1. Is there a format to response the Source Sought?
No specific format is required. However, the Source Sought posted in FedBizOpps requested the following:
Interested businesses should submit a brief capabilities statement package utilizing Microsoft Word (no more than five (5) pages size 8.5 X 11 inches, font no smaller than 10 point). The statement should demonstrating ability to perform the services listed in the Performance Based Work Statement. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number, e-mail address; capabilities statement should include discussion of similar work completed and prior contract award numbers as applicable.
2. Do you have a number of employees that should be referenced within?
The contract value is stated at $40M, no additional information is available at this time.
3. Since this contract would be an IDIQ MAC through NAVAIR, is it safe to assume that the GSA will not be involved as a contracting agency under the new vehicle?
GSA will not be involved as a contracting agency.
4. We would like to know if this effort requires a GSA Schedule?
Should vendors expect to do 100% of the work in Patuxent, MD? Can a substantial % of the work get completed in Lakehurst, NJ?
GSA will not be involved as a contracting agency, as such, offerors are not required to hold GSA Schedules. The place of performance was incorrectly outlined in the original Federal Business Opportunities posting. The place of performance is revised to read as follows:
PLACE OF PERFORMANCE:
· Patuxent River, MD, Percentage of Effort Government (On-Site) 96%, Contractor (Off-Site) 0%;
· Lakehurst, NJ, Percentage of Effort Government (On-Site) 2%, Contractor (Off-Site) 0%;
· Norfolk, VA Percentage of Effort Government (On-Site) 1%, Contractor (Off-Site) 0%;
· Mayport, FL, Percentage of Effort Government (On-Site) 1%, Contractor (Off-Site) 0%,.
5. Please provide information on the capabilities statement.
a. What is the typical approach in content of the Capabilities Statement? Should we respond to each bullet point in detail or to provide a general overview of how we’d provide the services needed?
Interested parties should determine their own approach to the capabilities statement. The only guidance provided under question number 1 above.
b. What if we have other government contacts but not with NAVAIR?
Interested parties should determine what contracts they want to discuss in their capabilities statements. There is no requirement that the contracts must be with NAVAIR.
c. Will that hurt our capabilities response?
No.
d. Do you have an example of a capabilities response that I could review?
The capabilities statement is an independent document created by the interested party. No samples will be provided.
e. Should we submit presentations of our processes and capabilities as supporting documents? Appendixes?
Interested parties should determine what documents or presentations they would like to submit, but they must stay within the quidelines outlined under qustion number 1 above.
f. The contract value is stated at $40M. Will 3 suppliers be selected to provide the services?
The government expects to award to no more than three (3) offerors that provide the best value to the government. As a MAC IDIQ, awardees will compete for task orders.
g. If so, can you explain to me how the task order competitions work in more detail?
Task order competition proceedures will be outlined in the forthcoming solicitation. No information is available at this time.
6. PBSOW 10.01 - Work to be performed under this contract is classified SECRET. A DOD Contract Security Classification Specification (DD-254) is provided.
a. Is a "cleared facility" a requirement to the solicitation or does this requirement apply only to the proposed personnel with the appropriate level of background security?
The contractor must have a valid facility clearance at least as high as the classification indicated for the effort.
b. Will NAVAIR assist the selected contractor with obtaining the DD-254 requirements?
