Statement of Work
Manufacture/Purchase and Delivery of
MHU-191A/M MUNITIONS TRANSPORTER COMPONENT PARTS
16 June 2014
1.0 Introduction
1.1 Purpose:
This statement of work defines and describes the requirements for the contractor to provide component parts for the MHU-191A/M Munitions Transporter in accordance with Appendix A. In addition to the manufacture/purchase of the parts listed in Appendix A, the contractor shall perform inspection in accordance with ISO 9001 or equivalent. The contractor shall manufacture/purchase, inspect, and deliver parts over the life of the contract as defined in Section B of the solicitation.
1.2 Background:
The MHU-191 Munitions Transporter is used both on land and aboard ships by the Navy and Marine Corps to transport various weapons, stores, and equipment through the use of adapters that pin to the rails of the MHU-191 Munitions Transporter . The parts associated with this Statement of Work are component parts used to convert the MHU-191/M to the MHU-191A/M Munitions Transporter.
2.0 Scope:
This acquisition is structured for the contractor to manufacture and inspect the manufactured parts (Appendix A, Part A: Manufacture Parts) and procure the COTS Parts (Appendix A, Part B: Hardware/COTS Parts). Prior to full rate production the contractor shall produce two pilot production units consisting of the parts listed in Appendix A. Upon satisfactory completion of all pilot production inspections, the Government will provide a release for production for units awarded through the life of the contract.
3.0 Task Requirements:
3.1. Program schedule: Within 30 days after contract award, a program schedule will be delivered in accordance with CDRL A001. The program schedule will outline all steps in the manufacturing, purchasing, inspection, and delivery of the MHU-191A/M Munitions Transporter components parts.
3.2 Acceptance Plan: Within 60 days after contract award, an acceptance plan shall be provided in accordance with CDRL A002. The acceptance plan shall include all drawing and/or specification requirements for each part number, data/certification sheets and methods/procedures to perform the inspection. The plan shall also list all equipment and measurement tools (with calibration certifications as required) that will be used during inspection.
3.3 Pilot Production Unit: Two Pilot Production Units, consisting of the parts and quantities indicated in Appendix A, shall be inspected in accordance with the drawings. Inspection shall commence 120 days after the contract has been awarded for a duration of 45 days.
One hundred percent (100%) inspection in accordance with the drawings shall be completed by the contractor in accordance with CDRL A002. The approved pilot production units shall be tendered for delivery with the last shipment of the first Delivery Order (DO) under this contract. The contractor shall refurbish the pilot production units to the production configuration as necessary to place it in ready for issue (RFI) condition.
3.3.1 Pilot Production Unit Inspection Report: Within 30 days after the completion of all parts inspections, an inspection report shall be delivered in accordance with CDRL A003.
The report shall document the results of all inspections. If any parts fail inspection, the contractor shall provide a detailed description of the failure, steps taken to correct it, and recommendations to correct the underlying cause of the failure.
3.4 Full Rate Production (FRP): After the approval of the Pilot Production Units, Release for Production will be provided in writing by the Contracting Officer to authorize the contractor to begin the production/purchase of parts under contract. Prior to Release for Production, all purchase of materials or COTS items and manufacturing shall be at the contractor’s expense and risk. Within 90 days of the release for FRP, the contractor shall begin delivery of the production parts and will continue to do so at a rate that is in accordance with Section F of the contract.
3.4.1 Production Inspection: One (1) of each part listed in Appendix A: Part A. Manufacture Parts shall be inspected by the contractor in accordance with CDRL A002. Each component shall be inspected at a rate of one (1) out of every one hundred (100) manufactured. Failure/non-compliance of a unit shall result in one hundred percent (100%) inspection of the next 50 units or remainder of the delivery order (DO) whichever comes first. If any damage occurs during the production inspection process, production units that pass inspection shall be refurbished to the production configuration as necessary to place them in ready for issue (RFI) condition and then tendered for delivery. Production Inspection Reports shall be delivered in accordance with CDRL A004 within 15 days after inspection.
3.5 Systems Engineering
3.5.1 Product Configuration Identification: The current approved technical documentation for the Configuration Items (CI) is set forth in the specifications, drawings, and associated documents referenced therein.
3.5.2 Configuration Control: The contractor shall submit Class I and Class II Engineering Change Proposals (ECPs), and all minor, major, and critical Requests for Deviation/Waiver (CDRLs A005, A006, and A007, respectively).
3.5.3 Quality Assurance Program: The contractor shall establish and maintain a quality system that adheres to the requirement of ISO 9001 or equivalent and all FAR clauses within the contract.
3.5.3.1 Responsibility for Inspection: The contractor is responsible for the performance of all inspection requirements. The contractor may use his own or any other facilities acceptable to the Government and suitable for the performance of the inspection specified.
The Government reserves the right to perform or witness any or all of the inspections.
3.6 Support of Technical Interchange Meetings: The Government intends to conduct at least two technical interchange meetings prior to the manufacturing/purchasing of the Full Rate Production parts. The first will be the post award meeting occurring on or about 30 days after contract award and will be held via site visit or phone con. The purpose of the meeting will be to review the program schedule and technical drawings/parts specification to address any questions and concerns on the performance of the contract. The second meeting will be held after inspection of Pilot Production parts to address any issues or concerns with the producibility or purchasing of the parts. The contractor will be responsible for hosting the meeting (approximately 5 government attendees), preparing any review material and for recording and delivering the minutes of the meetings in accordance with
CDRL A008.
3.7 Packing, Handling, Storage, and Transportation: Packaging, preservations, and shipping shall be in accordance with the best commercial practices available and shall provide protection from normal climatic/weather conditions and incidental mishandling during shipping. The items shall be shipped “FOB Destination.”
