SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Q9. Section C, 2.3.6, page 11: This section requires that the awardee “Provide overall management, oversight and supervision (and/or lead workers) to effectively and safely manage the work of the task orders” as well as other supervisory/management functions. We have provided Supervisors for PNSY and other U.S. Navy Shipyards during the execution of Touch Labor Contracts’ Task Orders. Please consider adding the Direct Labor category of

Supervisor to the solicitation.

A9. Supervision should be addressed in accordance with the instructions in Section 4.3 “Volume II – Management

Approach (Factor 2)” and Section 4.5 “Volume IV – Supporting Cost Data (Factor 4)” in Section L of the solicitation. Supervisory hours will be considered a direct labor cost. No Direct Labor category will be added.

Q10. Section L, page 67, Paragraph 4.2: The page count (25) for Volume I, Technical Approach is not sufficient to provide “contractor’s current training curriculum for confined space, respirator and fall protection programs”. Please consider excluding this documentation from the Volume I page count.

A10.The training curriculum will not be included in the Volume I page count. Please see updated Section L paragraph 2.3.2 “Page Limitations” and paragraph 3.1 “Volume I – Technical Approach”.

Q11. Section F, page 17: The Performance Schedule has the Estimating Ordering Period for CLINS 0001-0002 as

01 May 2016; Section L, paragraph 1.2, page 64: states “For proposal purposes, the estimated date of contract award is 08 April 2016”. Please advise if estimated start date is 8 April 2016 or 1 May 2016.

A11. The contract award date is estimated to be on or around 8 April 2016. The first task order is estimated to be issued on 1 May 2016.

Q12. Section M, Factor 1, Mod 1, page 4, last paragraph, 1 st sentence states: “For each trade skill the Offeror’s technical approach will be evaluated based on the degree to which it clearly demonstrates knowledge and ability to perform the typical tasks and related competencies, as listed in Attachment 2”. Attachment 2, Section A of the nine

Labor categories includes more than fifty-five “Typical Tasks”. Is it the Government’s intention that the Offerors develop a narrative approach for each of these tasks? If so, we do not believe that 25 pages is sufficient.

A12. The technical approach does not need to address each task specifically, it should address each of the requested trades.

Q13. Section M, Factor 2, Mod 1, page 5, 3 rd paragraph,: “….ensure effectiveness and efficiency in: (1) interfacing with PNSY personnel; (2) NAVSEA and other contractor and Government agencies and Navy field activities and

(3) performance and coordination of work.” Item (2) is not addressed in Section L (see page 68, Section 4.3, 3 rd paragraph). Please advise.

A13.Item (2) is addressed in Section L, Paragraph 4.3 “Volume II – Management Approach (Factor 2)”. The text is listed below:

“A majority of interactions during the performance of this contract are within PNSY and other NAVSEA offices. Apart from PNSY, contact may be with a variety of contractor and other Government agencies and Navy field activities. Offeror shall address the following areas: the adequacy of the Offeror’s corporate management and corporate resources including internal and external communication lines and the Offeror’s method of maintaining close liaison with the COR; the identification of the program manager and the program manager’s authority and ability to independently commit company resources to perform under the contract; how personnel will be transitions from tasks throughout the contract period; the Offeror’s start-up plan to full perform within two (2) weeks after contract award; and anything else the Offeror considers important in performing the PWS.”

Q14. Section M, Factor 2, Mod 1, page 5, 4 th paragraph states: “The offeror’s approach for subcontract management will be evaluated for level of detail with emphasis on quality, on-time, which budget task completion, contractual arrangements, qualification requirements, selection process(es), contingency plans, subcontractor quality management plan and management interactions, including performance feedback.” This is not addressed in Section

L. Please advise.

A14. This information is addressed in Section L, Paragraph 4.3 “Volume II – Management Approach (Factor 2)”.

The text is listed below:

“Describe the ability of your proposed organizational structure and office systems to ensure effectiveness and efficiency in: (1) interfacing with PNSY and (2) performance and coordination of work. Describe the procedures in place for monitoring and controlling costs and demonstrate that they are successful. If teaming or subcontracting is contemplated, Offerors must provide a full description of:

-The proposed subcontractors or team members;

-The portions of the PWS that will be subcontracted or the planned division of tasks within the team;

-Discuss agreements/arrangement with its teammates and/or subcontractors and why such agreements will benefit the Government and aid the contractor in achieving the requirements and objectives of this effort and benefit the Government throughout the life of the contract;

-The extent (percentage) of subcontracting or the percentage division within the team;

