1.0 SCOPE OF WORK:
The work includes the following and incidental related work CLIN 0001 Base Bid:
1.1. General Project Phasing and Coordination
1.1..1. Work shall be separated into (4) four phases on the first floor as indicated in attached drawings. Second floor work will be in (2) two phases and will be performed subsequent to the first floor and according to the necessary scheduling for material deliveries, the overall work schedule, people moves, and the planned outages for office areas which are to remain in service. Contractor shall coordinate the work so there is no disruption in locker room usage (men’s and women’s) by the occupants and break space is preserved on the first floor. The contractor shall schedule construction delay between phases with the construction manager based on the time required to vacate, renovate, install new furniture and services, and turn over each area for occupancy.
A) The first phase (1A) will include the demolition and construction of break space on the west side of the first floor.
The demolition shall be left in a clean and safe manner to be occupied by C700 for break space.

B) The second phase (1B) incorporates all work to renovate the cafeteria and training area on the west side of the first floor.
C) The third phase (1C) incorporates all work to finalize the new men’s and women’s locker room.
D) Phase four (1D) includes all work associated with the new first floor office area and any remaining first floor work. Installation of the rooftop HRU should be completed prior to the end of this phase.
E) Phase five (2A) includes renovating roughly half of the second floor area.
F) Phase six (2B) includes all the remaining work.
1.1..2. The following items require schedule coordination with multiple groups, and are not included in the Contract Scope of Work:
1.1..2.1. Relocation of staff, equipment, and materials out of the work.
1.1..2.2. Relocation of break area into temporary break space and back.
1.1..2.3. Relocation of staff and associated equipment into the new locker room. (estimate 10 days).
1.1..2.4. Relocation of staff into the completed work area twice, including final printer and communications connections (estimated 10 days each move).
1.1..2.5. Final connection of equipment (printers/computers) to communications.
1.1..3. Protect existing systems and surfaces to remain. Repair or replace damage resulting from project operations as approved by the contracting officer at no additional cost to the government.
Contractor to document existing condition prior to start of work.
1.1..4. Contractor is responsible for daily cleaning of all common areas to a state as encountered prior to the start of work. Portions of the building will still be in use during construction and the contractor is required to maintain working space
1.1..5. The work area will remain in its current state for the renovation, allowing contractors access to the space 10-12 hours for days and on weekends as needed on the first floor. All work on the second floor will require escorts. This shall be coordinated with the Construction Manager and Code 700 shall provide all escorts as required for the work including any escorts required during off-hours or on weekends. Escorts will not be required unless the work bridges into designated Security Island areas (this includes, but is not limited to, work on floor transitions, thresholds, and doors). C700 shall be responsible and provide all escorts whether they are designated or of the occupied variety.

1.1..6. Provide temporary controls and measures to isolate the work area from the remainder of the building to eliminate, including but not limited to, the spread of dust and debris, excessive noise, and other unfavorable conditions. Coordinate with the construction manager in this regard. This will be significant on the second floor where work shall abut occupied office areas.
1.1..7. The work will require schedule coordination, including system outages, of the following; electrical service, heating, cooling, and ventilation, NMCI, BCO, PORTSNET and security.
1.1..8. Coordinate all clearances with local, state and federal regulations.
Coordinate additional requirements with NMCI and Code 109.
1.1..9. Existing corridors, life safety signage, exits, and devices to remain functional through duration of the project. Coordinate all work to maintain uninterrupted access and egress to areas shown.
1.2. Architectural Demolition
1.2..1. Contractor shall decommission systems furniture workstations, furnishings, and equipment within the project area. Disconnect, remove and cap existing electrical utilities and services exposed as a result of removal operations, observing all governing codes and site specific safety requirements. New systems furniture will be installed under this contract, utilizing new utility and service connections.
Contractor shall remove NMCI and Communications utilities all the way to the source.
1.2..2. Contractor shall dismantle and dispose of all systems furniture workstations, file cabinets, and other existing office furniture within the project area.
1.2..3. Protect in place or remove and store for reuse existing ceiling mounted lights, exit signs, diffusers, and devices.
1.2..4. Remove and dispose of existing wall partitions, doors, carpeting/flooring materials and accessories, cove base, and trim pieces as shown in Attachment 5.
1.3. Architectural Construction
1.3..1. Install new interior walls and doors as indicated in attached drawings.

