AMENDMENT 0003

General RFI’s

1. Is this a Design Build Contract? Will drawings, specification and such be provided as deliverables?

Answer: This project is not a Design‐Build Contract, therefore, no drawings or specifications are to be provided.

2. Will an Engineered Demolition plan/survey be required?

Answer: This is a construction contract that does require that the specifications associated with the project are met, with submittals required such as Demolition/Deconstruction Plan for example.

3. Please confirm there are only Six (6) Buildings to be demolished, of which are in two geographical locations. (370, 370A, 370B, 409, and 462 in Location 1 and B1352 in Location 2) (The map indicates other buildings beyond this 6)

Answer: The Contract is to demolish Buildings 370, 370A, 370B, 409. 462 and 1352. The Map includes other buildings that were removed from the contract, but the map was not updated.

4. Since the primary location of work is on the active range, what type of schedule will be provided to the contractor to execute work?

Answer: We must coordinate all activities with Range Control, which the Government Representative (Construction Engineer) will coordinate and provide the information to the Contractor.

5. Will Weekend work be allowed?

Answer: All Contract Work will take place during normal working hours per Statement of Work, paragraph 1 (c).

6. The Statement of work states 5,000 SF of disturbance requires S&EC plans, but the state of Virginia is typically 10,000SF. It appears the work can be kept under 10,000SF since the pavement is to remain, but would not be under 5000SF, can the Government make the absolute decision on this matter for fair bidding purposes?

Answer: Comply with State of Virginia standards of 10,000 SF.

7. Can Utility drawings be provided in order to quantify the distances for the disconnections? If these drawings can not be provided can a list of known utilities with sizes and quantities broken down by each building be provided for bidding purposes? Some of this information was able to be obtained at the site visit, but not all… some was covered.

Answer: Known utilities list is provided, see attached.

8. Will any storm water improvements, repairs, or underground systems be required?

Answer: See Section 3 (Site Demolition Work) for description of work and the Additional Descriptions of work by Building structure.

9. There is some confusion in regard to how the sites are to be re‐established, a note states that the asphalt around the buildings is to remain, but what about the site concrete (IE sidewalks, equipment pads, railcar beds)?

And what should the surface area of the existing buildings be established to?

Answer: These answers are provided in the Additional Descriptions (Additional Details) for each structure.

10. Are the foundations to be removed in their entirety or to a certain depth?

Answer: See Additional Building Descriptions for each structure, foundations are to be removed in entirety.

11. Please provide any available HAZMAT reports.

Answer: Do not have HAZMAT reports for each structure.

12. The Statement of work is confusing in regard to HAZMAT, in one sentence it states reports indicate NO ACM, then in a following sentence it states it is now suspected… Obviously it is understood the contractor needs to hire a PQP to survey the buildings entirely and report lab analyses, but what do we include for in our pricing for assumed abatement? We need area, quantities, and types in order to include. Or we can exclude abatement and address it when the survey becomes available. Please provide clear direction in order for the contractors to provide fair pricing.

Answer: Asbestos Survey shall be performed and included in the proposal, we are not sure about the presence or of the quantity.

13. Are PCB’s and Mercury anticipated to be found?

Answer: No.

14. Are there any known soil contaminations?

15. Will it be acceptable to process the concrete on‐site for recycling?

Answer: Yes.

16. Is the Fuel tank known to be leaking? Are there any contamination removal requirements?

Answer: No fuel tank passed tightness test when taken out of service on 4/10/2019.

17. How much fuel is to be removed from the existing tank?

Answer: Approximately 219 Gallons of fuel & sludge.

18. Is any state reporting required for the tank removal? Or will the government handle that reporting?

Answer: Reporting for taking out of service has been done, Government will notify State when removal and signed Manifest is complete.

19. Statement of work #4 directs the demolition to be systematic and describes, but further on in section #7 the requirement is to burn the structures in place. Please clarify this conflict.

Answer: Statement of Work #4 is correct. Statement #7 is there to state that explosively contaminated structures must be burned to ensure the structure is de‐contaminated (by the Government) prior to Contractor access. The Government has confirmed that no Building in the project is in need of de‐ contamination.

20. In the event burning is the required method, there is a large tree that will be susceptible to the burning, what should be the disposition of this tree?

Answer: See previous answer.

21. Is he Lightning mast at Building 370A to be removed?

22. On the site visit the Building 462 has a crawlspace but states it is a slab on grade. Please clarify the requirement.

Answer: I was not aware of a crawl space. There is a steam trench that have a small steam line tie‐in space below a portion of the slab, see attached utilities list for utilities.

23. Building 462 calls for silt fence, but the site is completely surrounded by impervious surface, will silt sock be an acceptable alternative?

24. Building 462 has a vent line attached to the building, is this to remain or be removed?

Answer: Removed

25. Building 462 has two (2) existing disconnects that appear to power a sump or condensate return system, is this to remain? (meaning the disconnects will need to be remounted to a hardstand) Is this powered from the existing in B462? And if so, how do we contend with this?

Answer: Condensate return and sump pump is too be included in Demolition.

26. Building 370A and B370B appear to have a transite ceiling, although the RFP states Gypsum, please clarify.

Answer: Perform testing as stated previously to confirm.

27. The Scope for B462 does not identify the domestic water and sanitary systems, please confirm.

Answer: See attached utilities list for information.

28. Will the storage containers around building 462 be removed by others?

Answer: Yes, if they interfere with performing the project scope.

