QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and do not constitute an amendment to the solicitation.

TITLE: Propeller Shaft and Stern Tube Inspection (ABS) (REV 5) Question 1:
The following was received from a sub-contractor in response to a request for quotation for alignment services:
Work item 903 is similar to what we have seen on the T-AKE’s before, with the exception of two references:
0. T-AKE 1 Class Tail Shaft Optical Alignment – In place Machining Support
2.1.17 T-AKE 1 Class Propeller Shafting – Static Bearing Reaction These references were a part of the most recent specification for this item on the USNS LEWIS & CLARK.
Work item 903 doesn’t actually specify an optical measurement, as has been the case in previous T-AKE jobs, but paragraph 7.18.3 mentions the two references above.
Reference 2.1.17 is not referred to anywhere else in the work item.
I think it’s safe to assume that an optical alignment will be required, but ref 2.1.16 states that two opticals are to be performed, one before boring of the stern-tube and then another after boring of the stern-tube. On all other T-AKE’s, there was only a requirement for the pre-boring optical.
“After boring” being the operative statement, as Paragraph 7.10 states “STERN TUBE MACHINING – NOT REQUIRED”, even though paragraph 7.9.16 makes reference to boring between Belzona Super Metal application and Belzona Super Metal Glide application.
Also, item paragraph 7.14 of item 903 requires four sets of strain readings, but Ref 2.1.16 states that there will be a total of at least six measurements (see below)
Particular requirements associated with the different sets of measurements are:
Set 1: After the required dry dock trim and load condition is achieved but before the vessel enters the dry dock; strain gage readings and lift & load readings Set 2: After the vessel is on the dry dock with the hull dry and prior to the removal of any shafting component or internal load adjustment; strain gage readings and bearing clearances Sets 3, 4, 5: Used to rough align and fine align the line shaft bearing. Rough alignment will be completed while the vessel is on dry dock and fine alignment will be completed with the vessel afloat. The vessel loading condition must be similar to that at the time of the second set of measurements including positions of wing-wall mounted cranes; strain gage readings and bearing clearances.
Set 6: After the line shaft bearing is chocked and tightened; strain gage readings.
Item 903 says that Refs. 2.1.16 and 2.1.17 are for reference, so do you want to assume that we will be doing this the same way that we have done all of the others, or do we need to price the additional measurements?
Historically, we have done the following (just as the spec reads):
7.14 STRAIN GAUGE READINGS:
7.14.1 The Shipyard shall assist in performing four (4) complete sets of strain gauge readings using Reference 2.1.16 for guidance.
7.14.2 Strain gauge readings and are to be taken as follows:
7.14.3 First Set of Strain Gauge Readings – Pier side, prior to entering dry dock.
7.14.4 Second Set of Stain Gauge Readings - In dry dock, prior to any propeller shaft work.
7.14.5 Third Set of Strain Gauge Readings - In dry dock, after completion of propeller shaft work.
7.14.6 Fourth Set of Strain Gauge Readings - Pier side after dry dock, and prior to refueling/re-ballasting (in water). Same load conditions as first set of readings.
As well as one optical measurement before the sterntube is bored (with a strain gage measurement of the moto rand thrust shafts). This optical is not detailed as a paragraph in Spec item 903 this time.
7.14.7 Adjust line shaft and thrust bearings as required to obtain satisfactory bluing and loading of bearings.
7.14.7 was quoted on a day rate basis on previous jobs. We have never moved a line bearing on any of these availabilities, but you never know what MSC might request.
Or as I would put it, “but you never know if the circumstances will warrant movement this time.” If the movements are handled as a Cat “B” item or a level of effort, i.e. (X) number of movements, it will be easier to bid and could potentially save MSC some cost.
How do you want to proceed on the items below that are not in 903??
2nd optical after boring?
Additional stain measurements related to bearing moves?
I have informed the sub-contractor that we are submitting this request for specification clarification and once we have received a response from MSC, we will forward the response to the sub-contractor for bidding purposes.
As a minor aside, paragraph 7.5.21.5 indicates that reference 2.1 applies and I believe that should be paragraph 2.1.2.
ANSWER:
1. There is no optical alignment check requirement in this revision of work item 903.
2. Paragraph 7.9.16 is not applicable to this revision of work item 903. If additional belzona is required in the stern tube area, a change order will be negotiated/issued to compensate the contractor.
3. Paragraph 7.14.7 is not applicable to this revision of work item 903, as no optical alignment or machining of the stern tube is required.
4. Paragraphs 7.14.1 through 7.14.6 are applicable to this revision of work item 903. Four (4) sets of strain gauge readings are required.
5. Reference 2.1.16 is not applicable to this revision of work item 903.

