QUESTIONS N64498-18-R-5093 Set 3
1. The Attachment A (RSC Performance Specification) only addresses Windows 10 and COTS Software & drivers to support the hardware. Is a Software Program Quality Plan needed?
Response: Yes. Follow requirements as written.
2. These requirements specify filename extensions for Microsoft Office files as .doc, .xls, and .ppt. The filename extensions associated with Microsoft Office 2007 and later are .docx, .xlsx, and .pptx. Are .docx, .xlsx, and .pptx files acceptable to the Government?
Response: Yes. Provided they are associated with Microsoft Office 2007 and later.
3. 27. L.3 Table entry for Subfactor B-2 is identified as "Quality Assurance, Reliability and Maintainability Plan." However, sections L.3.3.2 SUBFACTOR B-2 and M.3 Sub-factor B-2 are labeled as "Quality Assurance, Reliability and Maintainability Plan, Configuration Management, and Software Development Plan." Since the RFP for the Repair System Console seems to be a system hardware development effort, please confirm whether the Software Development Plan mentioned in sections L.3.3.2 SUBFACTOR B-2 and M.3 Sub-factor B-2 is to be provided.
Response: Yes. Follow requirements as written.
4. This requirement specifies software to be used to “zip” or compress files. The .zip compression format is an industry standard and can be created by other software than PKZip and WinZip. Is this requirement intended to limit compression schemes to the industry standard .zip file, or is there a further reason the Government requires these particular software packages?
Response: Follow requirements as written. Compression tools are limited to PKZip or WinZip.
5. Is there a power requirement for battery charging level when equipment is shipped?
Response: It is expected the vendor will maintain the battery charging level at Full Charge (100%) when equipment is shipped.
6. Regarding: The Contractor shall be appraised at a ndt maturity level three (3) or higher by a certified SEI appraiser and must utilize their CMMI processes in performance of this contract. The Contractor shall develop all software following the ISO/IEC/IEEE 15289, Second Edition: Systems and Software engineering – Content of life-cycle information items (documentation), section 10. The Contractor shall follow software development processes such as those developed for compliance with SEI SW CMMI Level III.
Please advise why NSWC is requiring CMMI maturity level III? There does not appear to be any true software development required by the contractor. This requirement will drive cost tremendously higher while significantly limiting the number of potential bidders. Changes to BIOS, operating system settings, loading of third party software and drivers does not warrant invocation of CMMI L3. Will NSWC consider removing this requirement?
Response: Follow requirements as written.
7. The 1.1.9 requirement reads, "The Contractor shall also provide a copy of the full development environment capable of compiling all Contractor developed software in the form of a fully loaded COTS desktop PC or laptop PC. This PC shall be a one-time delivery and shall be delivered as part of CLIN 0001 or CLIN 0003, whichever is delivered to the Government first." However, Attachment D shows that 1 Maintenance Laptop will be provided with each INCO Kit and OBRP Kit. What quantity of laptops should be included in our proposal?
Response: As stated in 1.19, the development machine shall be in the form of a fully loaded COTS desktop PC or laptop PC. If the vendor decides to provide a fully loaded laptop vice desktop pc, this is the only laptop required in this Solicitation.
8. This section states that the contractor shall provide a 24-month warranty from the date of installation and that this shall be marked on the equipment and container. As the contractor is not responsible for the scheduling of the actual installation, should the warranty begin at the date of delivery?
Response: No. As written, for 2 years (24 months) from the date of installation.
9. Regarding Performance Spec 3.3. Are solid state disk (SSD) drives prohibited under this requirement?
Response: Follow requirements as written.
10. This section addresses detailed requirements regarding the documentation and development of software (in accordance with Attachment A - RSC Performance Specification). The RSC Performance Specification only addresses Windows 10 and COTS Software and drivers to support the hardware. Are there additional software programs or products that need to be developed via this solicitation that are not clearly defined in the RSC Performance Specification?
Response: Follow requirements as written.
11. The RFP for the Repair System Console seems to be a system hardware development effort, are software development CMMI Maturity Level 3 requirements applicable?
Response: Follow requirements as written.
12. Initial Product Test states 4 weeks of contractor support for one engineer and one technician at Land Based Engineering Sites. Are these hours already included in the Level of Effort Table on Page 2?
Response: Yes.
13. Is a locking capability needed for mechanically sealed enclosures, as they are intended to remain closed except at depot repair? Please confirm what the USG considers an LRU to be.
Response: A line-replaceable unit (LRU), is a modular component of a ship that is designed to be replaced quickly at an operating location (1st line).
An LRU is usually a sealed unit such as a computer or other auxiliary equipment.
14. Are the specification requirements for this Information Assurance section applicable to this solicitation, which is more of a hardware scope?
Response: Yes. Follow as written.
