SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
Q21. On page 67 of 85, Section 4.2 Volume I – Technical Capability (Factor 1) it states “Included in the Corporate
Capability section shall be a sample qualification/training record showing the minimum training, qualifications, and experience level, including required experience, the offeror would present as suitable to meet the requirements of the
PWS” and later in the same section there is a note that states “All proposals must address the requirements above for each trade, regardless of category, in order to be considered responsive.” Does this mean that the Government would like to see a sample qualification/training record for each trade listed? If so, would the Government consider increasing the page limit or allowing the offeror to submit the sample qualification/training record as an attachment to Volume I?
A21. Yes, a sample qualification/training record is required for each trade listed. The sample qualification/training records will not be included in the Volume I page count. Please see updated Section L paragraph 2.3.2 “Page
Limitation” and paragraph 3.1 “Volume I – Technical Approach”.
Q22. Pg 69 of 84, Section 4.4.1 Recent and Relevant Performance states “offerors shall provide at least three (3) recent and relevant contract efforts,” but later states “offerors shall identify (2) contract efforts performed within the last three (Government fiscal years (1 October 2012 – present)” and “offers must also submit at least one (1) recent and relevant contract effort for each proposed subcontractor that performs more than 10 % of the total contract efforts.” Can the Government please clarify if the Prime offeror shall submit three (3) contract efforts in addition to at least one (1) for each major subcontractor?
A22. The prime offeror shall submit three (3) contract efforts in addition to at least one (1) for each major subcontractor.
Q23. Attachment 3 IDIQ Estimated ManDays provides the level of effort in man-days. Request that the government provide the number of hours in a man-day for straight time, and the number of hours in a man-day for overtime in order to ensure that each contractor is defining man-days the same way for their bid.
A23. There are eight (8) hours in a man-day. Overtime hours are not included in the estimates in Attachment 3. The
Government anticipates overtime to be approximately 10% of the estimated manhours.
Q24. Can the Government provide the anticipated number of each trade and period of performance that is projected for the Task Orders expected to be issued under this IDIQ contract?
A24. The Government cannot currently provide an anticipated number of each trade or period of performance that is projected for the Task Orders expected to be issued. The ordered number of trades will not exceed the contract ceiling amounts.
Q25. NAVSEA Tech Pub T9074-AR-GIB-010/278 has been added to the Trade Specific Technical Standards
(Section C) of the Welder Shipyard Requirements table in Attachment 2. This is a new addition from the solicitation/sources sought announcement. This spec is for Pipe Welding requirements. Is it the shipyards intent to solicit Certified Pipe Welders? The body of the solicitation indicates mainly structural welding.
A25. While the vast majority of NAVSEA Tech Pub T9074-AR-GIB-010/278 deals with pipe welding applications, there are numerous instances where structural welders can be assigned to machinery or pressure vessel welds controlled by NAVSEA Tech Pub T9074-AR-GIB-010/278, especially those welders holding bimetallic GTAW qualifications. The Shipyard does not intend to solicit Certified Pipe Welders.
Q26. Attachment 2 of Solicitation No. N39040-16-R-0001 for Fire Watch, Section (C). Trade Specific Technical
Standards references 29 CFR 1910 Occupational Safety and Health Standards. This CFR has 20+ subparts. Which subparts are required to be addressed?
A26. 29 CFR 1910 Occupational Safety and Health Standards, Subpart L specifically addresses the fire protection requirements.
Q27. Attachment 2 of Solicitation No. N39040-16-R-0001 for Ship Fitter trade, Section (B). Trade Specific
Requirements requires that “each person must have at least 2 years Naval or commercial ship repair experience performing section (A) Typical Tasks.” All other trades allow for “heavy industrial work environment experience.”
Is it the Shipyard’s intent to limit past repair experience to only ship repair?
A27. Please see updated Attachment 2 – Trade Skill Requirements page 6, with updated Section (B) Trade Specific
Requirements.

(5) Offerors shall submit proposals in response to this solicitation in English and in U.S. dollars.

If, however, a contract is awarded to this Offeror as a result of, or in connection with, the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extend provided in the resulting contract. (1) The Government intends to award a Single-Award contract that results from this solicitation to the responsible Offeror whose proposal represents the best value to the Government in accordance with the Factors and
Subfactors set forth in Section M of the solicitation.
(2) The Government may reject any or all proposals if such action is in the Government’s interest.
(3) The Government reserves the right to waive informalities and minor irregularities in proposals received.
(4) The Government intends to evaluate proposals in accordance with the evaluation criteria listed in
Section M. The Government intends to award a contract based upon initial proposals. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a cost/price and technical standpoint. However, the
Government may contact any or all or a limited number of awardees with questions concerning their responses as permitted under FAR Part 16.