1.3..2. Provide acoustical sealant at the entire perimeter of new walls to tie into existing walls, floor and ceiling.
1.3..3. Modify existing sprinkler locations as shown on the contract drawings to support layout revisions, ceiling type changes, and new temporary partition locations. Relocate approximately ten (10) sprinklers in the First Floor work area. Cap one sprinkler armover.
Provide new pipe and sprinklers if required. New sprinklers will match existing sprinklers to the greatest extent possible regarding finish, temperature, response characteristics, K-factor, and activation mechanism.
1.3..4. Modify existing fire alarm detection and notification devices as shown on the contract drawings to support layout revisions. Provide three (3) new notification appliances. Relocate two (2) notification appliances in the First Floor work area. Provide a new strobe in the Women’s Expressing Room. New notification appliances will match the existing to the greatest extent possible. Two or more notification appliances in the same field of view shall be synchronized.
1.3..5. Install new ACT ceiling spline and tiles as required. Modify the existing ceiling and grid, sprinklers, lights, signs, and accessories as required to create complete and consistent ceiling systems at both sides of the new demising wall.
1.3..6. Reinstall all ceiling mounted lights, exit signs, diffusers, and devices.
1.3..7. Provide lighting control system and devices connected to new and existing lighting fixtures.
1.3..8. Prepare, prime, and paint with two finish coats, all exposed surfaces within work area (columns and interior and exterior surfaces of affected walls). Where part of a wall or surface is replaced, repaired, or modified with new construction, paint the entire wall or surface.
Door frames shall be painted with paint appropriate for metal surfaces. Mechanical registers shall be painted with heat resistant paint appropriate for metal surfaces. Provide up to three standard paint colors to be selected by customer through submittals.
1.3..9. Prepare slab per flooring manufacturer’s recommendations and install new carpet and vinyl tiles as indicated. Provide new cove vinyl base, transition strips, thresholds, and associated accessories as required for a complete and usable finished floor installation.

1.3..10. Basis of Design Carpet Tiles: J&J Invision Carpet Tile, Nexus modular backing with Pro-Sept anti-microbial treatment or equivalent. Style and Color to be determined by customer through submittals and samples. Install per manufacturers requirements.
Protect flooring once installed, from construction activities and foot traffic for the duration of the work.
1.3..11. Basis of Design Vinyl Tiles: Forbo Flooring Systems, Marmoleum, 0.1” x 19.69” x 19.69” (2.5mm x 50cm x 50cm) or equivalent. Style and Color to be determined by customer through submittals and samples. Install per manufacturers requirements. Protect flooring from construction activities and foot traffic for the duration of the work once installed.
1.3..12. Basis of Design Rubber Flooring: Roppe, Marbleized rubber tile, Slate design texture, 3/16” x 20” x 20” or equivalent. Style and color to be determined by customer through submittals and samples.
Install per manufacturers requirements. Protect flooring from construction activities and foot traffic for the duration of the work once installed.
1.3..13. Provide movable partitions as indicated in the attached drawings.
Basis of Design Modern Fold
1.3..14. Provide attic stock for future maintenance and repair (10% for new rubber tile and carpet tile and 5% for new cove base).
1.3..15. Upon completion, renovation area must be cleaned of all debris in preparation of furniture installation.
1.3..16. Workstation furniture to be procured and installed under this contract, coordinate with C700.
1.4. Furniture/Locker Room (See Attachment 4)
1.5. HVAC
1.5..1. Replace existing rooftop heat recovery unit with a fixed plate style heat recovery unit.
1.5..2. Reconfigure and replace fin tube radiators, piping, fan coil units, diffuser, grilles, and ductwork for new room layouts and HVAC requirements.
1.5..3. Provide new thermostats for individual HVAC zone control.
1.5..4. Connect all new equipment to building management system per drawings, specifications, and Attachment (11) - NAVFAC MIDLANT PWD-Maine - ICS Standard.

1.5..5. Test, Adjust, Balance and provide commissioning services for HVAC systems as shown on the drawings.
1.6. Plumbing
1.6..1. Install sink, counter and associated piping with connections for expressing room.
1.6..2. Install 1st floor mop sink. Connections for the mop sink will be through the existing slab and need to be connected to existing piping.
1.6..3. Replace two drinking fountains on the first floor and two drinking fountains on the second with drinking fountains with bottle fillers.
1.7. Electrical
1.7..1. Work performed under this contract is in anticipation and in direct support of an office furniture and locker room upgrade to the affected area of the 1st floor and 2nd floor of B238. System furniture is to be provided throughout the affected area. Final installation, and connection of system is the responsibility of the contractor. The contractor shall coordinate all work with the Client representative (Code 700) via the Construction Manager (CM) to ensure final connection of system furniture is satisfactorily completed, and is in compliance with the manufacturer’s recommendations, the NEC, and applicable UFC’s.
1.7..2. Work includes overall demolition and upgrade to the electrical distribution serving Code 730 office, locker room area and Code 700 office within B238 respectively on the 1st & 2nd floors. The electrical demolition and upgrade work shall be provided as indicated in the drawings.
1.7..3. Electrical Demolition: remove existing outlets, pull electrical wiring back to the point of origin within existing electrical closet. Recessed outlet boxes may be abandoned in place. Surface mounted raceways, outlet boxes, and hardware shall be removed including conduits.
Provide blank covers for unused/abandoned outlet boxes, and junction boxes. Repair and patch adjacent building surfaces damaged by removals of electrical materials. Panel board branch circuit breakers from demolished circuits shall remain as spare(s).
1.7..4. Installation of one (1) panelboard to the 1st floor and two (2) panelboards to the 2nd floor of B238. The panelboards shall be provided and located as indicated in the drawings.

