NOTES TO OFFERORS

1. Offerors shall complete Section B for all line items. Offerors shall fill in the Contract Line Items (CLINs) in Section B and the table in B20, by stating the unit price for each item by quantity, CLIN, and step as required. Offerors are to submit pricing for ALL CLINs.

2. For any items proposed at a unit price of $5,000.00 each (or higher), DFARS Clause 252.211-7003 UNIQUE ITEM IDENTIFIER (UID) shall apply (See RFP Section I). This clause also requires that UID information must be submitted in WAWF and that a UID tag must be affixed to the item prior to shipping.

3. In order to receive the drawings/specifications/TDP/GFI, the company must be registered in the DoD Joint

Certification Program (JCP). Once approved for the JCP the company will have access to the drawings through FBO. The TR-338C transducer drawings, NAVSEA Drawing Number 53711-7634071A, is available upon request for INFORMATIONAL PURPOSES ONLY. The Government does not warrant any of the data in the TR-338C transducer drawings and a “build to print” approach may not constitute an adequate technical response.

4. A classified appendix forms part of this request for proposal. In order to receive the classified appendix offerors must have a Confidential Clearance and be registered with the JCP. See website http://www.dlis.dla.mil/jcp for further information. Requests must be emailed to Danielle.L.Ventura1@navy.mil with the following information:

Company Name Address Point of Contact Telephone Email Cage Code Joint Certification Program Number JCP Registration Expiration Date

5. A deadline for Industry submission of Classified Appendix Requests is hereby established. The deadline for requests is 2:00 PM EST on 14 April 2017. After this date and time, the Government may not respond to requests.

6. A deadline for Industry Submission of Questions is hereby established. The deadline for RFP questions submission is 2:00 PM EST on 15 May 2017. After this date and time, the Government may not respond to questions received.

7. The contract minimum quantity referred to in paragraph (b) of FAR Clause 52.216-22 ‘Indefinite Quantity’ is 3 First Article units under CLIN 0001.

8. The government will establish the contract ceiling and populate the section B pricing structure for the stepladder production units as follows upon award:

a. The dollar value ceiling will be established using the same calculation as is applied to arrive at the total evaluated price. See provision M32X section 3.1.

b. The maximum quantity of production units established will be calculated by dividing the dollar value ceiling by the unit price from the highest quantity range. If the calculation results in a fraction of a unit the quantity will be rounded up regardless of the fraction value.

9. The TR-338 transducers are transducers which are "top sounders" that project and receive acoustic energy for high resolution echo ranging functions on submarine sonar systems. Historically, the TR-338C transducers have been categorized as “Grade A” devices, but have been re-categorized as “Grade B” devices in terms of shock test survivability measures and thus this follow-on procurement will be procured as such. A “Grade B” device is one whose operation is not essential to the safety and combat capability of the ship, but could become a hazard to ship operations as a result of exposure to shock. The unit is allowed to malfunction as a result of shock, but must remain fully intact due to the possibility of debris causing harm to personnel or other equipment. This means that the TR-338D transducers must withstand the Underwater Explosive Shock Testing without physical damage but are not required to be operational thereafter. The change in shock test survivability categorization is an important factor that the Government expects will open the design space for consideration of alternative types of ceramic, and/or other transduction technology to reduce the program risk currently associated with the legacy TR-338 series design technology (Navy Type IV, Barium Titanate). Note that although legacy TR-338 transducers met the requirements of “Grade A” shock, Barium Titanate became difficult to source reliably.

Amendment 0001

The purpose of this amendment is:

1. To provide offerors with an updated TR-338D Transducer Critical Item Performance Specification (CIPS).

See bullet 3 above concerning access to restricted documents associated with this RFP.

2. To respond to questions received from industry. Questions and answers posted below.

Question 1) Is it acceptable to procure fired Barium Titanate block from an overseas source, then process the finished material through grinding to size, electroding, poling, and test?

RESPONSE: The contractor is not prevented from obtaining material from an overseas source as long as it is International Traffic in Arms Regulations (ITAR) compliant.

Question 2) Is it acceptable to substitute Type I PZT for obsolete Barium Titanate ceramic to provide a TR‐338 device with very similar, but not exact, acoustic performance characteristics? Following First Article qualification, would the USG consider this new configuration as a practical replacement and adjust the formal acceptance criteria accordingly?

RESPONSE: The Government will evaluate the solution proposed against the solicitation requirements and

CIPS.

Question 3) Would the USG award a dual path First Article approach where one approach uses Type IV, Barium Titanate, and the second approach uses a Type I PZT as risk mitigation to schedule and technical risk?

RESPONSE: The Government would not be able to fund such an approach. The Government plans to fund three (3) first article (FA) transducers. Each FA transducer will be put through different environmental qualification tests in parallel in order to perform FA qualification most efficiently.

