| Question No. | Date Received | REFERENCE | QUESTION | GOVERNMENT RESPONSE | Posted on Amend No. | ||||
| Page | Section | Para. | |||||||
1/24/18 | 12 | Solicitation | Factor 1 Corporate Experience | Can past experience projects be submitted within the past 10 years in lieu of 7 years as indicated in the solicitation? | Please see Amendment 0004 of the solicitation. | 4 | |
2/6/18 | 07 53 23 | Please provide a mil thickness and color of EPDM roof membrane. | EPDM Membrane thickness - 90 mil. Color - roofing manufacturer's standard white factory coating. | 6 | |||
2/6/18 | 07 53 23 | Would a comparable mil thickness and color of PVC membrane be acceptable? | Substitution of the specified EPDM roofing system is not under consideration. | 6 | |||
2/15/18 | Page 5 | 02 41 00 | 2.1 | Is there a borrow pit on base for the required soil? | A borrow pit has not been specified for the project, material used as backfill to fill basements shall be obtained from excavations necessary for the project construction. | 6 | |
2/15/18 | Page 6 | 02 41 00 | 3.1.1 | Is it allowed to dispose of broken concrete on the base or must it be removed of base? | Disposal of broken concrete on the base is acceptable pending NAVFAC approval and if material meets requirements specified elsewhere in specifications. | 6 | |
2/19/18 | D-001 and DR-102 | Drawing D-001 provides a summary of asbestos containing material to be removed. However, it appears this listing of materials did not include all of the asbestos containing materials that are present on some sites. For example, at B2532, Drawing DR-102 note A2 indicates "remove basement walls 24" below final grade and break up basement floor slab for drainage" This floor contains asbestos flooring. Please advise how the asbestos containing materials present but not included in the Drawing D-001 list should be handled. | No ACM shall be buried on site. If the contractor chooses to break up the basement floor slab for drainage and leave it on site, then the ACM floor tile shall be abated beforehand by the asbestos abatement contractor. Drawing D-001 provides a summary of Regulated Asbestos Containing Materials (RACM) only. The RACM remediation shall be performed in accordance with the specifications and Contracting Officer Representative (COR) directions. ACM which are not identified as RACM may be removed with the general waste stream. | ||||
| Contractor shall consult the Government's Hazardous Materials surveys which are available upon request in electronic format for full listing of all known ACMs. | 6 | ||||||||
2/19/18 | Will the Government be providing characterization, transportation, manifesting, containers and disposal of PCB contaminated waste water? | The government will not be providing characterization, transportation, manifesting, containers and disposal of PCB contaminated waste water. The Government will sign manifests provided by the Contractor. | 6 | ||||
2/27/18 | 02 41 00 | 2.1.a/3.1.4/3.3.1/3.3.6/3.5.1/3.5.3/3.5.4 | At the last site visit, someone asked if there are any landfills or solid fill sites on base. In Spec Section 02 41 00, Paragraph 2.1.a says “Fill material (soils) shall be waste products from demolition or deconstruction until all waste appropriated for this purpose is consumed.” Paragraph 3.1.4 says “Pavement and slabs designated to be recycled and utilized in this project shall be moved, ground, and stored as directed by the Contracting Officer. Pavement and slabs not to be used in this project shall be removed from the installation at Contractor’s expense.” Where does one find which pavements and slabs are “designated” to be recycled? Paragraph 3.3.1 says that “all materials and equipment removed and not reused or salvaged, shall become property of the contractor and shall be removed from Government property.” Paragraph 3.3.6 says “Dispose of unsalvageable and non-recyclable noncombustible material in the disposal area designated by the Contracting Officer.” If a disposal area has been designated on the installation for this type of material, where is the area located? This statement from paragraph 3.3.6 seems to conflict with the statement from paragraph 3.3.1, so which is correct? Paragraph 3.5.1 says “Dispose of …. Other non-salvageable materials ….as contractually specified in the Waste Management Plan.” Since the contractor will be responsible for developing