1. GENERAL
1.1. JACE version shall be newest released version of Niagara that is compatible with the existing
Niagara Supervisor in Building 374 (ECC).
2. NETWORK ADDRESSING
2.1. IP
2.1.1. All IP addresses on the ICS network shall be provided by NAVFAC. Submit request for all IP devices to contracting officer.
2.1.2. All IP devices shall be networked to allow IP communication directly from Building 374 ECC.
2.2. BACNET
2.2.1. All BACnet instances and network numbers shall be provided by NAVFAC. Submit request for all BACnet addressing information to contracting officer.
3. POINT AND OBJECT CONFIGURATION
3.1. POINT AND EQUIPMENT NAMING
3.1.1. Assign all points on the ICS network a name from the naming convention list. The point description should match the intended operation of the ICS point being named.
Intermediate logic points used for calculations within the JACE do not need a standard name. The point containing the final result of the logic should be standard however. See
Appendix 6.1 and 6.2 for point and equipment list.
3.1.2. In the event that no applicable point name exists for an ICS point, the contractor shall use the following guidelines to create a new point name:
3.1.2.1. Contractor shall RFI point names recommendations for any points that do not seem to fit into the naming convention.
3.1.2.2. No special characters including spaces, hyphens and periods shall be used. See section
3.6 SPECIAL CHARACTERS.
3.1.2.3. Use CamelCase instead of spaces in point names.
3.1.2.4. In some circumstances, certain equipment and station names may use underscores instead of spaces with NAVFAC PWD-Maine HVAC Action Team approval.
3.1.2.5. If there are multiple points for a piece of equipment that require the same point name prefix the point name with a brief descriptor such as “North”. The point will become
“NorthZoneTemp”. If there are multiple NorthZoneTemp points in a single point folder they shall be numbered like: “NorthZoneTemp2”.
3.1.3. Multiple pieces of equipment under one controller shall use folders to separate the different pieces of equipment into logical devices. This will allow the use of the normal naming convention rules as well as graphic templates, history naming etc.

3.3.4.1. All buildings shall use a 3 digit number keeping leading zeroes. Since there are minimal dry dock numbers they shall use 2 digits.
3.3.5. No spaces shall be used. Use an underscore (_) between the location and building prefix.
3.3.6. If there are multiple buildings served by one JACE, the station shall indicate this by listing the buildings separated by underscores.

3.4. ALARMS
3.4.1. EXTENSION CONFIGURATION
3.4.1.1. SOURCE NAME
3.4.1.1.1. Utilize bformat so the when viewed in the alarm console, the alarm is annunciated with a source name similar to the last part of the history names.
For example:

3.4.1.1.2. This allows the operator to understand what system and what point is in alarm.
3.4.1.2. MESSAGE TEXT
3.4.1.2.1. The message text shall include some basics about the alarm. This can be generic based on the type of alarm the extension it is.
3.4.2. ALARM CLASSES
3.4.2.1. The three alarm classes that are to be used are:
3.4.2.1.1. Notification. Designated for non-critical alarms.
3.4.2.1.2. System. Designated for system-type alarms such as controllers offline (if not deemed critical).
3.4.2.1.3. Critical. Designated for alarms for anything that was thought to be of critical nature.
3.4.2.2. In the supervisor station, the alarm classes are brought into the station and appended with the JACE station prefix. This allows the supervisor station to organize the alarm consoles by both by the different alarm classes and by the buildings. The building name in the supervisor alarm class is what determines what building the alarm is coming from. This prefix is required since the alarm name will only display the equipment name with no building designation.
3.5. HISTORIES
3.5.1. NAMING

3.5.1.8. The history names should be the same under both the JACE and as imported into the
Niagara Supervisor.
3.5.2. EXTENSION CONFIGURATION
3.5.2.1. History extensions shall reside within the JACE. The history shall be setup to import its data at least once every 24 hours.
3.5.2.2. Numeric points shall use interval trends set at 10 minutes. Boolean and Enumerated histories shall be set for Change of Value (COV).
3.6. SPECIAL CHARACTERS
3.6.1. The Niagara framework does not allow certain characters to be used in naming objects. If illegal characters are used, Niagara will use an escape sequence to replace the illegal character. An example is that the hyphen would be replaced with “$2d”. Although the display name of the object will show the hyphen, the ord of the object will contain the $2d.
The history name will also contain $2d which makes browsing through the history points list more difficult for an operator. The extra characters also count towards the history name maximum character count. Approved characters are A-Z, 0-9, and underscore (_).
4. GRAPHICAL USER INTERFACE
4.1. Graphics shall maintain the same look and feel as existing ICS graphics. See Appendix 6.3 for graphic user interface examples.
4.2. Graphics shall use standard pallets and should not require any special licenses to use.
4.3. EXPORT TAGS
4.3.1. Niagara export tag architecture shall be used.
4.3.2. Graphics shall be created in the building’s supervisor controller and then exported through the join process into the existing Niagara server in Building 374 (ECC).

4.3.3. The intent is to give a technician complete local access to the building graphics while the technician in troubleshooting from inside the building. The local building graphics would also be programmatically replicated in the Niagara Supervisor in Building 374 (ECC).
4.3.4. The Join process shall only be initiated after approval from NAVFAC PWD-Maine ICS System
Admin.
5. USER ACCESS
5.1. EXISTING INSTALLATIONS
5.1.1. A contractor performing new work on an existing JACE or the Niagara Supervisor shall have a temporary user created for them to use. Usernames will be assigned uniquely per individual. No group names or sharing of names is allowed. Coordinate users with NAVFAC
PWD-Maine ICS System Admin.
5.2. NEW INSTALLATIONS
5.2.1. Any new JACE installation shall be setup similar to the other JACEs installed on the ICS network.
5.2.2. The Admin superuser, all platform users, and the passphrase shall be turned over before the system can be turned over to the government.
5.2.3. Credentials shall be given to the contracting official of the project on CD.
5.2.4. The JACE shall be setup to receive network users from the Niagara Supervisor in Building
374. Coordinate user roles and prototypes with NAVFAC PWD-Maine ICS System Admin.
Join profile shall be setup. A pre-configured join profile is available upon request.
5.2.5. The station Admin superuser will not be a network user and shall be left in the JACE.