1.7..5. Installation of one (1) new dry-type transformers to the 2nd floor of
B238. The transformer shall be provided and located as indicated in the drawings.
1.7..6. Installation of one (1) main circuit breaker to support the panelboard to the 2nd floors of B238. The breaker shall be provided and located as indicated in the drawings.
1.7..7. NMCI/Portsnet/Data/Telephone Demolition; remove existing outlets, pull ALL data wiring back to the point of origin within existing Utility/Data/Telephone closet. Recessed outlet boxes may be abandoned in place. Surface mounted raceways, outlet boxes, and hardware shall be removed including conduits. Provide blank covers for unused/abandoned outlet boxes, and junction boxes. Repair and patch adjacent building surfaces damaged by removals of data materials.
1.7..8. Work shall provide cable labelling, terminations and testing. Provide whips from wall jack to each work station.
1.7..9. Testing results shall be provided to NMCI and BCO at the conclusion of each phase which includes communication work.
1.7..10. Contractor shall provide and install all materials, hardware and incidental items to provide a complete telecommunication system.
All work shall be in accordance with NMCI Specifications and UFC 3-580-01 Telecommunications Interior Infrastructure Planning and Design. Work will be as shown on project drawing and include the following:
1.7..10.1. Provide and install two (Portsnet), Legacy CAT6 (UTP) drops to each faceplate location. Blue Copper CAT6 (UTP) for Dl, Green Copper CAT6 (UTP) for D2; Blue Mini-Com connectors for Dl and Green Mini-Com connectors for D2.
Two Legacy CAT6 (UTP) drops, on opposite ends of the room, 12 inches down from ceiling, for wireless access points.
1.7..10.2. Provide and install two NMCI CAT6 (UTP) drops to each desk location. Blue Copper CAT6 (UTP) for D1, Green Copper CAT6 (UTP) for D2; Blue Mini-Com connectors for Dl and Green Mini-Com connectors for D2.