and submitting the Waste Management Plan, how can it be referenced in the RFP as providing contractually specified guidance? Paragraph 3.5.3 says “Transport noncombustible materials removed from demolition and deconstruction structures to designated spoil areas on Government property.” If spoil areas have been designated on Government property, where are they located? Paragraph 3.5.4 says “Transport waste materials removed from demolished and deconstructed structures , except waste soil, from Government property for legal disposal. Dispose of waste soil as directed.” Again, has a site been designated for disposal of waste soil? Based on the above excerpts from spec section 02 41 00, this specification is confusing at best, and will probably lead the bidders to believe they can dispose of soils and other unsalvageable and non-recyclable materials at disposal sites on base that have not been designated and may not exist. Please provide clarification | **2018FEB28**Jacobs Proposed Response: - (2.1.a) Pavements and slabs may be used as fill material provided the material meets the criteria specified in 31 23 00.00 20 EXCAVATION AND FILL. (3.1.4) No pavement and slabs have been designated to be recycled – recycling of these materials will be at the contractors discretion. - (3.3.1) Section is applicable. (3.3.6) There are no disposal areas designated on the installation, section 3.3.6 will not apply to the project and will be deleted. (3.5.3) There are no disposal areas designated on the installation, section 3.5.3 will not apply to the project and will be deleted. - (3.5.1) Section just points out that contractor is contractually required to develop a Waste Management Plan and meet all federal, state and local regulations. (3.5.4) Section is applicable as written – non-contaminated soil shall be disposed of in the fill/embankment necessary for the project construction if it meets the earthwork specification, otherwise it shall be removed off of government property. | 6 | Delete text "**2018FEB28**Jacobs Proposed Response:" | |
2/27/18 | drwg D-001 | Demo Gen Note 3 | On drawing D-001, Demolition General Note #3 says “Dispose of debris, rubbish, scrap, and other non-salvageable material as specified in the Waste Management Plan.” Since the Waste Management Plan is to be developed by the contractor how can it be referenced to specify the disposition of demolition and construction debris? | As specified in Section 01 74 19, the Contractor is to develop and implement the Waste Management Plan as approved by the Contracting Officer Representative. Demolition General Note #3 intent is to flag this disposal is to be included in the Waste Management Plan. | 6 | ||
2/27/18 | drwg D-001 | Haz Mat Note 1 | On drawing D-001, Hazardous Material Remediation Note #1 says “Locations and approximate volume of asbestos, LBP, and PCBs are identified in the Government hazardous material surveys previously completed at all sites and are available upon request.” Shouldn’t this information be provided to the bidders during the bidding phase? | Information is available by CDRom upon request as stated in the contract documents. | 6 | ||
2/27/18 | drwg DR104 | 02 61 23 and 02 84 33 | Keynote A5 | On Drawing DR104, Keynote A5 references Specification Sections 02 61 23 and 02 84 33 regarding PCB removal. However ; Specification Section 02 61 23 is not included in the specifications, but probably should be since the scope does include removal and disposal of soils suspected to be contaminated with PCBs | Reference to specification section 02 61 23 is to be eliminated from KeyNote A5/ Sheet DR104. | 6 | |
2/27/18 | 02 84 33 | Attachment | At the end of Specification Section 02 84-33 there is an Attachment titled PCB After Sampling Report and appears to be a table of contents for a report, but do not see where this attachment is referenced or where its purpose is identified. | This the the report template referenced in paragraph 1.7.7 Closeout Report. | 6 | ||
2/27/18 | drwg C-111 | Keynote 1 | On Drawing C-111, Keynote #1 indicates that Light Duty Asphalt Pavement is to be in the old building footprint after Building 66 is demolished. Since this area will be subject to heavy truck and forklift traffic, the Light Duty Asphalt Pavement will not withstand the anticipated traffic and should be replaced with something more substantial. | Light Duty Asphat Pavement requirement is correct for the B66 building area. | 6 | ||
