QUESTIONS AND ANSWERS #2

The following are answers to questions received from potential offerors. The answers provide clarification only and do not constitute an amendment to the solicitation.

1. Work Item 106 – paragraph/section 7.3, requires pressure washing of all the areas listed in section 3.0 which include: 3.1.14: C4I & TSCIF, 3.1.19: Laundry Room, 3.1.21: Embarked Personnel Seating Area, 3.1.23: Carpeted Areas and Bridge. Many of these areas have furniture, carpeting, fixtures, and sensitive electronics that would be damaged or destroyed if in contact with any water. Please clarify which areas must, in fact be cleaned by pressure washing and which areas are to be cleaned by normal janitorial cleaning methods. As well, to what standard will cleaning/ preparation be held to? (e.g. SSPC-SP-1)

ANSWER: Areas in which pressure washing would damage or destroy furniture, carpeting, fixtures and sensitive electronics shall be cleaned in the manner of general house cleaning measures as referenced in 7.10 of the Work Item. All areas onboard the ship require cleaning. If a location cannot be pressure washed due to items located in the space, contractor shall bid the space under the assumption it will be hand wiped with warm water and approved cleaning agent. In the event a space cannot have any water in it such as carpet, then general house cleaning through vacuuming is expected. SSPC-SP-1 is acceptable level of cleanliness for solvent cleaning.

2. Work Item 107 – Please provide the original drawings for the enclosures without the mark-ups.

ANSWER: Drawings to be provided via AMRDEC Safe.

3. Work Item 107 – What is the coating system inside the CHT tank? (e.g. Belzona or Enecon)

ANSWER: Belzona 5811

4. Work Item 402 - paragraph/section 3.2.1, references 2.1, 2.2, and 2.3 for the contractor to furnish. Does the paragraph really intend to reference 2.1.1, 2.1.2, and 2.1.3?

ANSWER: Drawing reference should only state 2.1.2 DWG 8497495 which contains the foundation fabrication drawing. WI 402 has been modified. WI 402 will be provided via AMRDEC Safe.

5. Work Item 403 – How many AC Marine CX4 antennas are to be maintained?

ANSWER: Two (2) AC Marine CX4 antennas are to be maintained.

6. Work Item 504 - The vacuum interface valves were changed out in 2017 under Contract No. N32205-17-C-4150, WI 504, and the OEM states “Next maintenance should be fall 2022.” Do the listed valves require maintenance at this time?

ANSWER: The intent of this Work Item is to accomplish the annual maintenance of the units and provide the valves as material to be turned over to MSC as spares.

7. Work Item 602 – Which MES is to be deployed?

ANSWER: The STBD MES is required to be deployed.

8. Work Item 611 – paragraph/section 2.0, are there any references available that are relevant to the SCO office expansion other than the C4I HVAC Upgrade drawing provided in the references section?

ANSWER: Drawing 8497415 and 8392991 to be provided via AMRDEC Safe. Drawing 8497415 depicts the installation done on USNS CARSON CITY. This is the size of the SCO office modification, however, it will not be exact configuration due to the original configuration of USNS SPEARHEAD found on Drawing 8392991. The Work Item’s intent is to expand from Drawing 8392991 to the size of the Drawing 8497415. Office equipment, door locations, electrical and etc. will not match Drawing 8497415 and will have to be based on existing condition of the SCO office.

ANSWER: The retrofit has not been performed on this vessel.
