QUESTIONS N64498-18-R-5093 Set 2
1. The Level of Effort Table indicates that all man-hours are to be split evenly between Contractor and Government Site. Does the Government desire this allocation to be used for pricing purposes only? The actual performance will not be allocated in this manner; for example, the Field Engineer’s effort will be 100% Government Site activity.
Answer:
The chart shows the estimated composition of the 48,490 man-hours of direct labor, but note the Government has no intention of exhausting all of these hours during the life of the contract.
2. A statement instructs the Contractor “do not try to back into the total of the Not to Exceed amount”. Does this instruction only apply to the LOE Engineering Services CLINs or does it apply to all NTE CLINs (CLIN 0027 - Support Cost/ODC, CLIN 0029 - PIO-INCO Spares, CLIN 0030 - PIO-OBRP Spares, and CLIN 0031 – Storage)?
Answer:
This applies to all NTE CLIN’s.
3. Supplies or Services and Prices (page 2) CLIN 0027 has a NTE value of 2,800,000.00 for Support Cost/ODC; however, on page 18 it is shown as a 2,000,000 amount. Please clarify this discrepancy.
Answer:
This should be $2,000,000.00. Solicitation page 18, CLIN 0027 description is correct.
4. Section L states, "Offerors shall provide a list of at least two (2) contracts or subcontracts presently active or completed within the past three years for which tasks supported the federal or local government. Section M states, "Recency is considered work performed within the past (5) Five years." Please clarify whether projects should have been completed within the last three or the last five years.
Answer:
Section L is referring to what we want you to submit for review as it relates to Government work.
Section M is saying how we are going to review what you submit and the 5 year reference is for all contracts in the last five years not just Government. (If we pull our own past performance we will not look at past performance older than 5 years from the closing date.)
Just be sure to follow the instruction in Section L so you meet the requirement.
5. The Non Destructive Test (NDT) Examiner position is listed in Section 2.1.3 (Other Personnel Categories), but it is not included in the Level of Effort Table (Page 2). Should this position be added to the Level of Effort Table? If so, please provide Level of Effort data.
Answer:
Yes
6. As some of this work may include shipboard efforts, if a task order requires shift premium or hazardous duty, will this be addressed in the pricing at the task order level?
Answer:
Yes
7. This requirement states "paper, single-spaced at 1 with spacing before and after paragraphs set at –0– and left aligned paragraphs." “Heading” paragraphs are best surrounded by white space. Will the Government clarify whether this requirement applies to only “body text” paragraphs in Microsoft Word documents, or will white space around "heading" paragraphs be acceptable?
Answer:
Yes white space around "heading" paragraphs will be acceptable
8. Electronic Files shall be submitted on CD-ROM; however, there is no reference to the quantity of CD-ROMs. Please identify the number of CD-ROMs that are to be submitted with the proposal package.
| Answer: |
| There is no CD-ROM limit. |
9. Section L.2 specifies a font size of 12 “throughout the document” (Section L.2.3(2)g reiterates this). Section L.2.3(2)e specifies a font size of 10 in spreadsheets. Section L.2.3(2)i specifies a font size “no smaller than” 8 in tables and illustrations. Can the Government clarify whether all three sizes are meant to be understood as minimums?
Answer:
Yes they are minimums.
10. This section contains a numbered list of requirements. The list begins with item (1) but the next item is numbered (8); the list continues to item (13). This appears to be an error in Word formatting. Can the Government confirm that the list of requirements in Section L.3.2-1 is complete and that it should be numbered (1) through (7) instead?
Answer:
Nothing is missing the numbering should be 1 to 7.
11. Indirect Cost - is the most recent Forward Pricing Submittal adequate for basis of rates provided?
Answer:
Yes any indirect rate substantiation will be accepted and if not adequate, additional information could be requested in discussions.
12. This section specifies that the document “shall not be embellished with any cover or binding.” Is a “plain” informational cover and 3-ring binder acceptable to the Government?
Answer:
Yes. No proposal will be rejected because of a three ring binder.
13. Will the Government clarify in which volume Section K representations and certifications ought to be included, and whether this material is included in page limitations?
Answer:
Include anything you need to attach for section K as an attachment. It will not count toward the page limit.
14. In Sections L.3.3.5 and C 2.1.2 the key personnel positions are listed as Senior Engineer, Senior Software Engineer, and Field Engineer. In Section M.3, Subfactor B-5, the key personnel positions are listed as Senior Engineer, Software Engineer, and Field Engineer. Will the Government confirm that Senior Software Engineer is correct?
Answer:
Senior Software Engineer is correct.