2/27/18 | drwgs VR-101, VP-101, VP-102 | Note 3 | Drawings VR-101, VP-101, and VP-102 all have a Note #3 that says “All utilities shown in gray are per maps and not field verified.” Since the pdf drawings provided in the RFP are all black and white or shades of gray, it is difficult to determine where this note applies | The note applies to utilities that are lighter gray such as the sanitary line on drawing VR-101 (located in grid C1 of the drawing). | 6 | ||
2/27/18 | drwg G-006 | On Drawing G-006, what is the significance of the parallelogram with text “XCOAX” drawn around approximately the south half of the existing Building 1884 | Reference drawing TP001, keynotes 4 and 5 for requirements for new and existing coax cable | 6 | |||
2/27/18 | 01 31 23.13 20 | According to the Submittal Register, there will be many submittals that will most likely be sent to IPT and/or Jacobs for review. It seems like the new eCMS tool may come in real handy for this and other purposes. Thus, the eCMS Specification Section 01 31 23.13 20 should be added to the specifications since we will all likely be expected to comply with this new requirement. | This section is not required for this project. | 6 | |||
2/26/18 | FR001 | Note 11 on sheet FR001 say piping is to be cut grooved. The type of system being called out are wet systems. Can wet system piping be roll grooved for 1-1/2" diameter piping and larger? | Project to be bid as noted. Alternate potential costs saving can be addressed through the change process once the project is awarded. | 6 | |||
2/26/18 | 25 | 28 31 76 | Will the contractor be required to provide a DTX16 Transmitter and Antennae kit for the Plating Building and another one for the Receiving Building? | A DTX16 Transmitter and Antennae kit is required for the Plating Shop. An additional DTX16 Transmitter and Antennae kit is required for the Receiving Building. Please note that an additional DTX16 Transmitter and Antennae kit is required for Building 122. | 6 | ||
2/26/18 | 12,22 | 28 31 76 | Section 28 31 76 appears to specify both scrolling LED Text Displays to show text matching voice message being played and Remote LED Text Displays to show "Evacuate" and "Announcement" for mass notification signage. Please confirm what MNS signage and messages will be required. | Scrolling LED Text Displays are not required. Remote LED Text Displays are to spell out "EVACUATE" and "ANNOUNCEMENT". | 6 | ||
2/26/18 | 28 31 76 | Please verify that the Horn Strobes in Plating Building should be white with FIRE in red. | Project to be bid as noted. Final colors to be confirm during submittal process. | 6 | |||
2/26/18 | 28 31 76 | Please verify that the Speaker Strobes in Receiving Building should be white with ALERT in red. | Project to be bid as noted. Final colors to be confirm during submittal process. | 6 | |||
2/27/18 | A-603 | 08 95 00 | 1.4.a | The door schedule on sheet A-603 indicates openings 115, 116B, 117, 123 & 126 are to be blast doors with 90 minute fire label. Specification section 08 95 00 indicates "Doors will become dislodged from the structure, Category IV" . (Reference also paragraph 1.10.1.b.2 and 2.1.1.e) Per UL Fire Label procedures, the rated doors must remain latched for th duration. Theis would bean performance should follow Category II or better under UFC 4-010-01. Please clarify the requirements for these blast doors. | Per the UFC 4-010-01 the doors shall meet or exceed Category IV requirements for the specified blast loading. The doors shall also meet UL requirements noted in the specifications. | 6 | |
2/27/18 | If the blast doors in previous question are allowed to become dislodged after a blast load for either Category III or IV, who assumes the liability should a person in or adjacent to the opening receive a serious or fatal energy. The blast door manufacturers will not assume this liability nor provide a quote with this condition. | Per the UFC 4-010-01 the buidling is classified as an inhabitated building and requires a Very Low Level of Protection (VLLOP) and the doors shall meet or exceed Category IV requirements. Per UFC 4-010-01 Table 2-1, the potential building damage/performance, the potential door hazards, and potential injury are noted for all Levels of Protection including the specified VLLOP. | 6 | ||||