1.7..10.3. Provide and install two Phone CAT6 (UTP) drops to each faceplate location. Provide CAT6 cabling and jacks.
1.7..10.4. C109 to provide NMCI cabinet as required and the first floor switch, contractor to provide patch panels as required.
Coordinate location and timing with Construction Manager.
1.7..10.5. The contractor shall provide final third party testing of all installed systems in accordance with UFC 3-580-01 Telecommunications Interior Infrastructure Planning and Design.
1.7..10.6. Provide a final layout plan showing the location of all network drops. Include labeling to match the designation shown on each faceplate and project drawing. Plan shall be created in Adobe PDF format on blank building plan provided by Government.
1.7..11. Upon completion, renovation area must be cleaned of debris in preparation of furniture reinstallation by furniture vendor.
1.7..12. All cabling to be run above ceiling and in wall, in cable tray or conduit. Fire caulk/seal all penetrations in rated assemblies.
1.7..13. Upon completion, renovation area must be cleaned of debris in preparation of furniture reinstallation by furniture vendor.
1.8. Structural
1.8..1. Provide and install structural framing to support the movable partition wall per contract drawings.
1.8..2. All efforts concerning the connection of the movable partition wall to the structural steel shall be per contractor coordination with the manufacturer.
1.8..3. Additional interior wall demolition to facilitate the delivery and installation of the full length steel beams may be required.
Coordinate demolition with the Construction Manager. Upon completion of installation, any impacted area must be returned to original condition.
1.8..4. Submit proposed fabrication shop drawings for Government review and acceptance prior to fabrication, procurement, or installation of any materials. Allow 21 calendar days for Government review.
1.8..5. Submit proposed concrete anchor epoxy material data for Government review and acceptance prior to procurement of material.
Include manufacturer name, and the specific product trade name, as
Page: 9 of 28 well as any technical specifications needed to satisfy the contract drawing requirements. Allow 21 calendar days for Government review.
1.8..6. Submit complete manufacturer’s information on the steel coating system for review and approval prior to painting, to include, not less than – products; recommendations for surface preparation, thinning/mixing; application, inter-coat time and curing/drying; and color chips. Allow 21 calendar days for Government review
1.8..7. Submit welder certifications for review and approval prior to fabrication. Allow 21 calendar days for Government review.
1.8..8. Submit proposed non-shrink grout for column base plates material data for Government review and acceptance prior to procurement of material. Include manufacturer name, and the specific product trade name, as well as any technical specifications needed to satisfy the contract drawing requirements. Allow 21 calendar days for Government review.
1.9. Bid Option 1 (Includes the work and incidental related work CLIN 0002 Bid Option 1)
1.9..1. Install fan coil unit with ductwork, piping, and thermostat to provide heating, cooling, and ventilation to the newly renovated second floor hallway. Connect fan coil unit to building management system. TAB and commission the unit.
1.9..2. Provide 20Amp Circuit breaker from Panel DP210A to feed three new fan coil unit on the 2nd floor.
1.10. Bid Option 2 (Includes the work and incidental related work CLIN 0003 Bid
Option 2)
1.10..1. Bid Option 2 is designed to enable the utilization of the monorail crane which spans two working spaces in the machine shop area.
1.10..2. During the work the chainfall work bench area in the west section of the space shall remain usable.
1.10..3. Work includes but is not limited to the work specified below.
1.10..4. Remove and dispose of compressed air piping. Remove air filters, valves, and piping as shown in the drawings for reinstallation. Install new ¾” piping and reinstall air filters, valves, and piping as shown on the drawings.
1.10..5. Reroute existing electrical circuitry, conduit and wiring mounted on the ¾ height wall located in the 1st floor machine shop of B238. All conduit and wiring which currently passes underneath the monorail crane shall be rerouted vertically to the ceiling-carrying beam and over the monorail. Strut or other conduit support shall be used as necessary to accomplish this work. All equipment shall be served
Page: 10 of 28 in-kind as before the renovation. Work shall specifically include but shall not be limited to the following:
1.10..5.1. Relocate and replace existing 30 amp disconnect switch.
1.10..5.2. Relocate and replace as necessary ½”-1” metal conduit and wiring.
1.10..5.3. Chip existing slab and install conduit and junction box within the slab. Re-pour concrete to fill conduit trench and make floor flush without any tripping hazard. Splice power cables from equipment located in the middle of the room to the live wires in the junction box.
1.10..5.4. Relocate and replace the existing wiring for the bandsaw and other equipment as shown on the contract documents
1.10..6. Install double-hinged, double swing gate and all typically associated components; e.g. latch, hinge, post caps etc. Gate posts shall be secured to the floor and the structural columns.
1.10..7. Remove and dispose of existing 8’ +/- section of ¾ height wall as detailed in the contract drawings. Provide additional framing as necessary to repair and prepare the remaining ¾ height wall connection to new structural columns. Procure and install two (2) 6”x6” Southern Pine, No. 2 timber columns full height. Contractor to verify all elevations prior to construction. Utilize strong tie column connections (or similar) and epoxy anchors to connect columns to existing concrete slab at the base and at the top of the column.
2.0 BASIS OF BID:
The contractor shall provide a firm fixed price for each work item and reflect the value of the material, labor and equipment with a line item total by completing the attached proposal form.
3.0 GENERAL REQUIREMENTS:
All work performed by the Contractor shall be in accordance with the requirements specified in herein and the project specifications and all local, State and Federal Codes.
The means and methods of work associated with this project shall be in accordance with the tasks specified on the enclosed contract documents and the following general requirements:
3.1. Division 01 - General Requirements Specification
All requirements of Division 01 apply to this project unless otherwise noted herein or other contract documents or if means and methods do not invoke the requirement (i.e.: no confined space, no hazardous waste, etc.). Refer to the

