AMENDMENT 0001 – GOVERNMENT RESPONSES TO RFIs
1. Should cabling for this project be Plenum CMP or riser rated CMR?
a. Plenum CMP
2. ET101 shows four dual legacy outlet locations where is the IT room for the distribution of these cables? Are there existing patch panel ports or is an additional patch panel required? Are there any other requirements for this IT room?
a. The PORTSNET Cabinet for the first floor is located on the Mezzanine. Contractor should plan on purchasing an additional patch panel.
3. ET102 shows four dual legacy outlet locations where is the IT room for the distribution of these cables? Are these distributed from the NMCI cabinet depicted in key plan? Are there existing patch panel ports or is an additional patch panel required? Are there any other requirements for this IT room?
a. The PORTSNET for this floor is located in the electrical room, which is room 234. It is a different room than where the NMCI cabinet is located. Please plan to purchase a patch panel for this cabinet as well.
4. ET502 Keynote 1 mentions a 6-strand multimode fiber; it is assumed these are to be 2 or 4 Category 6? General Note 1 ET502 says 2 and ET506 depicts 4 cables per NMCI location please clarify?
a. This keynote is incorrect. The NMCI cabling should be CAT6E. ET502 only mentions the ‘D1’, or Blue cable while ET506 shows the correct configuration of both the D1 (Blue) and D2 (Green). The drops need to be by NMCI specification.
5. ET507 Detail A1 note 5 is there a preferred manufacturer or part number for the cabinet desired?
Are any cabinet options required such as fan kits, power strips, etc., please clarify?
The cabinet for the first floor will be provided by the Government. This project should provide power to the cabinets in the scope of work. The government has this cabinet on order with the needed NMCI switch for the first floor.
6. Are Category 6 telephone cables to terminate onto wall mounted Category 6 110 blocks or patch panels in 234?
a. BCO requires the telephone cables to be terminated on 110 blocks, patch panels will not be accepted. This will be tested to Cat 6 standards with passing results given to BCO.
7. ET506 Detail A4 shows a wall mounted phone plate with 2 Category 6 jacks is this to be a single port wall phone plate or a dual port standard single gang faceplate? Are plates to be stainless or thermoplastic?
a. Anywhere the phone is to be installed in an environment where a phone will be mounted on a desk / table, a 2 port thermoplastic faceplate should be installed and terminated on an 8P8C Cat 6 jack. Anywhere a phone is to be installed on a column or a wall, then a stainless steel, phone mountable faceplate will be used so that the phone can be mounted to the faceplate itself. This jack should have a minimum rating of Cat 5e if a Cat 6 jack is not readily available.
8. ET505 the 100 pair depicted is assumed to run from the 1st floor existing telephone panel direct to the second floor electric room 234 and that no other backbone cabling is required to the first floor electric room 115 or between 115 and 234, ET505 is a bit confusing with the coils shown in 115.
a. There are no anticipated new phone lines to be installed on the first floor. The electrical/communication rooms are located on top of each other, physically. The phone lines are to bring new services to the second floor electrical/coms room.
9. Will outlets depicted on E102 and 104 terminate into the office furniture or in wall locations per faceplate detail on ET506?
a. NMCI Code 109 drops to be terminated on the walls. This assures support of different furniture configurations in the furniture without having to remove and re-terminate all the drops. There should be 3’ of slack for the whip/jumper from the wall to allow the user to put there equipment where they want. This is included in the work.
b. All BCO outlets need to be terminated in the wall. When the jacks are terminated in the wall, then run to the furniture with a Cat 6 patch cord, the cable won’t fit into the phone and adapters need to be used. Should this be the case and the cables are terminated in the wall, the adapter needed to be ordered is part no.AT210-8-PP. There should be 3’ of slack for the whip/jumper from the wall to allow the user to put there equipment where they want.
c. Whips to the furniture shall be included in the work since the terminations are made at the wall. Any and all adapters shall be provided as part of the work.
