REQUEST FOR SPECIFICATION CLARIFICATION #03_
NAME OF CONTRACTOR:
SPECIFICATION ITEM NO.: 021
PARAGRAPH / SECTION NO: Paragraph 7.4 & Enclosure 2.2.1
TITLE: CLEAN AND GAS FREE TANKS, VOIDS, COFFERDAMS AND SPACES
Specification paragraph 7.4 states, “Contractor shall be responsible to provide all pumps, hoses, fittings and personnel to safely remove all remaining tank contents as identified in enclosure 2.2.1.”
1) In review of Enclosure 2.2.1, we note the table for the Ballast Water and Fresh Water tanks cited on page 021-8 is illegible due an apparent “over lay” of the Fresh Water and Ballast Water tanks on top of each other during the development process.
2) In review of enclosure 2.2.1 USNS GUADALUPE (T-AO 200) List of Applicable Tanks, Voids and Cofferdams; we find no information reflecting the arrival condition & liquid loading of the ship. We do note the 100% capacity for each tank is shown in the enclosure for various tanks listed in the specification.
3) The San Francisco Shipyard Facility has no local fuel storage facility within the bay area to offload the fuel and store for the duration of the availability while performing tank inspections. Standard practice is to bring the ships in with minimal fuel onboard to allow onboard transfer of fuels and lubes to mitigate the amount of fuel required for offloading.
QUESTION:
1). Please provide a replacement copy of page 021-8 so the FW & SWB tanks are legible.
2). For estimating purposes, please review and provide a revised enclosure 2.2.1 that reflects the estimated fuel onboard at arrival in each of the specific tanks listed.
3). Please provide a trim & stability report for the ship that identifies the Ship’s anticipated liquid loading at arrival, to allow calculations for temporary storage means (available tankage onboard) to mitigate or even eliminate the amount of fuel requiring off loading from the Ship.
ANSWER:
FW & SWB tank chart shown below.
1) FW & SWB tank chart shown below. Capacity plan attached.
2) All cargo tanks will be cleaned butterworthed and stripped by ships crew and be at low suction with residual slops other tanks see load case
3) This will be provided separately