Question 4) Considering the high resolution echo ranging function of the TR‐338 transducer on submarine sonar systems, why was the maximum operating temperature range specification changed from +32 degrees C to +40 degrees C?

RESPONSE: The Government has put in a significant amount of effort to characterize the possible environmental conditions that submarines experience and has made an effort to standardize the CIPS for all transducers. This change came about as a result of the research and the standardization.

Question 5) Has the incumbent supplier delivered fully compliant TR‐338 transducers that have met all performance specifications without the need for Waivers or Deviations?

a. If so, can redacted test data (plots) be provided to show TVS, FFVS, and Beam Pattern compliance over the operating temperature and pressure limits imposed by the CIPS?

RESPONSE: Information concerning the incumbent supplier deliverables will not be provided. The current TR‐338D CIPS is up‐to‐date and reflects the performance requirements.

Question 6) With respect to the Insulation Resistance requirement of 100 Mohms @ 500 VDC, has the 15 year service life requirement been empirically validated using operational TR‐338 transducers over the same 15 year time span?

RESPONSE: The 15‐year life requirement is an FA qualification test which is not empirically validated over 15 years.

Question 7) Regarding CIPS Section 3.4.4, Thermal Shock, reduced acoustic performance is allowed as a function of time from exposure to ‐40 degrees C (ambient) to in‐water acoustic performance between ‐3C and 0C with a limit of Delta = (TVR – TVRspec) + (FFVS – FFVSspec) per the figure therein. This figure also suggests that test intervals of T = 0 minutes, 5, 15, 30, and 60 minutes are required to validate compliance with acoustic performance versus Thermal Shock.

a. Has the incumbent supplier met this requirement without exception?

b. If so, can redacted test data (plots) be provided to show TVR and FFVS performance as a function of time?

RESPONSE: Information concerning the incumbent supplier deliverables will not be provided.

Question 8) Once the contractor has delivered the 3 First Article units for USG testing, assuming success, when can the contractor expect the USG will complete government testing of these units?

a. When can the contractor expect an award for production?

b. Will production awards be a single award annually?

RESPONSE: The Government has 180 days to perform this testing. The Government may procure production transducers via delivery orders issued based on available funding and inventory.

Question 9) When was the last delivery made by incumbent contractor of the TR‐338 transducers?

a. Did the TR‐338 transducers delivered by the incumbent contractor, previous contract

(N66604‐09‐D‐1040), require any waivers or deviations to any of the performance specifications?

RESPONSE: Information concerning the incumbent supplier deliverables will not be provided.

Question 10) Will the USG accept an alternate proposal, i.e. CPFF, for First Article?

RESPONSE: The resulting contract from this solicitation will be firm fixed price (FFP); however, the Government recognizes the hardship, for small and large businesses alike, that delaying FA transducer payment until FA acceptance presents. For this reason, the Government established performance based milestones (see solicitation attachment 2) so that the contractor can be paid up to 80% of the FA transducer cost upon FA transducer delivery.

Amendment 0002

The purpose of this amendment is to respond to questions received from industry. Questions and answers posted below.

Question 11) The Delivery Schedule for CLIN 0003 (Production Transducers) on Page 25 of 77 states that transducers are required 9 months after Delivery Order issuance. However, on Page 68 of 77, Technical Proposal requirement 2.1 (Schedule/Milestones/Throughput) states that “…The Offeror shall demonstrate its manufacturing capacity to support a production rate of 3 transducers per month on a non-interfering basis with any other of its contractual obligations”. Please clarify this conflict.

RESPONSE: Nine months after delivery order (DO) award is the requirement for the start of transducer delivery.

A production rate of three (3) transducers per month is the throughput requirement. As an example, if the Government places an order for quantity 15 transducers, the contractor is required to deliver quantity three (3) transducers nine (9) months after DO award and three (3) transducers each month thereafter until DO completion.

Fifteen transducers would take five (5) months so the contractor should complete delivery thirteen months after DO award.

Question 12) The Solicitation provides a Performance Based Milestone Plan for CLIN’s 0001 and 0002, but does not provide one for CLIN 0003. Please provide such a plan for CLIN 0003.

RESPONSE: The Government does not plan to include Performance Based Milestone Plans for the production CLINs. Each time the contractor makes a delivery however, it may invoice for the transducers delivered.

Amendment 0003

The purpose of this amendment is to respond to questions received from industry. Questions and answers posted below.

Question 13) Can the Government make available drawing 50225-00292TC, the Test Cable Assembly for the TR- 338 Transducer?

RESPONSE: Drawing 50225-00292TC, Test Cable Assembly for the TR-338 Transducer, has been made available. See bullet 3 above concerning access to restricted documents associated with this RFP.

All other terms and conditions remain unchanged.