-The management structure for coordinating and controlling subcontractors and/or team members;

-Subcontractor deliveries to the prime and payment tracking;

-Points of contact;

-The sole bearer of ultimate responsibility for performance

The Offeror shall provide their corporate structure and the functional relationship and responsibilities among organizational element that will participate in accomplishing the defined tasks. Within this factor, the

Offeror shall address the following areas: manpower and performance controls and tracking procedures; any subcontracting that may be planned; if planned, when and how subcontract resources will be used and tasking management relative to; project control procedures used to plan, track and control multiple tasking; factors considered in assigning an individual to the task and methods of handling changes in priorities and schedules;

policies and procedures that the Offeror will use in managing and directing the effort with emphasis on quality control efforts for early identification of problems and conflicts and means for resolving the same.”

Q15. Attachment 6 (Past Performance Report Form): If a CPARS has been submitted by our customer for the contract/order developed for Attachment 7 (Previous Contracting Efforts Form), is it required that the customer submit an Attachment 6 when our performance has been previously documented?

A15. Yes, it is required that offerors submit in accordance with the instructions in Section L, Section 4.4.

Q16. Section 2.3.1, page 10 states: “Training identified in Attachment 1 section D for each trade are minimum qualifications expected to be covered by the contractors training plan.” Believe this is an administrative error and should read “Attachment 2”. Also, there is no Section D for Fire Watch (FP). Please advise.

A16. Please see updated section 2.3.1 to correct the Attachment reference to “Attachment 2” and updated

Attachment 2 – Trade Skill Requirements page 2, with updated Trade Training Requirements.

Q17. If an offeror intends to send Attachment 6 (Past Performance Questionnaire) for a single past performance citation to more than one customer POC (i.e. for ordering vehicle), is it permissible to change the form to include the customer POC’s contact information on the form? There is no place on the form for the customer POC completing and submitting the form to PNSY to provide contact information such as agency, code, title, telephone #, fax #, and e-mail address.

A17. Yes, it is permissible to include the customer POCs contact information on the form. The customer POC may also include it via email in their submission.

Q18. What Government systems will be provided to the contractor?

A18. The Government will not be providing any systems to the awardee.

Q19. 2.1.1.1.4 requires the contractor to provide copies of training curriculums. Is the curriculum to be provided as an Appendix? (outside of any page limitation restrictions for Volume I and II)

A19. See answer to question A10.

Q20. Is Sub Safe a requirement?

A20. Sub Safe is not a requirement.

2.2. Options for Gas Free Engineering and Competent Personnel Services

2.2.1. For execution of this contract, the contractor’s personnel will be assisting PNSY personnel executing work in confined spaces. Since PNSY will already be performing competent person/gas-free services for the workspaces, PNSY is willing to extend its competent persons services and make them available to the contractor’s employees rather than have the contractor perform duplicate monitoring.

The framework for the Navy/PNSY providing competent personnel/gas-free services is provided in

NAVSEA S6470-AA-SAF-010, Paragraph 2-8 (Contractor Operations). The operator shall identify in their bid proposal if they plan to utilize Navy provided competent personnel/gas-free services.

2.2.2. If the contractor chooses to utilize Navy-provided competent person/gas-free services, the terms and procedures of the usage will be included in the awarded contract to ensure clear delegation of responsibilities as required by NAVSEA S6470-AA-SAF-010. PNSY will provide a copy of its confined/enclosed space entry program to the contractor, and the contractor will be required to make their employees familiar with our program prior to assigning them to PNSY. Some examples of responsibilities provided to the contractor by NAVSEA S6470-AA-SAF-010 are:

2.2.2.1. Ensure the Navy competent person is on a list provided by PNSY.

2.2.2.2. Ensure all its employees who may enter confined spaces are trained to entry procedures in accordance with 29 CFR 1915.12(d) and the PNSY confined/enclosed space program. The contractor shall maintain the training records at least 3 months beyond the completion date of the contract.

2.2.2.3. Ensure all contractor employees comply with confined space entry procedures.

2.2.3. If the contractor opts not to use Navy-provided competent person/gas-free services they then must provide their own competent person/gas-free services in accordance with Occupational Safety and

Health Manual VOL 2 Part I Chapter 1, NAVSEA S6470-AA-SAF-010, and 29 CFR 1915 – Subpart

B.

2.3. MANAGEMENT REQUIREMENTS

PNSY shall be responsible to provide all quality assurance personnel and engineering support that may be required in the assigned tasking.

A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
