QUESTIONS AND ANSWERS #1
The following are answers to questions received from potential offerors. The answers provide clarification only and do not constitute an amendment to the solicitation.
1. Work Item 011 - states to price for seventy-five (75) days even though the availability is for sixty-seven (67) days. For estimating purposes should all services be sixty-seven (67) or seventy-five (75) days?
ANSWER: The availability length is for sixty-seven (67) days. WI 011 has been modified. Revised WI 011 will be provided via AMRDEC Safe.
2. Work Item 011 - requests two portable AC units for C4I and ICE. However, these units are inadequate for keeping these spaces cool and exhaust lines must be run through the weather doors down the passageway, making them trip-hazards. During previous work on this class of ship, a 110 - 125 ton chiller has been tied into the ship’s HVAC system allowing for climate control during the availability. Should contractors price for this or the two portable units?
ANSWER: Offeror may bid the price of two (2) portable chiller units if they choose too. MSC does not dictate how the offeror chooses to accomplish a work item, however, spaces listed will need to be cooled appropriately.
3. Work Item 012 - Are phone lines required for the ship and OMT office?
ANSWER: Yes, phone lines are required for the ship and OMT offices. WI 012 has been modified. Revised WI 012 will be provided via AMRDEC Safe.
4. Work Item 105 - Item location/ descriptions appears to be incomplete. Please provide paint quantities and areas for all locations.
ANSWER: The tables listed in the location/description are complete. This work item is to surface prep and preserve the bilge pockets across the ship. The bilge pockets or rose boxes are approximately 24 inches in diameter and 14 inches deep. The list references GAL for quantities that are less than a gallon.
5. Work Item 107 – The title states Pump Room 1 and 2 Renewal, however only one of the two are mentioned in the statement of work. Is this item for both sides or just Pump Room 2?
ANSWER: Work item shall be updated for additional required repairs in Pump Room 1 CHT deck insert and FWD STBD Fuel Tank BHD insert. WI 107 has been modified. Revised WI 107 will be provided via AMRDEC Safe.
6. Work Item 402 - paragraph/section 7.3.2, states structural install must be completed no later than October 30, 2018; however, the period of performance for this work package begins November 5, 2018. Please verify the requirement.
ANSWER: The date has been corrected. Install must be complete no later than November 16th, 2018. WI 402 has been modified. Revised WI 402 will be provided via AMRDEC Safe.
7. General - Does MSC accept CPARs from prior completed United States Government (USG) projects? Is it permissible for an Offeror to submit for CPARS for T-EPF 1’s ROHDD?
ANSWER: Yes, an offeror may submit CPARs from previous USG projects. Per the section L-2.D. Proposal Content of Solicitation N3220518R4152, “The Past Performance evaluation will be accomplished by reviewing aspects of an offeror’s recent and relevant Past Performance. Offerors may provide information for up to three (3) previous Government contracts where the effort is/was recent and relevant to the effort required by this solicitation”.
8. General - Will MSC be able to provide schedules for all government-furnished subcontractors and technical representatives to integrate into the contractor’s schedule/milestone projections?
ANSWER: Schedules for MSC Government-furnished subcontractors and technical representatives that are required to be provided in October 2018. All support required by these MSC contracts will be relayed to the shipyard seven (7) days prior to, if any assistance is required. Per WI 0002, para 7.4.1, “The contractor shall coordinate and reiterate the production schedule dates for when the government tech is to be onsite via the MSCREP in writing seven (7) calendar days in advance of the work item's start.” It is the responsibility of the contractor to schedule all work during the availability in reference to the Work Items in this contract. Technical representatives are solely onsite to provide technical assistance and oversite of work regardless if furnished by the contractor or by the government.
9. Work Item 106 - The work item calls for a deep cleaning of a significant amount of the vessel with pressure washers and detergent. This item doesn’t take into account its gross impact on the rest of the work to be performed on the ship and the limited time available between production work and departure of the vessel. To properly perform this item all work would need to be completed, excluding dock and sea trials, at least three weeks prior to beginning wrap up and containment of the spaces to prevent contamination. Due to the very large number of spaces involved and the excessive amount of interferences to be protected it does not seem possible to complete this item in the limited time allotted. Please advise.
ANSWER: MSC does not dictate how the contractor is to accomplish work or schedule work. Request Work Item to be bid accordingly.