Attachment 4 Submittal Register for additional items that do not apply which are not otherwise explicitly identified as such herein.
3.2. The Contractor shall coordinate all work to permit Navy/Facility Operations to be performed during the course of work. It is anticipated that the Contractor may need to work outside normal work hours and /or weekends to ensure Shipyard/Facility operations are not impacted by work performed by Contractor. Additionally, some delays due to periodic work stoppages or changes in work sequence necessitated by the Shipyard/Facility operations should be anticipated and taken into account by the Contractor. The performance period and contract completion date specified by the Contract includes adequate float to cover any such delays that may result.
Consequently, any delay claimed by the Contractor will not be entertained if they are related to such schedule impacts due to Shipyard/Facility operations.
3.3. All work shall be fully coordinated with the Contracting Officer’s Representative and PWD-ME and shall comply with all Work Restrictions specified in Specification Section 01 14 00.00 22 (PNSY).
3.4. Contractor shall provide all supervision, labor, materials, tools, equipment, and transportation necessary to perform tasks within this project.
3.5. The project is located in and adjacent to security islands. The Contractor is not allowed in these areas without continuous Government escorts. Areas are as indicated on the Plans. All escorts shall be coordinated with C700 before, during and after the work.
3.6. The project is located in and adjacent to special requirement areas that require special Shipyard coordination and briefing. The Contractor shall coordinate work in these areas with Shipyard personnel. Areas are as indicated on the Plans. Coordinate with CM/ET Construction Management Team.
3.7. Contractor Security Responsibilities (PNSY)
Contractor employees shall not transport, drink, or have in their possession any alcoholic beverages. Possession of any controlled substances without a physician's prescription is also prohibited. Any Contractor employee appearing to be under the influence of intoxicating liquor or narcotics will be apprehended by Shipyard Police, escorted off of the Portsmouth Naval Shipyard, and turned over to the local Police Department.
Any vehicle found to contain controlled substances, including usable residue, may be seized and impounded. Within 24 hours of the work day following any vehicle seizure, the Portsmouth Naval Shipyard Police will have determined whether forfeiture of the vehicle is required. If not, the vehicle will be returned to the owner or authorized agent. If the vehicle is determined to be appropriate for forfeiture, the Portsmouth Naval Shipyard's Legal Officer will notify the Drug

Enforcement Administration of such seizure and impoundment, for initiation of forfeiture proceedings pursuant to Title 2l, U.S. Code, Section 88l. Such actions may be taken regardless of whether the owner/operator of the vehicle had knowledge of the presence of drugs in the vehicle. The Government may pursue criminal or other disciplinary actions pursuant to Title l8, U.S. Code, Section l382.
Possession of firearms, ammunition and/or explosives is prohibited. In the event explosives are required for construction work, specific handling requirements and approvals shall be obtained from the Security Officer via the Contracting Officer.
Cameras, video equipment, or similar photographic equipment shall not be introduced into nor removed from the Portsmouth Naval Shipyard. In the event such equipment is required for performance of contract work, approvals shall be obtained from the Security Officer via the Contracting Officer.
Weapons (firearms, personal knives with blades 2-1/2 inch long or greater, Mace, Pepper Spray etc.) are not permitted aboard the Shipyard.
Cell phones equipped with cameras are permitted aboard the Portsmouth Naval Shipyard only outside NAVSEA controlled spaces, but taking pictures is not allowed. Cell Phones equipped with cameras are not allowed in the Controlled Industrial Area (CIA), or any other NAVSEA controlled space.
The following are the penalties for any Contractor personnel or Subcontractor Personnel that are found to be in possession of a camera or cell phone equipped with a camera taking pictures outside NAVSEA spaces:
1st offense with pictures: Full investigation with security forces and NCIS, camera or cell phone confiscation, and depending on results of investigation 30 days restriction.
2nd Offense with pictures: The offender will be permanently barred from access to NAVSEA spaces.
Cameras, or cell phones equipped with cameras, are not allowed in any NAVSEA space such as the CIA, NWA, CNIA or Security Island.
If a Contractor is found with a camera equipped cell phone in a NAVSEA space, the Standard Access Control Badge (SACB) and Defense Biometric Identification System card (DBIDS) will be confiscated. Access to the installation will be denied and a Security Deficiency Log (SDL) will be issued.
General Process:

1st Offense: There is a 10 day deadline for completion of the SDL. Credentials will be reissued to the offender once the SDL response is received from the contracting company, reviewed and accepted by the Security office.
2nd Offense: The offender will be permanently barred from access to NAVSEA spaces.

At a minimum, all Superintendents & SSHO (and anyone acting in this capacity) shall have a CIA compliant mobile phone on their persons any time while work is occurring at the contract jobsite(s). The phone number(s) associated with these phones shall be provided during the pre-con meeting and work will not be allowed to proceed without one.
Laptops and any other computer, regardless of form factor, shall not be introduced nor removed from Portsmouth Naval Shipyard without authorization. Only business use computers are allowed. Contractors are not authorized to bring personally owned computers on-yard. If a computer is required to perform work on-yard, a Visitors Portable Computer Equipment Registration form must be completed and submitted for approval. These forms can be obtained and completed at the pass office upon entrance to the shipyard or your shipyard POC.
Any computing devices that also have or had an installed camera, must follow the same requirements as cell phones. If the computing device is visiting a NAVSEA space, it cannot have a camera. If the device has a camera, the only acceptable remediation is that the camera be professionally removed or drilled out and the resulting void must be filled with an opaque epoxy.
In the event that a camera is required for the performance of the contracted work, approval must be obtained from the C1120 security office. In the event of any deviation from the requirement to remove and epoxy the camera, authorization must be sought from C1120. All requests for camera use and deviations should come to C1120 through your COR or Shipyard POC. Authorizations and approved computer registrations must remain with the devices and be presentable upon request. Devices without a documented approval or observed being used in a manner that violates the terms of the Visitor Portable Computer Equipment Registration agreement are subject to search and seizure.
Use of wireless networking and communication on-yard by a contractor requires prior authorization. Communication devices such as cellular hotspots and wireless routers must also be registered using the same Visitors Portable Computer

