Question (1): Ref: Attachment (2) PWS - Seed Project CTO S-1 Disposal – Section 3.4

Is the government able to provide any historical data for waste characterization of the RME waste?

Answer: See Attachment (6), lab certification of RME from the previous U-12 disposal contact. It would be the same categorization as that RME.

Question (2): Ref: Attachment (a) Quotation Sheet

If no analytical data of the RME waste is available, shall the Contractor assume that the

Solids in CLIN 0001 is hazardous waste with D001, D004 to D011 (but total mercury less than 260 mg/kg), and D018 waste codes for bidding purposes?

Answer: N/A

Question (3): Ref: Attachment (a) Quotation Sheet

Does the 40CFR 261.2(c)(2)(ii) exclusion apply to CLIN 0002 Liquids (fuel) if the liquid is burned for energy recovery?

Answer: The contractor is responsible for compliance with Guam EPA and other regulators regarding any need to test the RME liquid and sludge and to determine if there would be any issues burning this before choosing to burn it.

Question (4): Ref: Attachment (a) Quotation Sheet

If the 40CFR 261.2(c)(2)(ii) exclusion does not apply to CLIN 0002 Liquids, shall the

Contractor assume that the liquid is hazardous waste with D001, D004 to D011 (but total mercury less than 260 mg/kg), and D018 waste codes for bidding purposes?

Answer: Assume that 40CFR 261.2(c)(2)(ii) applies

Question (5): Ref: Attachment (1) PWS - DFSP Guam Waste Disposal – Section 3.2

Will laboratory sampling be ordered under a separate CLIN if required or will the Contractor need to build it into their per gallon rate.

Answer: No

Question (6): Ref: Attachment (c) Addendum to 52.212-1: Section (3) Factor 2 – Experience

The instructions are not clear whether we are to include Experience for Teaming Partners in our Factor 2 Submittal. Would the Government please advise whether the Contractor is able to include Teaming Partner experience as part of the 5 Submittals of Experience as allowed for under this section?
