Questions and Answers
Question 1: What are the number of stops currently being completed?
Answer 1: There are currently 24 stops per day three days a week. That doesn't count any call in which could add anywhere from 2 to 8 additional stops per week.
Question 2: Please provide list of stops?
Answer 2: The list of stops will be provided per task order.
Question 3: How many containers on average are emptied at each stop?
Answer 3: There are roughly 2 to 20 containers at each stop. You can estimate picking up 160 to 180 sixty-four gallon containers in a week.
Question 4: Are the containers provided by the Navy?
Answer 4: Yes - Able to be used with a cart tipper.
Question 5: What size is each container?
Answer 5: The containers are 64 gallon.
Question 6: What exactly does this statement from page 21, The lowest priced offeror will be awarded the first task order to satisfy the minimum guarantee of $25,000.00, of the RFQ mean?
Answer 6: In order to establish an indefinite-delivery indefinite-quantity (IDIQ) contract the Government must provide consideration of a set amount. It was determined by the Government to establish a $25,000 minimum guarantee for consideration to establish the IDIQ contract. Any work to be performed under the IDIQ contract will be issued as individual task orders; therefore, once the award is made, to the low price technically acceptable (LPTA) offeror, then the first task order will be issued at an amount equal to or greater than $25,000 minimum guarantee.
Question 7: Is there a vendor in place for the above or is this a new requirement?
Answer 7: There is a current contract; however, the requirements have changed.
Question 8: What is the makeup of the paper being disposed of?
Answer 8: Mostly it will be office mixed paper and white ledger but all paper is supposed to be shredded.
Question 9: How many containers are needed?
Answer 9: The containers are Government owned. This procurement is for shredding services not the lease or purchase of containers.
Question 10: Does the base have a Certified Scale?
Answer 10: The base, NBK Bremerton, has a scale and weight master. See Statement of Work dated 15 Feb
2017 for additional information.
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
STATEMENT OF WORK
ON-SITE PAPER SHREDDING AT NAVAL BASE KITSAP
GENERAL REQUIREMENT 2/7/2017 Revised 2/16/2017
Statement of Services: This contract will provide on-site shredding services for various Navy activities at Naval Base Kitsap (NBK). Work will primarily be located at Puget Sound Naval Shipyard in Bremerton, Washington;
however, shredding services may be required at various naval activities within Kitsap County and Jefferson County including NBK Bangor in Silverdale, Washington.
Type of material: All paper product shredding (hereto referred to as “shred material”) on this contract is on-site.
After shredding, all shred material shall be recycled through a Material Recovery Facility (MRF) or Mill direct. These facilities shall be located within the continental United States.
Shred Material shall be shredded down to a maximum of ½ inch wide by 2 inches long with a variance of + 1/8 inch.
The Contractor shall notify the Contracting Officer’s Representative of unidentifiable waste that will be discarded to a landfill prior to wasting. Unidentifiable waste is considered anything other than shredded paper product.
Building Information: Contractor shall enter each building and remove containers with material to be shredded:
• Buildings may have more than one floor.
• Contractor shall only use elevators or ramps to move containers from floor to floor. If ramp or elevator is not available, The Government will bring containers to a location accessible by an elevator or ramp as noted on the Base Map. The Contractor shall have access to elevators or ramps during contractor operational hours as specified in the task order award.
• Work hours shall be specified in each task order.
Map and Location/Schedule: Each task order will provide a map showing the buildings to be serviced. The Contracting Officer’s Representative will review the pre-route plan and confirm the collection areas with the Navy activities. The pre-route plan shall be submitted no later than 14 days after task order award.
The schedule will clearly designate the building number/location where the route will begin for each day of service. Thirty minutes shall be added to the schedule for a lunch break. The contractor and the Government Monitor will take a 30-minute lunch break at the same time. The schedule shall be submitted with the pre-route plan.
Any change to the final schedule requires a five (5) business day notice to the Contracting Officer’s Representative before any routes/schedules can be changed.
Containers: A container is considered to be full when its capacity reaches 75% or more, and shall be serviced.
The Government will unlock containers for the contractor to service. The Government is responsible to lock the container once all material has been shredded. Contractor shall wipe any dust from containers after shredding container contents prior to returning container to specified location. Contractor shall return each container to the original location once paper has been shredded.
Shred Activity Monitoring: Each task order will designate a Government Monitor to witness shredding activity.
The Government Monitor will meet the contractor driver at the first building on the route designated on the Final Route Plan. Start time shall be stated on the awarded task order. The Government Monitor is responsible for being on time at schedule location. The Government Monitor will have the proper keys to open all containers that need to be shredded. The Government Monitor will wait by the truck and unlock each container prior to being lifted into the truck for shredding and will lock the container once it is dumped and back on the ground.
Once all shredding is completed the contractor shall move to the next scheduled stop. The Government Monitor will follow the shredding truck to the next stop on the route in his/her own Government Operated Vehicle. This will continue until all stops on the schedule are completed.
In the event; there are building(s) that cannot be serviced, then on an on-call basis due to unavailability this will be completed at the building(s) on the next scheduled day on base.
Scales and Weights: Far 52.247-10 requires use of a certified weigh master and a certified scale.
The Contractor may elect to use the scale at Naval Base Kitsap, Bremerton WA by having its beginning weight and ending weight certified by the weigh mater on base. The vehicle shall not leave the base between beginning and ending weights. An on-board truck scale is also acceptable for use if the on-board scale is certified.
If a task order is issued for any of the other Naval Base Kitsap locations; each task order will identify if there are any on base scales that may be used.
Rescheduling Service: In the event that the contractor does not complete the scheduled route for a given day, the contractor shall immediately notify the Contracting Officer’s Representative and schedule a “make-up” day to occur within 2 business days during normal operating hours specified in the task order.
Air Permit: Contractor shall meet all Puget Sound Clean Air Act (PSCAA) requirements which can be found at www.pscleanair.org. Shredding trucks that are operating and shredding at any facility under this contract will control fugitive dust emissions in accordance with PSCAA Regulation 1. It is the contractors' responsibility to ensure dust capture during operations at PSNS installations. Should any dust emission become apparent, EPA method 9 evaluations shall be required by code 106. Additionally, visual inspections and random periodic EPA Method 9 testing will be conducted to validate compliance with PSCAA requirements. More information regarding methods used to validate PSCAA compliance may be found at http://www.epa.gov/ttn/emc/methods/method9.html.
As a proactive measure, the contractor may choose to provide personnel certified in visual opacity readings should the Method 9 testing become necessary.
Information Security: In no event shall the contractor shall leave any Government facility under this contract with un-shredded material. In case of truck breakdown during shredding operations, the driver shall call the Contracting Officer’s Representative for instructions on how to handle any un-shredded paper that may remain in the truck.

Notification of Weather or Other Delays: In the event that unusual weather or other delay inhibits a scheduled day of performance, notification shall be made to the Contracting Officer’s Representative not later than 7:00 AM via phone call followed by an e- mail with a copy to the Contracting Officer. The e-mail shall specify the nature of the delay and the preferred date to make-up services within the next 5 business days after weather permits.