Equipment Registration. This does not include air-cards and straight cellular data. It does include any device that transmits or broadcasts Wi-Fi, including cellular phones with the personal hot-spot feature enabled.
Broadband internet connections must be authorized prior to use on-yard. All requests for physical cable service from an internet service provider (ISP) must be authorized and coordinated through C109. Contractors must work through their COR to request broadband access.
Driver use of a hand-held cellular phone in a moving vehicle on the Portsmouth Naval Shipyard is prohibited. This prohibition does not include hands-free cellular phone devices. Hands-free devices include console/dash-mounted or otherwise secured cellular phones with integrated features such as voice-activation, speed dial, speakerphone or other similar technology for sending and receiving calls.
Driver use of any portable, personal listening device worn inside the aural canal, around or covering the driver's ear while operating a motor vehicle, is prohibited.
Listening devices include wired or wireless earphones and headphones (including blue tooth or similar technology), and do not include hearing aids or devices designed and required for hearing protection.
The use of radar or laser detection devices to indicate the presence of speed recording instruments or to transmit simulated erroneous speeds is prohibited in accordance with OPNAVINST 5100.2H.
The Contractor shall indoctrinate personnel on access limitations to ensure security control is maintained as an integral part of their work pattern and habit.
Contractor is advised that any unescorted personnel found in security areas requiring a higher level clearance than the level represented by the badge displayed will be removed from the area with possible confiscation of security badges and vehicle passes.
3.8. Utility Locating Requirements: (For Bid Option #2 and Mop Sink)
The Contractor shall locate all utilities within the limits of ground penetrating work as specified in Specification Section 01 35 26.00 22 (PNSY).
The contractor shall provide the services of a qualified independent utility locating company/person(s) (Cannot be the Government’s Utility Locating Firm).
The utility locating company shall indicate the utility type, size, and depth of all utilities within the proposed area of excavation including, but not limited to, voice/data, electrical, gas, water, sanitary sewer, and storm drainage.