29. What is the Scope to be in regards to the permanent fencing at Building 462, there scope does not reference this work?

Answer: A fence is not needed to be added to scope of work.

30. Please Confirm that the SSHO, QC, and Superintendent can be one triple hatted individual for this contract that is employed by the prime contractor and holds all the necessary qualifications and experience.

Answer: They can be triple hatted for performance of work.

31. Section C part 2.7.1.5 requires a FULL‐TIME archeological consultant during site work. Please confirm this requirement. (In combination with question 40 and 41 below).

Answer: Not needed per the contract.

32. Per Section C part 2.10.2.8, what will be salvaged by the Government upon and after the contractor’s mobilization?

Answer: Government has already salvaged any and all materials they wanted.

33. During the site visit at Building 370, a room was marked as a radiation area, possibly by a previous process, but is there any known radioactive contamination that needs to be surveyed, or address in construction?

Answer: There is no known radioactive contamination that needs to be surveyed or addressed in Construction.

RFI’s Specific to Explosives/UXO (Section 7 and 1.11.6 of Section C)

34. “The decommissioning and demolition of an explosives contaminated structure may present unobvious hazards requiring application of specialized knowledge and expertise as well as implementation of established regulatory safety programs.” The key is that this requires specialized personnel to perform the actions under this contract, and then the ESS with NOSSA and DDESB approvals. Please confirm.

Answer: Decontamination of the Buildings is not necessary under this contract.

35. Has an Environmental Contamination Assessment been performed? Specifically, to the explosive contamination. If so please provide and if not, whom will be responsible to provide this requirement per EM 385‐1‐ 97? The contractor?

Answer: Will provide data.

36. There are two levels of explosive hazmat abatements identified, explosive chemicals/compounds and blasting agents, please identify which of the six (6) buildings each category they apply to individually.

Answer: Neither apply to this contract.

37. Please provide any listing of the historically known chemicals, compounds, and/or explosives known to each of the buildings, please identify individually per building.

Answer: None.

38. Per EM 385‐1‐97, an ESS with NOSSA and DDESB approval are required. Is this understood? Whom will be responsible Contractor or Government? If already in place, please provide for bidding purposes. The ESS will likely need to cover the abatement, demolition, and UXO ground concerns. Is it also understood the ESS approval process can take 6‐12 Months? Is there an existing ESS that can be modified for the specific project?

Answer: Buildings were never used to bring “explosive materials” in or used at the structures, so no ESS was ever provided.

39. The Statement of work under section 7 designates these buildings to be burned. Please confirm this is the requirement, and that it is allowable. What base and state permits will be required, and whom is responsible to obtain?

Answer: No burning of buildings is required.

40. The last portion of Section 7 discusses UXO and clearance, in this paragraph the government will be providing the required MEC contractor. Please confirm this. What extent of services will the UXO Contractor provide? (IE. On‐call, On‐site, site work performance, equipment operation, etc…)

Answer: No UXO is present.

41. If an archeological consultant is required, and per the response of question 38, if the Government is providing the UXO contractor to provide the site work, what timeline should be accounted for since the contractor will not be performing the work?

Answer: No archeological consultant is required, no UXO is present.

42. The last paragraph of section 7 also discusses what is assumed to be the UXO/MEC work plan and ESS and indicates the conditions and constraints to be imposed on the contractor. Can these conditions and constraints be provided for bidding purposes? In the event these conditions and constraints are not understood for the initial Bid, how will they be addressed once they are issues?

(suggesting they add cost to the performance of work)

Answer: No UXO/MEC work plan and ESS is required.

43. In Section 7’s last paragraph there is a statement in reference to “work plan and DB specification” what exactly is this in reference to and whom will be responsible for this effort?

Answer: Contractor is responsible to provide a demolition work plan for each and every building.

44. From experience, typically with an explosive’s abetment, demolition of this nature, and UXO involved site work, all developed through an ESS, the crew performing these efforts typically are a qualified UXO/MEC team made up of a distinct and certified group of specialists (EG. UXO Tech I, UXO Tech II, UXO QCS, Ect..) This is also inclisive of specialized equipment based on the hazard level. (EG. Lexan shielded excavator, remote operated equipment, etc..) Is this the requirement for this project? If yes, and specific requirements are known, please provide.

Answer: No, this is not required for this contract.

45. Are there any known permits required to be obtained by the contractor? (IE. State, local, SWPPP, EPA, Etc..) (Other than Dig permit)

Answer: No only environmental manifest for Fuel Oil Tank at Building 370B.

46. The Period of performance appears to be 4 months, but in the event a DB process and the ESS approval through NOSSA and DDESB are required, the duration would need to be extended substantially (Additional 12 months) Please consider a longer duration. Would a schedule submitted with the proposal be acceptable for consideration?

Answer: No ESS is required, so contract duration is 4 months.

47. The Solicitation states the requirement‐ “Completed Schedule of bid/prices. All unit price and estimated amount filled out.” although there does not appear to be a schedule to be filled out… please clarify.

Answer: Lump Sum price is fine, no Bid Schedule is needed.

48. Are there any technical proposal requirements, or will this be price only?

Answer: Price Only.

49. Will there be any other evaluation other than price?

Answer: Price Only.

50. Since this is a service contract, is there any specific performance requirement of this contract aside from that of typical general construction?

51. Are there any recycling goals for this project?

52. Will there be any tree, shrub, or other specific planting requirements?