10. The existing NMCI cabinet is shown on both E102 and E104 are the voice cables distributed from the same room? Where are Legacy cables distributed from and terminated onto?
a. BCO cables are not located in the same utility room as the NMCI on the second floor. The location of the voice cables on the second floor is shown on ET 103. See previous answers for location of Legacy/Portsnet on both the first floor and second floor.
11. ET507 Details A1 Note 6 mentions patch cords for switch patching, are any cord required for the desktop connection, please clarify?
a. Yes, part of the work is providing patch cords from the wall drops(jacks) to the desks and labeling which Wall drop they were plugged into. (also referred to as whips)
12. Is there a difference between the two sets of drawings issued by government for this project?
a. No, both drawings are the same. For purposes of preparing your bid, use “Attachment 6
Drawings B238 3-21-20 DF + JR”
13. Please confirm the requirement that the Superintendent can also serve as the Quality Control Manager as indicated in the bid documents (Specifications ‐‐ Scope of Work, Page 23, Part 12).
a. Yes this is approved as a two hat project.
14. The ceiling demolition work does not match on drawings AD101 and AD103. Similarly, the new ceiling work on drawing A103, does not completely match the removal work as shown on the demolition drawing.
Please clarify the removal and installation work, including areas where both grid and tile shall be replaced and where only tile shall be replaced.
a. AD101; DELETE KEYNOTE 3 - REMOVE EXISTING SAT CEILING TILES. This scope is shown accurately on AD103. There are some new and reconfigured walls (shown on A101) that make new construction different from existing conditions. AD sheet keynote 1 identifies ceiling tile removal, keynote 2 identifies ceiling tile and grid removal. A sheet keynote 1 identifies new ceiling tiles and grid rework where required, keynote 2 identifies new tile and grid.
15. Please confirm wall type A5 on drawing A601 applies to the wall partitions that separate the Men’s and Women’s Locker rooms on drawing A101.
a. All new interior walls are type A5
16. The only reference to ceiling height we can find in the drawings is 9’4” shown in detail A 1 on drawing A101. Please identify the height above finish floor of each area of ceiling work on the first floor.
a. All ACT ceilings in SOW are 9'-4", contractor to VIF.
17. Are the Davis‐Bacon wages provided applicable to the installation of furniture for the project?
Are there any different elements of the furniture work where the D‐B wages are or are not required, such as moving items/boxes into the facility, unpacking/uncrating, assembly, or mounting/a nchoring assembled items to building substrates?
a. Yes, the Davis-Bacon wages are applicable.
18. Can a basis of design product be provided for each of the furniture items?
a. The Government will not be providing a basis of design for the furniture.
19. SOW 1.0 Para 1.1 states that "The contractor shall schedule construction delay between phases with the [NAVFAC] construction manager based on the time required to vacate, renovate, install new furniture and services, and turn over each area for occupancy". For pricing purposes, what should the contractor assume for the duration of each inter-phase delay needed by the Navy?
Overall project duration and GC costs will be affected.
a. The Government expects to be notified 2-3 weeks in advance of turnover time. When 2- 3 weeks notice is given, the government expects the interphase delay to be 10-15.
Calendar days.
20. Is lead paint existent under floor coverings to be removed? (DWG A-104, etc.).
a. The only lead paint that was discovered was within the green paint, in the partition wall as part of Bid Option #2.
21. Given anticipated award timing, etc., for pricing purposes, what should COVID-19 protocols should contractors and subcontractors assume will be required?
a. Contractor must submit Accident Prevention Plan with COVID19 Mitigation Plan for review/approval by KO.
22. P-101 keynote #1 Provide & install mop sink. Please provide basis of design & faucet.
a. Sink BOD: Florestone Model MSR-2424. Faucet BOD: Florestone Model MR-371 with hose (Florestone Model MR-370). (Or approved equals)
23. MD-101 Does the CWS & CWR & HWS & HWR piping contain glycol? if so will the government supply replacement?
a. CWS & CWR piping contains glycol. HWS & HWR piping contains normal water.
Contractor shall supply replacement ethylene glycol. BOD: Dowtherm SR-1 (Or approved equals)
24. M-104 Shows what looks like one penetration but there is no callout. What work, if any, is being indicated?
a. M104 shows existing duct layout and CFM’s to be used for Testing, adjusting, and
Balancing purposes. M104 also show two drinking fountains that are called out to be replaced on sheet P102.
