PERFORMANCE WORK STATEMENT

CLASSROOM AUDIOVISUAL SYSTEMS REFRESH

BUILDING 310 (REED HALL)

NAVAL POSTGRADUATE SCHOOL

MONTEREY, CA

1.0 SCOPE. This Performance Work Statement (PWS) describes the requirements for installation and configuration of audiovisual and videoconferencing technology in six classrooms at the Naval Postgraduate School’s main campus in Monterey, California. The Contractor shall install and/or configure all equipment, firmware, and software as needed to meet the requirements of this PWS. Upon acceptance, the new systems installed by the Contractor shall be complete and ready for operation by the Government without further modifications. The Contractor shall de-install and surrender to the Government certain specified items of existing Government owned audiovisual equipment that are surplus to the requirements.

2.0 BACKGROUND:

2.1 The Naval Postgraduate School requires technology refresh in six classrooms located in Reed Hall (Bldg 310) on the main campus in Monterey, California. The classrooms are mission-critical facilities and used daily. Each is equipped with installed audiovisual system including video projection, videoconferencing, and sound reinforcement capability. The refresh will address a number of issues including but not limited to the following:

2.1.1 Interdependency. The original system design includes built-in interdependencies that make it difficult or impossible to perform maintenance in one room when other classrooms are in use. For example, each floor shares a single control processor between three rooms. The refresh will minimize dependencies and make it possible to take one classroom offline for maintenance or modification without affecting other rooms.

2.1.2 Reliability. Age and failing components have decreased system reliability.

2.1.3 Control: Dysfunctional GUI elements caused by replacement components that are not compatible with existing control system commands.

2.1.4 Ease of Use: The original GUI design is difficult to read, confusing to users, and lacks flexibility.

2.1.5 New Features. New functional features are required to meet evolving instructional needs. These features include wireless presentations, support for using classroom PTZ cameras and microphones with software conferencing applications such as Blackboard Collaborate, Cisco Jabber Video, and other applications depending on audio and video devices available on the computer’s USB interface.

2.2 EXISTING SYSTEMS. The following description of existing systems and functional capabilities is provided to assist the Contractor in understanding the requirements for the refresh. It is not intended to be a detailed system analysis. As-Built drawings prepared by the original installing contractor are available for review.

2.2.1 Overview. Each classroom is equipped with video projection, videoconferencing, and sound reinforcement capability. The three systems on each floor share certain equipment located in the AV closet equipment racks. None of the AV equipment is shared between floors, but the room lighting dimmers & controller are shared.

2.2.2 Cable Infrastructure. Existing network and AV cabling between classroom equipment and the AV closet is installed in conduit within walls, sub-floor and above drop ceilings.

2.2.3 Lecterns. Each classroom is equipped with a lectern, approximately 60” wide by 24” deep, 40” tall, with keyboard and accessory drawers under the work surface. The lecterns are constructed of MDF with HPL work surface and melamine covering sides and back. The lecterns are not permanently affixed to the floor, but are not mobile. Each lectern sits within a three-sided decorative metal & glass surround.

2.2.4 Equipment Racks. A 19” equipment rack, with casters, is positioned underneath the lectern in each classroom and contains AV equipment specific to that room. Cables enter the lectern through a floor box that also includes 120 volt electrical receptacles to power the racked equipment, the lectern PC & monitor, laptops brought in by users, and a document camera. Two equipment racks in the AV closet contain equipment common to the AV systems on each floor.

2.2.5 Room Combining. Two rooms on each floor are combinable. The AV systems in the combinable classrooms are merged when combined mode is selected by the user via the AV GUI. The lectern from which combined mode was selected becomes the master for the combined system and the control touch panel in the other room is disabled. In combined mode, the selected AV source is projected in both rooms, and program, videoconferencing and public address audio is routed to loudspeakers in both rooms. Ceiling microphones in both rooms are routed to the codec of the master room.

2.2.6 Audio. Each classroom is equipped with audio amplification and loudspeakers for speech reinforcement, program audio, and videoconferencing audio. Wireless lapel microphones are available for local speech reinforcement and videoconferencing. Two ceiling mounted microphones are used for audio participation by students during videoconferencing. Audio routing and processing equipment is interconnected using Cobranet over twisted pair cable. Audio amplifiers are located in the AV closet. Each classroom is equipped with two KSI ceiling mounted loudspeakers for stereo program audio, and 9 Tannoy 70volt ceiling cans for speech reinforcement and videoconferencing audio.

2.2.7 Projection. Each classroom is equipped with ceiling mounted Panasonic PT-RZ370 video projector and a motorized projection screen installed flush to the drop ceiling. The projectors are replacements for the original equipment and are no longer controlled by the existing Crestron control system.

2.2.8 AV Sources. A mini-tower PC running Windows and a Wolfvision document camera are the only permanent AV sources located within the classroom. Each lectern includes a connector interface including inputs for HDMI, DVI, VGA, and analog audio source equipment brought in by the user.

2.2.9 Video Conferencing. One of six Cisco C40 videoconferencing codec is dedicated to each classroom. The Codecs are located in the AV equipment closet. AV to and from the codecs is routed via twisted pair cable.

2.2.10 PTZ Cameras. There are eight wall-mounted Vaddio PTZ cameras, two in each classroom with an additional shared camera on each floor for use when room combining is needed during videoconferences. SDI Video signals from the cameras run via coaxial cable to an SDI matrix switcher in the AV equipment closet. The SDI signals are converted to HDMI via Atlona converters and routed to the codecs as selected by the user via the lectern touch panel.

2.2.11 Control. System control is via a custom GUI running on Crestron touch panels at each lectern. The existing touch panels do not support video preview. There are two Crestron Pro2 controllers in the AV equipment closet; one for each floor. Each Pro2 controls the three individual classroom system on one floor, as well as the shared equipment for that floor.

2.2.12 Lighting. Room lights are controlled by Crestron dimming equipment via wall switches and via the lectern touch panels. Wall switches provide overall dimming and on-off control, the GUI provides the same as well as pre-established presets, and user-adjustable presets.

2.2.13 Window Blinds. Window blinds are motorized and controlled via the AV system GUI.

2.2.14 AV LANs. A private AV LAN is used for communications between the control system and controlled components in the AV closet and the classroom lecterns. A separate LAN is used for Cobranet audio. Neither of these LANS is connected to any other network. Ethernet switches and patch-bays for both networks are shared and are installed in the AV closet racks and the classroom lecterns.

2.2.15 NPS LAN. The classroom computer and videoconferencing codecs are connected to the NPS campus LAN for access to network resources and internet.

2.2.16 Videoconferencing Infrastructure. The Cisco codecs are configured for H.323 conferencing and registered with existing Government owned Cisco Video Communications Server located on the NPS campus and managed by the NPS VTC Office, a work center of NPS Information Technologies and Communications Services (ITACS). The Contractor is not required to perform any modifications to the NPS VTC Infrastructure.

3.0 TASKS. The Contractor shall perform the following tasks.

3.1 DE-INSTALLATION. The Contractor shall de-install the existing Government owned equipment listed in the table below together with related power supplies and cables and accessories. All de-installed equipment shall be surrendered to the Government prior to acceptance:
