N00604-16-T-3108 RFIs and Responses

1. The height requirement was changed to 12 feet. This matches a shipping container mounted to a chassis rather than a van trailer. Van trailers are 13'6" tall. Are you wanting a shipping container/chassis combination or would a height of 13'6" be OK for this project?

REPSONSE: Please provide a van trailer, complete package.

2. A 4-pass boiler may net you some increased efficiency. I noticed a 2-pass and a 3-pass were acceptable but not a 4-pass. Is this accurate?

RESPONSE: Please provide a 2 or 3 pass boiler.

3. Current lead times on new boilers is in the 12-16 week timeframe. Is the 10-week lead time a hard delivery date or is there some room in there for extension?

RESPONSE: Please see revised combined synopsis/solicitation.

4. Regarding previous experience, we have built multiple mobile steam plants for the NAVY but they have always been through subcontractors. Can I include a page showing our previous experience building mobile steam plants as a part of our proposal? The concern is that our extensive mobile boiler experience will not show up in governmental records because the transactions were passed through other companies

RESPONSE: The combined synopsis/solicitation requires the submission of specifications and drawings for the portable boiler system that clearly shows that your product meets or exceeds the salient characteristics stated in Attachment 1 Salient Characteristics. In regards to past performance, you are not required to submit any documentation. The combined synopsis/solicitation states that the Government will access the PPIRS system to obtain past performance information. You are not required to submit information of previous experience.

5. Is 10 weeks after contract award a definite delivery date required by the U.S. Navy that must be met?

RESPONSE: Please see revised combined synopsis/solicitation.

6. Our proposed boiler manufacturer is not a small business firm, however, we note that other components for this bid are not small business concerns, i.e., Grundfos, GE, etc. Therefore, request that we be allowed to submit a quote on this requirement using a large business manufacturer.

RESPONSE: Unfortunately, we cannot accept a quote that is based on the product of a large business manufacturer.

In accordance with the Code of Federal Regulations that governs the Small Business Act, “Firms which perform only minimal operations upon the item being procured do not qualify as manufacturers of the end item.” Therefore, although Grundfos may be a large business concern and since the feedwater pump is only a small part of the entire portable boiler, Grundfos is not considered a manufacturer of the portable boiler.
