Questions and Answers
Question 1: Does the current service provider dump/unload the shredded records somewhere on base or near base that satisfies the recycling requirement of the solicitation?
Answer 1: Per the Statement of work “After shredding, all shred material shall be recycled through a Material Recovery Facility (MRF) or Mill direct. These facilities shall be located within the continental United States.”
Question 2: Is there a recycling center NBK and the COR recommend we use for dumping destroyed records within a ten mile or 20 mile radius of the base?
Answer 2: Per the Statement of work “After shredding, all shred material shall be recycled through a Material Recovery Facility (MRF) or Mill direct. These facilities shall be located within the continental United States.” The Government does not have a preference as long as the recycler meets the requirements in the statement of work.
Question 3: What is the “MAX NET AMOUNT” at the bottom of each continuation sheet calling for (consecutive years added up for each optional year?).
Answer 3: The Max Amount equals the Max Quantity times the unit price. This is to be completed per contract line item number (CLIN) in the 1449.
Question 4: Can you advise the previous/current provider’s truck model so that we can compare in terms of the AIR Permit?
Answer 4: That information is business sensitive and the Government is required to protect the business sensitive information it receives from all its contractors and subcontractors.
Question 5: What is the average cost annually for the security badging of our security specialists/contractor rep and truck registration for the base?
Answer 5: The statement of work identifies the point of contact (POC) for Rapid Gate at Mr. Scott Skolnik; he may be able to assist you or point you in the right direction to get the information you are looking for.
Question 6: Will we be permitted to take business phone calls on our mobile/cell device while on base at any given time? Appointed time?
Answer 6: Please see the statement of work section “Identification Badges and RAPIDGate” to view the allowable and unallowable electronics. If the mobile/cell device is allowed than it is your business decision to allow or disallow your employees to take calls.
Question 7: What is the average time on-site for your current contractor on any given day at the base for scheduled records shredding services?
Answer 7: The average time on base is six (6) hours.
Question 8: What does the size standard of $11 million in box 10 on page one mean? Is it the maximum limit on the contract?
Answer 8: The $11 Million size standard for NAICS code 561990 is set by the Small Business Administration in order to determine a company’s business size.
Question 9: Can you please provide that attachment (PPQ) for us to submit a completed proposal?
Answer 9: Yes, the Government has added the Past Performance Questionnaire (PPQ) as an Attachment and it can be located with the solicitation on the Government wide Point of Entry website www.fbo.gov.
Question 10: Can we bid per container instead of per ton?
Answer 10: The solicitation CLIN structure is for tonnage. The price evaluation does not have a method for evaluating container pricing vs tonnage. Please provide pricing as indicated in the CLIN structure and statement of work or it may render your proposal unresponsive.
Question 11: Do we have to sign every amendment?
Answer 11: Yes, per the solicitation each offeror is to acknowledge, sign, all amendments.
