| Reference/RFP Section | Discussion | Question | Government Response | |
| 1 | Amendment 0001, Q&A; |
Updated Section L
| Q&A #2 | Q&A #2 notes 5 required PP from the Prime and 2 from Subcontractors. Section L states: “The total required amount of Past Performance References is 5 from the Prime and 2 from subcontractors. The Total page count for the Prime is 25 Pages and 10 for each subcontractor.” | Can the USG confirm this should state “up to” 5 PP references for the Prime and “up to” 2 PP references for each Subcontractor? | Confirmed, the requirement is "up to" 5 PP references for the Prime and “up to” 2 PP. |
| 2 | Amendment 0001, Q&A; |
Updated Section L
| Q&A #5 | Q&A #5 notes addition of DD-254 document that requests Top Secret FCL. Updated SOW notes in Section 3.7.2 that all personnel require a Secret clearance unless otherwise noted in the Labor Category. Aircraft / Aircrew Scheduler / Coordinator Lead, Technical Editor / Report Facilitator and Administrative Assistant have no clearance requirement noted. Q&A #40 notes there is no facilities clearance requirement | Can the USG please clarify the statement regarding “no facility clearance requirement”? If the only personnel clearance requirement is Secret, can the USG clarify whether the DD254 should require only Secret FCL? Can the USG clarify whether positions with no noted clearance requirements are considered “noted otherwise” and therefore do not require clearance? | Please review your Place of Performance when determining Facility Clearance requirements. The Facilty is where the Place of Performance is located. In this effort the facility requires Top Secret clearance but the positions listed only require Secret but Top Secret is preffered. The DD-254 specifically requires Top Secret for the facility where the work will be performed, there is an area of the government facility that is Top Secret but, the personnel on this effort are not required to perform duties in that area. Due to the Place of Perfomance being Webster Outlying Field Annex, (WOLF) St. Inigoes, Maryland, the Government will be responsible for the OPSEC policies, this includes the facility requirement. Please refer to the DD254 11j OPSEC which states "While performing aboard NAVAIR or NAVAIR sites, the contractor shall comply with the provisions of OPNAVINST 3432.1A, the local Command/Facility OPSEC policies, as well as any procedures identified in Program-Specific Operations Security Plans, and Program Protection Plans (PPP) as applicable". See updated SOW paragraph "3.7.2 NAVTESTWINGLANTINST 3710.7 series include flight crew category A, B and C qualification requirements. All labor categories require Secret clearance unless otherwise noted in the labor category. Otherwise noted refers to clearances above Secret. The contractor is required to provide personnel having the following minimum levels of professional and technical experience. These minimum qualifications are the baseline for determining technical acceptability in the personnel area; Contractors should strive for technical excellence in personnel by demonstrating experience and qualifications beyond those listed below". 3.7.2 has been updated to include an explanation of otherwise. | ||
| 3 | Amendment 0001,Q&A #13 | Q&A #13 notes that Government provided forms will not count against page count. | Can the USG please confirm what additional information is anticipated for the PP Volume that would support the 25-page limit if narrative is to be provided in an excel file? | The 25 page count is to cover additional attachments or any information provided in a Word document which will be considered part of the 25 pages allowable. The government will not provide assumptions on additional information provided in the proposal. | |
| 4 | Amendment 0001, Q&A | Can the USG please advise if the Offeror should provide both the original Section B, with old requirements struck out and the new Section B to support response? OR should the Offeror amend the original Section B? | The Option to Extend Services Clauses will still be an option of this contract the Government is not requesting the option to be priced out in your proposal. | ||
| 5 | Amendment 0001, Q&A #16 | USG answer indicates the contract is a performance-based contract, not a Level of Effort, therefore, the LOE clause was not included. | Can the USG clarify how the fixed fee installment ratios will be calculated? | ||
| 6 | Amendment 0001, Q&A 13 of 24 | Reference table suggests Prime, JV Team Member or Sub. | Can the USG please confirm that if the Offeror is a JV that the JV entity is the Prime? Or is this suggesting that one of the JV members would be the Offeror / Prime and the other would be a JV Team Member? | Please Refer to the Federal Acquisition Regulations Subpart 9.6—Contractor Team Arrangements | |
| 7 | Amendment 0001, Q&A # 54 and 57 | USG answer seems to indicate that the requirement to complete prices via Schedule B have been removed from the requirement; however, Amendment 1, Section L, 3.1.(b) indicates the price volume shall include a copy of Section B with Contract Line and sub CLIN prices filled in using the estimated quantities value in the solicitation; and 3.1.(c) indicated all price/cost supporting information shall be contained in Schedule B. | Can the USG confirm that the offeror is not required to complete unit pricing via Schedule B and only Attachments P6-A and P6-B are required? | See Ammended: SECTION B |
CEILING
The total ceiling for this "C" type contract (inclusive of all option periods encompassing labor, material and travel projected costs) will be $16,790,400.00 (Base Ordering Period of $3,052,800.00 & Option Ordering Periods of $3,052,800.00). The total ceiling values will be identified for labor in CLINs 0034, 1034, 2034, 3034, and 4034, for material in CLINS 0035, 1035, 2035, 3035, and 4035 and travel in CLINS 0036, 1036, 2036, 3036, and 4036.
Also see the ammended VOL. 3 providing clarity on Section B requirements.
8 Amendment 0001, Q&A #55 USG answer indicates the option to extend has been removed from the table on page 123, however a review of the replacement table on page 17 of 24 in Amendment 1 includes a total column with values of $3,252,800 for the base and each option period and $16,264,000 overall. Can the USC confirm this is in error? See Update: SECTION B
9 Amendment 0001,Q&A #56 USG answer indicates the option to extend has been removed from the table on page 123; however a review of the replacement table on page 18 of 24 in Amendment 1 reflects a column for Ext Hours, ATT_16_Estimated_hours includes a column for ext hours; and the hours reflected Attachment P6-A and P6-B under Total for all Years equal the total hours column from the table on page 18 and the ATT_16 vice the total hours for the base and 4 option years. Can the USG correct these discrepancies and confirm the offerors are to propose only the level of effort for the base and option years 1 through 4 and not the extension period? The Option to Extend Services Clauses will still be an option of this contract the Government is not requesting the option to be priced out in your proposal. The areas still stating Ext. Hours are not required.