The Contractor shall be responsible for any damage to underground utilities which occur during excavation or ground penetrating work.
The contractor/excavator shall notify Dig Safe (1-888-344-7233) within 14 calendar days, but no more than 30 calendar days, prior to the start of excavation or ground penetrating activity. The contractor/excavator shall comply with the State of Maine “Dig Safe” law (Title 23, MSRA 3360-A). If there are any questions regarding the Dig Safe process or underground utilities, contact the Contracting Officer Representative.
3.9. Utilities Within and Under Concrete Slabs, Bituminous Asphalt and
Other Impervious Surfaces:
Utilities located within and under concrete slabs or pier structures, bridges, parking areas, and the like, are extremely difficult to identify. Whenever contract work involves chipping, saw cutting, or core drilling through concrete, bituminous asphalt or other impervious surfaces, the Contractor shall provide the services of a third party, independent, private locating company to locate any utilities within the limits of work. The third party, independent, private locating company shall locate utility depth by use of Ground Penetrating Radar (GPR), X-ray, bore scope, or ultrasound prior to the start of demolition and construction.
Outages to isolate utility systems must be used in circumstances where utilities are unable to be positively identified. The use of historical drawings does not alleviate the contractor from meeting this requirement.
3.10. The Contractor shall ensure work is conducted and completed in such a manner to allow access for emergency response vehicles throughout the construction period.
3.11. Contractor Laydown Space:
Contractor lay down space is to consist of an area as shown on the contract documents. The only contractor laydown space provided is for a dumpster. All remaining laydown space must be within the work area and coordinated with C700. Any additional space required to complete this work must first be approved by the Contracting Officer. The Contractor laydown space will be located entirely within B-238. Deliveries and off-loading shall occur in a manner in which the stored equipment is located within the boundaries of the work location within the building.
3.12. Construction Site Plan
The Contractor shall submit a site construction plan showing the locations and dimensions of temporary facilities (including layouts and details, equipment and material storage area (onsite and offsite), access and haul routes, avenues of
Page: 16 of 28 ingress/egress to the fenced area and details of the temporary construction safety fencing/barriers systems that complies with EM385-1-1 Sections 4 & 8.
Identify any areas where vehicle track pads will be installed to prevent the tracking of mud onto the pavement outside the project site limits. Indicate if the use of a supplemental or other staging area is desired.
Show locations & types of safety and construction fences/barrier systems, site trailers, construction entrances, trash dumpsters, temporary sanitary facilities, dewatering system storage tanks and infiltration pits. See EM385-1-1 Section 4.
3.13. Temporary Project Safety Fencing
Prior to the start of Construction, the Contractor shall furnish and erect temporary project safety fencing and dust control at the work site in accordance with the plans, at the direction of the Construction Manager & the following requirements.
This requirement shall be adapted and met within the project area inside the building and be approved by the Construction Manager and coordinated with C700:
a. Temporary project fencing (or a substitute acceptable to the Contracting Officer (GDA) and delineated in the APP) shall be provided on all projects. See also EM385-1-1 Sections 4 & 8.
b. Fencing shall extend from grade to a minimum of 4 ft above grade and shall have a maximum mesh size of 2 in. Fencing shall remain rigid/taut with a minimum of 200 lbs of force exerted on it from any direction with less than 4 in of deflection.
c. Signs warning of the presence of construction hazards and requiring unauthorized persons to keep out of the construction area shall be posted on the fencing. At minimum, signs shall be posted every 150 ft. Fenced sides of projects that are less than 150 ft shall, at minimum, have at least one warning sign.
d. Depending upon the nature and location of the project site, the Contractor may request not install temporary fencing in some sections of the project site. The Contractor’s SSHO shall submit a risk analysis (AHA) to the Contracting Officer for review. This shall be based on a risk analysis of public exposure and other project specific considerations, and shall be included in the applicable AHA.
If the Contracting Officer approves the request and has determined fencing is not required, the Contractor shall install signs, other acceptable barriers systems, warning of construction hazards, shall be conspicuously posted.
If at any time it is determined the risk to the public changes based on the Contractor’s work, the Contractor shall take immediate action to address any risk
Page: 17 of 28 to the public. This requirement shall be me within the project area inside the building and be approved by the Construction Manager and coordinated with C700.
3.14. The Contractor shall dispose of all removed materials in accordance with the Shipyard/Facility, local, State and Federal regulations.
3.15. For any work on or near the roofs
The Contractor shall notify the CM/ET prior to commencing work in these areas as there are potential safety hazards associated with building transmitters. This work shall be fully coordinated with Code 109 (Roy Dodge) to ensure contractor safety.
All lifts for the demolition of the old HRU and the installation of the new HRU to be installed on the roof shall be coordinated with the Construction Manager and C700. This work shall be completed on a weekend to minimize any outages necessary during the work.
3.16. Site Work Requirements:
3.16..1. The Contractor shall restore disturbed areas surrounding limits of work to original conditions
3.16..2. Any pavement and pavement markings removed or disturbed by the construction shall be replaced in-kind.
3.16..3. During construction, the Contractor shall provide sediment erosion controls and dewatering controls to ensure that foreign material (i.e., debris, dust, silted or contaminated water, storm water) does not enter any drainage system. Erosion and sediment controls shall be installed and maintained in accordance with applicable state Best Management Practices appropriate for the site conditions.
3.17. Soil Management & Disposal Requirements
3.17..1. For this Project, the excavation work is located outside an IR Site.
3.17..2. Any excess soils shall be transported to B357 for Gov’t Disposal.
3.18. Access to Unclassified Information

Access to U.S. Navy technical information manuals, documents, drawings, plans, specifications, and other information (e.g., photos, presentations, renderings, papers, etc.) is government propriety and restricted to an official need-to-know basis. Handle, control, and safeguard to prevent oral, visual, and documentary disclosure to the public, to foreign sources, and to personnel not having an official need-to-know.
3.19. Disclosure of Information
(a) The Contractor shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., hard copies, computer files, film, tape, document), pertaining to any part of this contract or any program related to this contract, unless the Contracting Officer has given prior written approval;
(b) Requests for approval under paragraph (a)(1) shall identify the specific information to be released, the medium to be used, and the purpose for the release. The Contractor shall submit its request to the Contracting Officer at least 10 business days before the proposed date for release.
(c) The Contractor agrees to include a similar requirement, including this paragraph (c), in each subcontract under this contract. Subcontractors shall submit requests for authorization to release through the prime contractor to the Contracting Officer.

5.0 NOTIFICATION OF COMMENCEMENT:
In accordance with the contract award notification & contract requirements, the Contractor shall provide payment and performance bonds for 100% of the contract/task order value, as well as a Certificate of Insurance to the Contracting Officer within ten (10) calendar days of the award notification.
The Contractor shall notify the Construction Manager assigned to this project to arrange and hold a pre-construction conference with all interested parties prior to start of work. The Pre-Construction Conference shall be held no later than 30 Calendar days from receiving the Award from the Contracting Officer.