25. M-601 Fan Coil Schedule, FCU-2-9 has no Trane Model number. Please provide.
a. The intent is to replace FCU-2-9 in-kind. The model number of the existing unit is unavailable.
26. Per review of the locker rooms scope of work and A101 floor plan room dimensions, a 18”d or 24”d locker with a bench would not allow for adequate aisle space in both the men’s and women’s locker rooms. Extended bench with drawer under adds an additional 13 1/8” to an 18”d or 24”d locker.
a. The lockers should be 18” with a retractable bench to allow for adequate aisle space.
27. Are corner fillers required in both locker rooms?
a. Yes
28. Please confirm locker quantity.
a. 92 men, 7 women
29. Attachment 4 page 6 under additional furniture and storage mentions (4) lockers. Should locker be of the same manufacture as the locker rooms Spacesaver Freestyle? Welded construction is standard. Lock type? Slope Top?
a. Does not have to be the same manufacturer, see Furniture Spec. Lock type should be standard hasp type lock options, and yes a slope top.
30. Will NAVAFC provide a letter of authorization to use GSA pricing for this project for furniture.
a. Yes, the Government will provide a letter. The Contractor is still required to meet the specs for the furniture.
31. Should offerors plan that daily pre-entry screening at the work site, social distancing practices, enhanced PPE, provision of a hand wash station, and other similar measures be required during performance of this project?
a. Contractor must submit Accident Prevention Plan with COVID19 Mitigation Plan for review/approval by KO.
32. We consider the area at the southwest corner of the facility to be a suitable staging/laydown area for the project. Can NAVFAC confirm is this is acceptable or indicate another location.
a. There is no provided laydown or staging area other than the work areas per phase.
Contractor must schedule deliveries accordingly. The only space provided is for a dumpster to be located to the south of the building.
33. Please provide approximate weights for the shop equipment being relocated as part of Option 2;
and confirm that each of the items shall be relocated within the same room.
a. Two pieces are able to be moved with a forklift but their weights are not exactly known.
The band saw is 200-400 pounds, and the press isn’t more than 1000 lbs. They are to be moved in the same room.
34. Has the paint on floor in Hall 118 and adjoining areas (including large painted areas and line striping) been tested for lead?
a. There is not any work to be done to the floor in the hallway on the first floor. However, the floor was tested a year or so ago. There is Lead Chromate paint including hexavalent chromium and lead within the yellow pedestrian isle demarcation. This should not be disturbed during this work.
35. Is the Freight elevator allowed to be used to transport material?
36. Is there a preferred way to bring in the steel for the folding partitions? Due to the length of the members would it be allowable to splice them once in the cafeteria area if necessary to get the steel inside?
a. Design intent is for one piece of steel with no splices. Removal of a portion of the cafeteria wall was included in the drawings for this reason.
37. Will the Navy be wanting to take any of the furniture that is to be removed or is all to be disposed of?
a. After the Govt removed all personal equipment and belongings the remaining existing furniture is to be disposed of.
38. We were unable to see the equipment in Option 2 under the beam crane. Is it possible to get a description for this, including weight and dimensions, and where it will be moved to?
a. The equipment is various machine shop type equipment, (i.e. machine press, bandsaw etc.) The typical weight ranges from 200 lbs to over 1000 lbs. All can be moved with a fork truck. They will be repositioned within the same room.
39. Is the new HRU on the roof to be placed on the existing dunnage there?
a. Yes, General Note 4 on DWG M110 states that the KTR is to coordinate mechanical equipment requirements of manufacturer for connections to existing framing.
40. Noting second floor phasing demarcations - will people continue to work on the other side of phases 2A and 2B?
a. Yes that is the plan. Any loud or disruptive work shall be done nights and weekends. This shall include, but not be limited to, floor milling/grinding and other highly disturbing noises which make work untenable. General overhead work and furniture assembly should not be so disruptive as to require this.
