B. The following are responses to Request for Information:
THE OFFEROR MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT ON A SIGNED
COMPANY LETTER HEAD.
RFI #01: Is this an unrestricted acquisition (Page 1 #4) or is this a set aside business acquisition (Page 8 Tab #6)?
RESPONSE: This is an unrestricted procurement. See Paragraph #4 on page 1 of the combined synopsis/solicitation for details.
RFI #02: US Naval Remote Survival, Evasion, Resistance and Escape (SERE) training center in Warner Springs, the Mountain Warfare Training Camp Michael Monsoor in Campo and Camp Morena. Will these locations be needing weekly, permanent collection services or on call temporary services and are they “required”?
RESPONSE: See ELINs 0042AA through 0042AF on Attachment J-1503030-02 ISWM INVENTORY for details regarding container sizes and frequency of pickup. The column titled “Sizes / Weeks” provides details on the frequency of the pick-ups. Upon award of the contract, the Contractor will coordinate with the customer to develop a mutually agreed to collection day pick-up.
RFI #03: Will the Navy accept any exceptions to the solicited RFP and or agreement?
RESPONSE: No, see Item A(6) above for details.
RFI #04: Our team would like better clarification as to the Subcontracting plan. Does Contractor need to use a small business and have that small business sub work to contractor OR does contractor need to be prime contractor and sub some work out to a small business.
RESPONSE: The solicitation is open to small and large businesses. If the contract is awarded to a small business, the Offeror must comply with the limitation of subcontracting clause, FAR 52.219-14 (c)(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. See FAR 52.219-14 Limitations on Subcontracting for details.
If the contract is expected to exceed $700,000 and awarded to a large business, the awardee must comply with FAR 52.219-9 Small Business Subcontracting Plan. The Offeror shall submit and negotiate a subcontracting plan, where applicable, that separately addresses subcontracting with small business in all the specified economic programs. Contractors that meet this criteria must establish a subcontracting plan with specific dollar and percent goals for subcontracting to small business, small disadvantaged business, HUBZone, women-owned small business, and service-disabled veteran-owned small business firms. This plan must be in place prior to contract award. The subcontracting goals identified under FAR 52.212-2 Evaluation – Commercial Items (see Tab #6 for details) are recommended goals. If an Offeror has determined they are not able to meet or exceed the recommended goals, the Offeror must explain the reasons they are unable to meet the goals and state what actions they plan on taking to make a good faith to meet their proposed goals.
RFI #05: I noticed that there is no due date to submit any questions noted in the solicitation. Do you have a due date yet?
RESPONSE: An RFI cut-off date has been updated in paragraph 16 of the combined synopsis/solicitation.
RFI #06: Can you please provide a July 2019 invoice?
RESPONSE: A request for the July 2019 invoice must be submitted via a Freedom of Information Act (FOIA) request.
RFI #07: Can you please provide a copy of your current contract?
RESPONSE: A request for the current contract must be submitted via a FOIA request.
RFI #08: Are there any service restrictions in the hours we service the bases?
RESPONSE: Pending.
RFI #09: Do we need 1 wet signature of the client reference sheet?
RESPONSE: Pending.
RFI #10: Is Universal Waste or Bulky pick up part of the contract?
RESPONSE: Annex 1503030 C has been updated to remove the requirement for bulky waste. The ELIN pricing schedule has also been updated to remove this requirement as well.
RFI #11: Is there an advantage given to the offeror should they use a small business for subcontract work? If so what is that advantage?
RESPONSE: Offerors are required to comply with FAR Part 52.219-9. Offerors that do not comply with the FAR requirement will not be eligible for award.
RFI #12: If you do not utilize a small business in your proposal will it disqualify you from being awarded the contract?
RESPONSE: FAR 19.702, for other than small businesses, contracts that are expected to exceed $700,000 ($1.5 million for construction) and that have subcontracting possibilities, the apparently successful Offeror to submit an acceptable subcontracting plan.
RFI #13: Are there any bases that pick up their own cardboard? Are there any bases that have their own recycling program that is outside the scope of the contract?
RESPONSE: Marine Air Corps Station Miramar and Marine Corps Recruit Depot are currently responsible for recycling cardboard. See Attachment J-1503030-02 – ISWM Inventory for further information regarding specified locations that require recycling services.
RFI #14: Please specify if the container is trash or recycle on your inventory sheet.
RESPONSE: Pending.
RFI #15: Can you please specify if a large container is either a compactor or roll off container?
RESPONSE: Pending.
RFI #16: Can you please provide maps for all site locations?
RESPONSE: The Government will provide the available maps to all known participates in this solicitation. Any offeror who did not receive a copy of the available maps please submit your request to terry.a.hardin@navy.mil.
RFI #17: Could you provide the physical service addresses of the outlying areas?
U.S. Navy Remote Survival, Evasion, Resistance, and Escape (SERE) training center in Warner Springs, CA, the Mountain Warfare Training Camp Michael Monsoor in Campo, CA, and Camp Morena.
RESPONSE: The addresses are as follows:
mailto:terry.a.hardin@navy.mil
SERE Training Center 34567 Highway 79 Warner Springs, CA 92086 Camp Michael Monsoor 2150 La Posta Rd Campo, CA 91906
Camp Morena 30456 Corral Canyon Trail Campo, CA 91906
RFI #18: Can we use a basic contract for experience where task orders are issued from?
RESPONSE: Per Factor 1 Recent, Relevant Experience of the Firm, Paragraph (1) states the following:
“Project experience is defined as a project performed under a single contract or task order. For multiple award contracts and Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts, the contract as a whole shall not be submitted as a project; rather Offeror shall submit the work performed under a task order project.”
In other words, if an Offeror has a contract where work is funded at the contract level – then that is considered a single contract and can be submitted for project experience given that it meets the other requirements in Factor 1. If an Offeror has a multiple award or an IDIQ contract where work is funded at the task order level – then the Offeror can submit the funding task order for project experience given that it meets the other requirements in Factor 1. As stated above, “Project experience is defined as a project performed under a single contract or task order.” As such, multiple task orders submitted as a single project will not be accepted by the Government.
RFI #19: Can the successful bidder count recycling tons hauled by the Navy or other haulers are part of their overall diversion to the City of SD and if so, can the Navy kindly provided number of tons recycled for 2019 to date?
RESPONSE: The successful Offeror may count recycling tons hauled outside of this contract in accordance with The City of San Diego Guidelines for Third Party Recycling Tonnage Credit in Calculation of Annual Minimum Diversion Requirements (attached). The Navy and Marine Corps calculate solid waste data on a fiscal year (FY) cycle with FY19 reports completed by November 5, 2019.
FY19 data will be made available to the successful bidder. See Attachment “Final Guidelines for Third Party Recycling Credit” for details.