(5) The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit cost or prices offered, unless the Offeror specifies otherwise in the proposal.
(6) Exchanges with Offerors after receipt of proposal do not constitute a rejection or counteroffer by the
Government.
(7) The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or subline items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost and price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
(8) A cost realism analysis will be performed in accordance with FAR 15.404-1(d) – COST REALISM

Contracting Officer on or before the proposal due date. Electronic submission by the customer is preferred;
however, hardcopy mail or fax will be accepted.
The Government reserves the right to limit or expand the number of references it decides to contact and to contact other references than those provided by the Offeror.
4.4.3 Previous Contract Effort Narratives:
For each of the Previous Contracting Efforts submitted on Attachment 7 (Past Performance Information Form), the
Offeror shall also provide a Previous Contracting Effort Narrative detailing the following information:
(a) Description of how the scope for the contract/task order relates to this effort in scope and complexity.
(b) Description of the significant achievements, challenges or obstacles that were encountered during contract performance and the measures taken to overcome them.
(c) Description of achievements for the most recent period for which performance measures have been applied to each contract. The performance measures should be specific and show the target performance levels that are set forth under the applicable contracts as well as the level of performance achieved. The Offeror shall describe the tools and/or methods used to collect metrics data and the frequency of data collection reporting.
Note: The Government reserves the right to use contract performance data provided in the Offeror’s proposal and contract performance data obtained from other sources, such as the Contractor Performance Assessment Reporting
System (CPARS) database and from the point of contact identified by the Offeror in its proposal.
4.5 Volume IV – Supporting Cost Data (Factor 4)
4.5.1 Section B Pricing (Prime Offerors)
(a) Offerors shall submit proposed pricing for Section B using the CLINs listed in Section B of the solicitation.
Proposed costs and Fees must be provided for each applicable Contract Line Item Number (CLIN) identified in the solicitation. The Offeror shall comply with instructions contained herein for submittal of the Cost/Price Proposal.
Contract award will be made at the proposed costs and fees of the successful Offeror using that Offeror’s proposed
Section B pricing.
(b) Offerors are advised that the Government requirement for this effort is approximately 18,192 man-days in Year
1, 18,654 man-days in Year 2 and 18,750 man-days in Year 3. Offerors shall proposed rates according to this breakout.
(c) Offeror’s proposal should represent its best efforts to respond to the solicitation. Any inconsistency between promised performance and the technical capability in the proposal, identified personnel resources and cost/price must be explained in the proposal. For example, if the intended use of new and innovative techniques is the basis for an abnormally low estimate, the nature of these techniques and their impact on cost or prices shall be explained; or, if a corporate policy decision has been made to absorb a portion of the estimated cost/price, that must be stated in the proposal. Any inconsistency, if unexplained, may raise a fundamental question of the Offeror’s understanding of the nature and scope of the work required and may adversely impact the evaluation of the Offeror’s proposal. The burden of proof as to cost/price credibility rests with the Offeror. Unrealistically low prices may indicate an inability to understand requirements and a high-risk approach to contract performance. Accordingly, the Government may consider the findings of such an analysis in evaluating an Offeror’s ability to perform and the risk of its approach.
4.5.2 Supporting Cost/Price Data (Prime Offerors)
(a) Offerors shall provide Supporting Cost/price data using the format provided as Attachment 5 (Cost Summary
Format Workbook) with this solicitation that details the breakdown of costs by year, with complete formulas, of proposed costs/prices by contract year. The cost/price data shall include all major cost elements (Direct Labor by category/rate/hours, Fringe rate and amounts, Overhead rate and amounts, G&A rate and amounts, Cost of Money factor/rate and amount, escalation, Subcontracts, etc.) and fees. Supporting cost/price spreadsheets shall detail the breakdown of all costs by task and year, with complete formulas.
(b) Offerors shall provide the Basis of Estimate (BOE) supporting the costs/prices provided in the Cost/Price
Summary including a description of the assumptions and computations used to develop the proposed cost/prices.
(c) Direct Rate Supporting Documentation: Offerors shall provide Cost/Price spreadsheets using the format provided in the Cost/Price Summary Tab, in the Cost/Price Summary Format Workbook (Attachment 5), that details the breakdown of costs by year, with complete formulas, or proposed costs/prices by contract year. If the Offeror deems it necessary to include multiple tabs/worksheets within the workbook to explain the cost further, the Offeror shall include a summary tab/worksheet with a summary column (totaling all 3 years) and a summary column for all costs for each year.