41. There is no ceiling plan for the second floor. Is any to be replaced?
a. There is not currently any proposed unless during the course of work above the ceiling or fan coil installation, ceiling tiles are broken/damaged.
42. It appears the first floor is slab on grade (page 5 of the drawings). Please confirm.
a. No, the ground floor is an elevated concrete slab, beam, and girder system that distribute load to pile supported foundations. The existing slab is ~9 ½” thick and is a two way slab supported by concrete beams and girders.
43. The spec does not call out mitigation but does say to verify that the slab is suitable for resilient floor covering through moisture, alkalinity and bond tests (Typically RH/PH tests by third party; 1 probe per 1,000 sf of floor covering). Would an alternate for the Mapei MRT tape system, meeting up 100% RH be permitted if that is indicated by the testing?
a. Alternates that comply with testing results/indications will be considered.
44. Section 09 65 00 8/10 2.2 Spec calls for a 18”x18” Linoleum floor tile. Finish schedule on page 21 of the drawings calls for VCT. Please clarify the product to be used. We can suggest the use of Altro quartz tile, more durable with a static load of 3,000 psi (VCT 125 psi) and less maintenance than VCT. Altro quartz is prefinished and ready for occupancy ready out of the box.
a. Quartz tiles are acceptable.
45. Do you know the age of the building?
a. 1953-1955
46. Would the government provide the CAD drawings for this project? Multiple furniture vendors are requesting these CAD Drawings. Please advise.
a. A furniture .dwg will not be provided.
47. As part of the posted solicitation on beta.SAM, there were multiple drawing sets included as
Attachment 6: “Attachment 6 Drawings B238 3-21-20” and “Attachment 6 Drawings B238 3-21-
20 DF + JR”. Please clarify the correct set of drawings that should be used when preparing the proposal for this solicitation.
a. Both drawings are the same. For purposes of preparing your bid, use “Attachment 6
Drawings B238 3-21-20 DF + JR”
48. The Bid Form included as Attachment 1 requires breakouts for Material Costs, Labor Cost, and
Equipment Cost for each bid item (0001AA thru 0001AG), but does not include a breakout column for direct Subcontractor costs for each bid item (0001AA thru 0001AG). The Bid Form also includes three separate costs in the Line Item Total column: Sub-KTR Performance Value (1), Prime KTR Div 01 & Project Management Costs (2), and Subtotal (3).
Please clarify the following:
a. Are the Material/Labor/Equipment breakouts only required for work that is self-performed by the prime contractor?
a. It is requested that all breakouts be included, sub and prime contractor.
b. Are the Material/Labor/Equipment breakouts required for the subcontractors too? From previous experience, not every subcontractor will provide these breakouts despite it being requested by the government.
a. Yes, this is for subs too.
c. Is it the government’s intent that the prime contractor provide a single Subcontractor cost total for ALL bid items (0001AA thru 0001AG) in the Sub-KTR Performance Value (1) box?
a. The Sub-KTR Performance Value should be the TOTAL performance value for the work (excluding Div1, PM, etc.). (e.g. If work is to be self-performed, this would be considered Sub-KTR work for this performance value) If it makes sense to include multiple bid sheets, (one for each true Sub and one for self-performed work, because the data requested has not been provided) that is ok as long as you also include a summary bid sheet that aggregates them all up to the whole. At the end of the day, we want to know the total amount per each line item, and other total
Div 1, PM, and Overhead costs. We understand that will not be a perfect assessment as there is crossover work.
d. Are the Sub-KTR Performance Value (1) costs and Prime KTR Div 01 & Project Management
(2) costs independent from the individual Line Item Total costs broken out for each above bid item (0001AA thru 0001AG)?
a. See above. The Sub-KTR is the aggregate of the Line Item Totals. The Div 01 & PM costs are independent.
e. Is Subtotal (3) the total of all Line Item Total costs for each bid item (0001AA thru 0001AG) plus Sub-KTR Performance Value (1) plus Prime KTR Div 01 & Project Management Costs (2)?
a. The Subtotal (3) is the total of Sub-KTR (1) and DIV 01 & PM (2) costs. 1 + 2 = 3
49. Drawing Detail A3 on A601 depicts a mirror. Please confirm if the mirror is to be provided by the contractor, and if so, please provide the corresponding specification.
a. Yes, see attached.