8.0 HAZARDOUS MATERIALS:
The following hazardous materials are either known or assumed to be present within the work area based upon recent tests coordinated by PWD-ME or from review of record documents. The Contractor shall provide means and methods of work in conformance with all applicable local, State, Federal, and Shipyard Regulations pertaining to working within or near these materials.
8.1. Hazardous Soil: (NOT APPLICABLE)
8.2. Asbestos: (NOT APPLICABLE)
(Asbestos testing was performed for sealant and joint compound in the affected areas and were returned negative)
8.3. Heavy Metal-Containing Paint:
Testing of the work areas has identified lead-based paint on plywood sheets within the first floor shop area. Reference project drawings for location and specifications for requirements for remediation/abatement.
(Other areas and materials in the building may include these but not the areas required to perform this work. The yellow stripe on the floor of the first floor main hallway is known to contain hexavalent chromium.
However, it is not, nor should it be, part of this work)
8.4. Other (PCBs, Mercury-containing Devices, etc.):
If hazardous waste is generated from this project, it shall be handled in accordance with PTSMTH NAVSHIPYD INST 5090.30. All hazardous waste generated shall be brought to PNSY Hazardous Waste Storage Facility (B-
357) at the end of the shift generated or daily.
35% Ethylene Glycol solution will most likely be encountered during HVAC renovations. This will be drained, contained, and handled as directed above.
8.5. Unforeseen Hazardous Material:
Contract documents have indicated that materials such as friable and non-friable asbestos, heavy metals-containing paints, PCBs, and other OSHA-regulated chemicals (i.e. 29 CFR Part 1910.1000) are not located within the
Page: 22 of 28 contracted work area. If other material(s), including but not limited to those listed above, that may be hazardous to human health upon disturbance are encountered during construction operations, stop that portion of work and notify the Contracting Officer immediately.
If any suspect materials are encountered and have not been previously identified as hazardous in the Contract Documents, the Contractor shall have the material tested as follows:
8.5.1 Hazardous Material Sampling:
a. Conduct all required testing and reporting of hazardous materials (e.g.
asbestos, heavy metals, PCBs, etc.) per UFC 3-800-10N, General Environmental Requirements.
b. Conduct Asbestos, Heavy Metals, and PCB Surveys for utilities, structures, and any other items as determined necessary to determine if materials are hazardous. Analyze asbestos bulk samples by Transmission Electron Microscopy (TEM). Analyze paint samples (bulk and wipe samples) for RCRA 8 metals by atomic absorption spectrophotometry (AAS). Analyze waste stream samples for RCRA 8 metals using the Toxicity Characteristic Leaching Procedure (TCLP).
c. Include the cost for sampling and analysis of the following in the base bid proposal for this project:
10 Asbestos bulk samples 10 Paint samples (bulk and wipe) 5 Composite TCLP lead samples for demolition waste stream categorization
If the sampling and laboratory analysis indicate that the material is not hazardous or poses no danger, the Government will direct the Contractor to proceed without change. If material is hazardous and handling of the material is necessary to accomplish the work, the Government will issue a modification pursuant to FAR 52.243-4, "Changes" and FAR 52.236-2, "Differing Site Conditions."
9.0 CODE/REGULATORY REQUIREMENTS:
All work performed by the Contractor shall be in accordance with the requirements specified in the Project Specifications and all local, State and Federal Codes.
10.0 ENVIRONMENTAL PROTECTION REQUIREMENTS:

10.1. An Environmental Protection Plan in accordance with the requirements specified in Specification Section 01 57 19.00 22 (PNSY) is not required for this project coordinate with the referenced specification if required.
10.2. The Contractor shall ensure compliance with the requirements related to
Concrete Wash Water specified in Specification Section 01 57 19.00 22
(PNSY).
10.3. This task order does not have a separate State or Federal permit.
11.0 CULTURAL AND NATURAL RESOURCE REQUIREMENTS:
The Contractor shall include the following in their means, methods, and scheduling of work:
11.1. Building 238 is a historic building and the project has been designed to comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties: Standards for Rehabilitation so as to have no adverse effect on historic properties. Any deviations from the proposed design must be reviewed by the PWD-ME Cultural Resources Manager and may require submission by the GOV to the Maine State Historic Preservation Office (45 day review).
11.2. (NOT APPLICABLE)
Any modifications to the proposed action must be reviewed and approved by PWD-ME ENV prior to implementation.
12.0 SITE SUPERVISION:
The Project Site Superintendent for this project shall meet the qualifications specified in Specification Section 01 30 00.00 22.
The Project Superintendent shall be on site during working hours. The Superintendent cannot be the Site Safety and Health Officer (SSHO).
The Superintendent CAN be the Quality Control Manager.
Approval of the on-site Project Superintendent by the Contracting Officer is required prior to start of construction.