(d) Indirect Rate Supporting Rate Documentation: Offerors shall provide the supporting information and identify the basis of proposed rates for indirect costs (e.g., Forward Pricing Rate Agreement and date of agreement, bidding rates and the date of submission; or actual rates used and the effective date, billing rates, and the date of approval etc.). If
Offerors do not have FPRAs or rates available from DCAA/DCMA then Offerors shall show how indirect rates were computed and applied, including cost breakdowns, trends and budgetary data. Offerors shall identify the
Government contracts contributing to the pools and expiration dates for those contracts. An example of the required information is included as a Tab in Attachment 5, Sample Indirect Rates Supporting Documentation, in Section J.
This information will be used to establish source and reasonableness of price.
(e) Uncompensated Overtime: For the prime and each major subcontractor (subcontracts of $2 million or more per year), briefly summarize company policies on uncompensated time and state what, if any, impact the policies may have on the efforts described in the PWS. In accordance with FAR 52.237-10 Identification of Uncompensated
Overtime, if uncompensated time is included in the offer or any of the supporting cost data, the uncompensated time should be clearly identified with an explanation as to why it’s needed.
(f) FCCM: Offerors shall submit form CASB-CMF if proposing Facility Capital Cost of Money (FCCOM) and show the calculation of the proposed amount. Additional narrative may be submitted as a separate document, if necessary, to describe derivation of labor rates, use of uncompensated overtime pools to which indirect rates are applied, etc.
(g) ODCs: Offerors shall propose Other Direct Costs (ODCs). The Government estimates unburdened ODCs
(including travel costs) for this contract to be $4,100,000 for the Base year, $4,400,685 for Option Year 1 and
$4,090,890 for Option Year 2. Offerors shall burden these ODC costs with all applicable indirect rates (i.e. G&A, Material Handling). This estimate must be included in Section B for the offer of the ODC CLINs.
(h) Escalation: Identify proposed escalation in the Option Periods and how escalation is calculated. Offerors proposing no escalation for either exempt or non-exempt labor categories for the Option Periods shall provide their rationale with the cost proposal.
(i) Subcontracted Costs: Each subcontractor estimate shall be addressed separately, and detailed cost information shall be provided in the same format as required for the prime contractor. Prime Offerors must include a brief narrative in their Cost Narrative stating the contract type for each subcontractor. The detailed information of subcontractors may be submitted separately to the Government if the subcontractor does not wish to provide this data to be provided to the prime Offeror. Subcontractors must submit their information directly to the Government via email. For cost/price summary data provided separately, Subcontractors shall place the appropriate restrictive legend on their data and identify the Company name, address, point of contact and solicitation number.
Note: Subcontractors are required to provide contact information for their cognizant DCAA Branch Office with the name and telephone number of a DCAA Point of Contact who is familiar with their Company. Failure to provide the required subcontracting Data/Cost may render the Prime’s offer ineligible for award.

4.6.2 Section H/I Fill-ins
Offerors shall provide Section H and I Fill-ins, as applicable, in this Volume.
4.6.3 Organizational Conflict of Interest Mitigation Plan (if applicable)
Due to the nature and scope of the work encompassed by this solicitation, the Government requires that there be no conflict which would preclude the prime contractor from performing any portion of the Statement of Work, regardless of whether it intends to subcontract that portion. Due to the nature of the work outlined in Section C, the
Government anticipates that organizational conflicts of interest (OCIs), including impaired objectivity OCIs, will arise for Offerors that perform under other contracts within the cognizance of PNSY as prime contractor or subcontractor for touch labor that will be covered by this solicitation.
If any Offeror may have an OCI the Offeror must notify the Government and must submit an OCI mitigation plan with its proposal. Failure by an Offeror that has identified a potential OCI or an eliminated OCI to submit an OCI mitigation plan with its proposal shall be considered grounds for disqualification from award. The Government will not accept mitigation measures for impaired objectivity OCIs. For any OCI, the Government will not accept mitigation or elimination measures:
(1) That creates an additional burden on the Government to implement;
(2) That involve directed subcontractors or creating separate lines of reporting or any modification to the
Government/prime contractor relationship; or
(3) That is deemed in the sole discretion of the contracting officer to provide insufficient organizational independence between the prime contractor or a subcontractor under this contract and a prime contractor or subcontractor for touch labor that will be covered by this solicitation.
This is not an exhaustive list of measures that will be considered inadequate to protect the Government. It is an illustrative list provided in an effort to ensure that all Offerors understand the Government’s expectations and intent to avoid OCIs. The Government reserves the right to determine whether or not any mitigation plan provided by an
Offeror is sufficient to protect the Government. The Government also does not intend to accept any mitigation measures that involve additional oversight or commitment of resources by the Government, such as agency review of contractor deliverables, internal review of task assignments for OCI before issuance, or formalized monthly reviews of work performed and projected. All Offerors are directed to review and comply cully with the OCI clauses included in Sections C and L of this solicitation.