50. The door schedule on A601 indicates the frame width for Door 105 is 6'. Drawing A101 implies it is a 3' wide frame. Please clarify.
a. 6’ Frame width is an error. Match door width.
51. The door schedule on A601 indicates the frame width for Door 106 is 5'. Drawing A101 implies it is a 3'4" wide frame. Please clarify.
a. Door 106 is a 3’ door, contractor to VIF
52. The door schedule on A601 indicates the frame width for Door 108 is 4'. Drawing A101 implies it is a 3' wide frame. Please clarify.
a. Door 108 is a 3’ door, contractor to VIF
53. Drawing A101 note 10 and drawing A102 note 2 state "Proposed TV/Monitor." Please clarify if the TV/Monitors are to be provided by the contractor, and if so, please provide the corresponding specifications.
a. No TV/monitors are not to be provided by the contractor. Contractor to provide faceplates and NMCI/Power connections
54. Reference Keynotes 3, 4, and 5 of drawing A102. Is the contractor responsible for providing the proposed printer, plotter, and drawing copier? If the contractor is responsible, please provide the corresponding specifications.
a. No the contractor is not required to provide these pieces equipment.
55. Please clarify the quantity and locations of the “Proposed Printer” indicated by Keynote 3 on drawing A102.
a. Printers to be provided by the government. The connection jack locations are shown on sheet E104
56. Drawing LS-100 indicates 93 lockers in the men's locker room and 7 lockers in the women's locker room. 92 lockers are shown on drawing A-101. Please confirm the locker quantity for the men's locker room?
a. 92
57. Reference drawings AD101, AD103, and A103. Drawing AD101 Keynote 3 indicates to “Remove existing SAT ceiling tiles”, and depicts this Keynote 3 in almost every room shown on the 1st Floor which seems to imply that all SAT ceiling tiles are being removed. Drawing AD103 Keynotes 1 & 2 only mark portions of areas in a few select rooms to remove existing SAT ceiling tiles. Drawing
A103 for new ceiling tile seems to match closer with the removals in AD103. Please confirm if the
SAT ceiling tile removal should be per drawing AD103 and not AD101.
a. Ignore Keynote 3 on AD101 – SAT ceiling removal scope is covered on AD103.
58. Detail A3/ET507, note 2, indicates Antenna Reader and Coax Cable by Government. Confirm the government installs the Antenna Readers and Coax Cable?
a. The contractor is responsible for providing the required Portsnet and faceplate. The
Government will install the Antenna Readers and accessories.
59. Will the government consider a bid extension of 1 week at a minimum? Once the questions are answered and the CAD's provide time will be needed to sort out the scopes.
60. Specification 06 10 00 Rough Carpentry 2.2 Underlayment provides information on underlayment materials. Section 3.1.1 Underlayment indicates to install underlayment over subfloor just prior to laying of resilient flooring. Please confirm if underlayment is required for this project and, if required, indicate which of the underlayment materials in section 2.2 is to be used (hardboard, particleboard, plywood or Oriented strand board)?
a. Resilient flooring will be installed on existing concrete floors.
61. On most electrical drawings note 2 indicates "Furniture Not In Contract - Reference Only."
Architectural Drawings indicate "proposed" workstations, etc. Note 3 on A-101 and Note 2 on A-
102 indicates "Refer to scope of work and contract documents for Furniture specifications.
Furniture specifications have been provided. Who is responsible for the furniture purchase and installation, the contractor or the government? Please clarify?
a. Contractor is responsible for furniture purchase and installation. Ignore that note (it is a typical electrical note and meant to imply the electrical plans should not give direction in regards to furniture scope.)
62. Reference Page 18 of 28 of the B238 Scope of Work IH DBB document. Section 4.0 Period of
Performance states that “The Contractor shall mobilize and substantially commence work as soon as reasonably feasible from date of contract award but no later than 15 days after award”.
