AMENDMENT 0004
The purpose of this amendment is to answer Bidders questions contained in specification clarifications received, issue Rev 4 - J-1, Specification Package SERM-SBL1-22-0001, including Strikethrough List, and issue revised Section C to RFP.
Receipt of proposals remains December 10, 2021 02:00 PM EST.
1. Specification Clarification Question No. 015: Contractor requests that the requirements under section C.2.2 stating that “contractor’s place of performance for all delivery orders must be within a 50-mile radius of Mayport Naval Station, Jacksonville, FL” be removed. The modification would allow for additional providers to be available to perform the desired work, with the opportunity to leverage proximity to the Mid-Atlantic Regional Maintenance Center in Norfolk, VA and Naval Expeditionary Combat Command located at Joint Base Little Creek – Ft Story.
The vessels listed in this contract are over-the-road transportable and are routinely moved by the government to meet operational requirements. We believe this is a reasonable request that will expand the available industrial base for the government and will allow proven suppliers to maintain critical skills and provide service to NECC which operates these vessels in two Fleet Concentration Areas.
Answer No. 015: Government requirements mandate the place of performance restriction.
2. Specification Clarification Question No. 016: Reference 2.3, Item # 1 Strobe Light is specified as GFM in the drawing note. Strobe equipment is removed in paragraph 3.2 of the specification.
Equipment specified for reinstallation in paragraph 3.3 dos does not include the strobe light.
Strobe light is not listed as GFM in paragraph 5.1 of the specification. Who will be supplying the strobe light ?
Answer No. 016: Para 3.2 states “Remove the existing Electro-Optical/Infrared (EO/IR) cables, IR Strobe equipment…” Para 3.2.1.2 states “Turnover Electro-Optical/Infrared (EO/IR) cables and IR Strobe equipment and cables to the SUPERVISOR” Para 3.3 states “Reinstall the Electro-Optical/Infrared (EO/IR) cables, IR Strobe equipment…”
It is the Government’s intent to reuse the Electro-Optical/Infrared (EO/IR) cables and IR Strobe equipment, which includes the strobe light. The Contractor will remove the equipment and turn it over to the Government in accordance with paras 3.2 and 3.2.1.2. The Government will test/repair the existing equipment and return it to the Contractor. The Contractor will then reinstall the equipment in accordance with in para 3.3.
3. Specification Clarification Question No. 017: "Amendment 002 states ""receipt of proposals remains December 13, 2021 02:00 PM EST.""Amendment 002 Sheet 1, Block #11 does not specify an extension to the Bid Proposal Due Date. Will the government clarify the Bid Proposal Due Date?
Answer No. 017: Amendments 1-3 did not have the correct proposal due date as stated in the original RFP. The correct due date continues to be 10 Dec by 1400 local time via email to the personnel stated in section L.
4. Specification Clarification Question No. 018: "Paragraph 3.3.10 states to ""remove existing and install new each cabin window and seal listed in 1.3, and located in 1.2, using 2.2 for guidance…" Paragraph 2.2 is LAR 34PB-1436, Drawer Material Replacement. Will the government please clarify this is the correct reference for Paragraph 3.3.10?
Answer No. 018: Reference 2.2 cited in para 3.3.10 is incorrect. References 2.8 and 2.9 should have been be cited instead.
Work Item 120-11-001 para 3.3.10 has been corrected and now reads “Remove existing and install new each cabin window and seal listed in 1.3, and located in 1.2, using 2.8 and 2.9 for guidance, as designated by the SUPERVISOR”.
