5002, 5003, 5004, 5005, 5006 on pp. 21-23 of solicitation show maximum quantities of 6 however the CLIN Table on pp. 37, 38 shows evaluated quantities of 1 each for these CLINs. Please clarify which numbers are correct.

Both numbers are correct. CLINs 5002-5006 of the solicitation state a maximum quantity of 6 each. The table on pages 37-38 is for evaluation purposes.

28
Please clarify how the government intends to confirm the acceptable equipment configuration for each site.

Independent site surveys are being conducted at each site by the University of Ohio. The site survey report is identifying the antenna configuration required at each site.

29
What configuration is required for the First Article Unit?

The required configuration for the First Article Unit requires a Dual Frequency 14 Element Localizer Antenna and a Capture Effect Glideslope Antenna. The First Article Unit will be installed on Runway 06 at Patuxent River NAS.

30
CLIN 0001 states that the contractor is responsible for the production, test and installation while CLIN 1001, 2001, 3001, 4001, and 5001 specify production of the ILS IAW SOW paragraph 3.2.1.2.2. Please clarify if the government or the contractor is responsible for the hard installation of production units.

The Government is responsible for the hard installation of the production units. The Contractor is responsible for field engineering support during installation of the production units.

31
I am writing to quickly inquire about the requirement for Commercial Instrument Landing System (ILS) - N68335-16-R-0023. I am wondering if this is a completely new requirement or is a contractor currently performing this work? If the latter, are you able to provide the incumbent information: contractor name and contract number?

The Instrument Landing System is a new requirement.

32
SOW paragraph 1.0 (Scope) describes this work as the effort required to produce, test, and install a Commercial Instrument Landing System (ILS). Please confirm that all contractor turn-key installation costs (which includes un-packaging, assembling, and verifying the operation of the unit at the designated sites) should be included in the production CLIN pricing (CLINS 0002 thru 5006).
IAW the SOW, the Contractor shall bear the costs associated with turn-key installation.
33
There appears to be a discrepancy for delivery. SOW 3.2.1.2.2 indicates "Upon approval of the CDRL B004 for each unit, the contractor shall deliver the production unit to the site location identified within individual delivery orders." Solicitation N68335-16-R-0023 TIME OF DELIVERY indicates delivery address to be "Naval Air Systems Command, John Clark, Attn: Receiving Officer, Bldg 8115, St. Inigoes, MD 20684-4013" for all CLINs except 2008. Is equipment to be delivered to the individual sites or to the Naval Air Systems Command MD?
The equipment will be delivered to the site location identified within the individual delivery orders IAW SOW paragraph 3.2.1.2.2. The anticipated installation sites are identified in Table 1 – Commercial ILS Replacement Sites, of the SOW. See Amendment 02 for the revised Delivery Address information in the Time of Delivery clause, which is now consistent with SOW paragraph 3.2.1.2.2.
34
SOW Paragraph 3.1, first paragraph, states "The ILS Localizer, Glideslope, Remote Control Status Unit, shelters and DME shall be a single configuration for all installations". Please clarify this statement since we understand there will be multiple configurations to accommodate the differing glideslope types.
The SOW paragraph 3.1 has been modified to remove the requirement of single configuration.
35
Paragraph 3.2.1.2.1 (FIRST ARTICLE TEST (FAT)/INSPECTION/ACCEPTANCE – CLIN 0001) states “The contractor shall be responsible for any fees or costs associated with the FAT FAA flight certification.” While paragraph 3.2.1.2.2 (PRODUCTION UNIT TESTING/INSPECTION/ACCEPTANCE – CLINs 1001, 2001, 3001, 4001 and 5001) states “The Government will be responsible for having the site preparation work completed prior to installation and will coordinate and facilitate the FAA flight certification”. The paragraph 3.2.1.2.2 statement implies that the government may be handing flight check costs during production. Please clarify who will pay for flight check costs for both First Article and Production.
SOW paragraph 3.2.1.2.1 has been modified and no longer states “The contractor shall be responsible for any fees or costs association with the FAT FAA flight certification”. Therefore, IAW SOW paragraph 3.2.1.2.2, the Government will be responsible for having the site preparation work completed prior to installation and will coordinate and facilitate the FAA flight certification.

The contractor is not responsible for the FAA flight certification costs of the production units.