Please clarify this 15 day requirement, as the the NTP is typically issued after 10 days upon approval of bonds and insurance, which only leaves 5 days for the submission and approval of the typical preconstruction submittals (such as QC plan, safety plan, schedule, etc) as well as other project-specific submittals such as the required hazardous material sampling (see 8.5.1 of the scope of work) before the demolition crew is allowed to mobilize and commence work. This 5 day window does not seem realistic in our experience.
a. The statement “The Contractor shall mobilize and substantially commence work as soon as reasonably feasible from date of contract award but no later than 15 days after award” has been updated to the following “The Contractor shall mobilize and substantially commence work as soon as reasonably feasible from date of contract award but no later than 45 days after award”. The intent is to allow the KTR enough time to get all the required preconstruction submittals (QC plan, safety plan, schedule, etc), however, the KTR is still required to meet the phasing requirements.
63. Reference section 8.0 Hazardous Materials (page 21 of 28) of the B238 Scope of Work IH DBB document. Section 8.0 states “The following hazardous materials are either known or assumed to be present within the work area based upon recent tests coordinated by PWD-ME or from review of record documents”. Are any existing hazardous materials reports available for reference?
a. The reports are “controlled”. Asbestos was checked in certain areas of the building and in the 2nd floor tile and first floor shower room, all were negative. Lead paint was found in the green paint on the partition wall included in bid option 2. Hexavalent Chromium and Lead were found in the yellow paint stripe on the first floor.
64. Reference drawing AD-102, Demolition Keynote 3, “Provide temporary controls and measures to locate work area from remainder of the building to eliminate the spread of dust, excessive noise, and other unfavorable conditions”. This Keynote 3 is marked along the Phase 2A line. Does the government intend on occupying the Phase 2B area while the contractor is working in the Phase
2A area? If this area is being occupied, are any extra noise control requirements needed above and beyond a typical poly sheeting barrier to control dust?
a. Yes, noise controls should be implemented, which may include off-hour work. Certain activities, such as grinding and milling should take place on weekends or evenings.
Minor construction activities may occur during occupancy.
65. Statement of Work paragraph 1.1.6 – What is considered to be “excessive noise”? Does the Government expect hardwall temporary partitions between phases to control “excessive noise”?
a. The Government expects excessively noisy work which is disruptive to the office occupants to be performed after hours. Offices and cubicles will be in use and access needs to be maintained. The contractor is able to work with the CM on a plan to address this. Typical overhead work and general assembly should not be overly disruptive.
66. Statement of Work paragraph 1.2.4 – This paragraph references Attachment 5, Attachment 5 is the submittal register. Please advise as to the correct Attachment reference.
a. Attachment 6 – Drawings
67. Statement of Work paragraph 4.0 – outlines the phasing durations. Paragraph 4.0.A indicates “Complete Phase 1A Demolition and Removals”. A part of the demolition required in Phase 1A is the removal of the existing fintube and airside HVAC system. With the removal of these existing systems there will not be any heating or air supply to the temporary breakroom space during Phase 1B. The existing fintube will need to be removed to allow the architectural work to be completed in Phase 1A. Is it the intent to remove the existing airside equipment in Phase 1A? It would be helpful to bidding contractors if the Government would include a phasing description that includes the expectations for the removal and replacement of the mechanical systems.
a. The government was allowing for flexibility, especially in regards to the extent of demolition done during Phase 1A. As a temporary breakroom that is only intended to be used for +/-60 days, temporary fans/heat and other temporary measures may be used and coordinated with the CM.
68. Drawings MD101 & M101 – Are elevations available for existing mechanical demolition, and new mechanical installations? From the site visit, the existing mechanical equipment and large portion of the ductwork runs are located on top of the metal deck that forms the 1st floor rooms;
however, there are no elevations in the drawings that confirm this and there are no elevations that depict the locations of the new 1st floor mechanical equipment and ductwork. Is the new mechanical equipment and ductwork routed on top of the metal deck, or is it routed in the space between the ACT ceiling and the metal deck? Our concern is if most of the new 1st floor mechanical installs are located just above the ACT ceiling, there will be much more labor involved with removing/replacing ceiling tiles and ceiling grid.