Question 2:
Paragraphs 3.1 & 7.3 do not mention the aft section of the house. Paragraphs 1.0, 7.1, 7.4 mention the entire house.
Is the aft section of the house to be preserved?
For purposes of paragraph 7.5, what percentage/square footage of the surface area is degraded and to be assumed, for bidding purposes, as requiring power tool cleaning?
Paragraph 7.7.5 calls for One (1) full coat of Haze Gray once all surfaces have been prepared. What is the prepared standard or requirement of the surfaces prior to application of the One (1) full coat?
ANSWER
The intent of the item is to cover the entire portion of the after house.
I estimate approx. 20,000 sq ft of area.
I am looking at spot coverage for bad rusted areas- around port lights, inclined ladder underdeck support members and landing areas where grating sits, and light brackets. I also want all the vertical surfaces cleaned and coated.
I estimate approx. 2000 sq ft of of surface preparation requiring power tool cleaning.

If heavier flash rust is present the surface shall be pressure washed at 2,500 to 3000 psi and allowed to dry to restore the surface to a coatable condition. Mechanically cleaned areas are to meet ref 2.1.6 SP-11 standards. | |
| Immediately prior to “any” coatings, the surface shall be tested for non-visual surface contaminates at a rate of no less than one (1) test per 1,000 SF of prepared area. If contamination is found, additional tests shall be made as necessary to determine the extent of contamination and to prove the success of re-mediation. The maximum allowable contamination concentrations for dry abrasive blasted surfaces shall be less than 10 ug/cm2 of chloride contaminants, less than 15 ug/cm2 of soluble ferrous ion levels and less than 20 ug/cm2 of soluble sulfate contaminates as determined by field or laboratory analysis using reliable, reproducible test equipment. Results of this testing shall be presented to the COR and his paint representative at time of inspection for coating application. For UHP water jetted surfaces the requirements of Table A1, NV-2 shall apply. | |

QUESTION 3:
For purposes of paragraph 7.7, what percentage/square footage of the surface area is degraded and to be assumed, for bidding purposes, as requiring power tool cleaning?
Paragraph 7.9.5 calls for One (1) full coat of Haze Gray once all surfaces have been prepared. What is the prepared standard or requirement of the surfaces prior to application of the One (1) full coat?
ANSWER:
The RAS Station King Posts are estimated at 15000 sq ft.
Surface Preparation The entire areas identified in para. 3.1 shall be washed with fresh water using 2500 to 3000 PSIG to remove all salt water contamination. Upon completion of water washing Chloride testing shall be performed on a sample area per the paint reps instructions.
| Areas to be surface prepared for painting shall include: |
| Assume 10% of the surfaces identified by para 3.1 will require surface preparation to bare metal. Surface preparation of these areas shall be mechanically cleaned or water jetted to bare steel. |

If contamination is found, additional tests shall be made as necessary to determine the extent of contamination and to prove the success of re-mediation. The maximum allowable contamination concentrations for dry abrasive blasted surfaces shall be less than 10 ug/cm2 of chloride contaminants, less than 15 ug/cm2 of soluble ferrous ion levels and less than 20 ug/cm2 of soluble sulfate contaminates as determined by field or laboratory analysis using reliable, reproducible test equipment. Results of this testing shall be presented to the COR and his paint representative at time of inspection for coating application.
